SUBJECT: MINOR USE PERMIT 97-014
Dear Ms. Mc Galliard:
This is to report that the Community Development Department has approved your request to have a
temporary office trailer (10' by 44') at the northeast corner of Winged Foot and Southern Hills, subject to
the following Conditions:
Prior to obtaining a building permit for the trailer, a Certificate of Deposit, in the amount of
$1,000.00, shall be posted with the City to insure the trailer is removed from the site in the future.
The City shall be named as the controlling party to insure removal of the trailer and any accessory
improvements.
2. A building permit is required for the temporary trailer and temporary electric power. Please apply
to the Building and Safety Department for a permit (777-7012). The trailer shall be self-contained
and include bathroom and lavatory facilities for guests, workers or employees unless otherwise
determined by the Building and Safety Director. The trailer facilities shall be accessible to the
physically challenged (See the attached Exhibit).
The trailer can remain on-site until June 11, 1998. Prior to expiration of the permit, a six-month
time extension request may be made in writing to the Community Development Department. The
Community Development Director, after reviewing the facts, may approve the time extension
request.
4. Temporary fencing or landscaping shall be installed around the perimeter of the trailer to screen
its view from adjacent private streets. All landscaping and irrigation or fencing improvements shall
be installed prior to release of temporary power for the trailer.
Use of the trailer shall be limited to 7:00 A.M. to 6:00 P.M. daily.
6. A building address shall be installed on the trailer to help identify the temporary business location
(e.g., minimum 3 -inch high letters in a contrasting color).
7. Install one 2AIOBC fire extinguisher inside the trailer by the exit door, and provide a "Door to
remain open during business hours" sign above the exit door. If you have any questions, please
contact Mr. Tom Hutchison, Fire Safety Specialist (Riverside County) at 863-8886.

No exterior temporary signs are permitted unless separately approved by this Department.
9. No lighting is allowed unless approved by this Department prior to on-site installation.
Should security lighting be required for the project, all light fixtures shall be hooded to
prevent light glare from being cast onto adjacent properties or affecting the vision of passing
motorists. Tamper resistant light fixture covers are required to reduce vandalism.
10. Mounted close to the font door shall be a written notice informing emergency personnel of
your 24-hour emergency phone number that they can call in case problems arise that need your
prompt attention (i.e., minimum V high letters).
11. One physically challenged parking space shall be provided that complies with the Americans
with Disabilities Act requirements.
12. A dust control plan will be required if the City receives complaints from neighbors that the site
is not being sufficiently watered to contain disturbed soils.
13. The City may elect to add Conditions to this application request to mitigate any problems that
arise not previously addressed herein.
14. Contact this Department when all on-site improvements have been installed, and we will
conduct a final inspection to determine compliance with all Conditions of Approval.

DEFINITIONS: "We" and "us" means the financial ins on. "You" and
"your" means the depositor(s). "Certificate" means both this orig =

VARIABLE INTEREST RATE: Your deposit will earn interest at the initial

COMPOUNDING: The compounding frequency and interest calculation method

ADDITIONS: If we permit you to make any additions, they will only be
permitted in an amount equal to, or greater than, the minimum amount indicated.
The making of additions to this certificate will not extend the maturity of all, or

deposit, and will mature at the same time as the first deposit. No additions may
be made within days of the final maturity date.
NOTICE OF PENALTY FOR EARLY WITHDRAWAL
Except as mentioned below, you cannot withdraw any principal from this
account before a maturity date without our consent and we will charge a penalty.
We can only consent to an early withdrawal at the time you request it. The
penalty will be an amount equal to:

from the most recent date of deposit or last renewal, (2) all the interest
that could have been earned on the amount withdrawn during a period

VARIABLE RATE TIME DEPOSIT: For any time deposit which earns a rate
that may vary from time to time during the term, the interest rate we will use to
calculate this interest forfeiture will be:

❑ simple interest rate in effect on the date that this account is opened; or,
❑ the simple interest rate in effect on the date of early withdrawal.
Minimum Balance Account: If we require a minimum balance on this account,
we may treat any withdrawal that reduces the balance below such minimum as a
withdrawal of the entire balance and calculate the penalty accordingly.
EXCEPTIONS: Federal regulations permit, or in some cases require, the
waiver of the early withdrawal penalty if:
(1) any account owner dies or is declared incompetent, or
(2) this is an I.R.A. or Keogh account and you are at least 591h years of
age or disabled at the time of the withdrawal request, or
(3) this is an I.R.A. or Keogh account and the request for withdrawal is
made within seven days of establishing the account. (The penalty in such
