CONDITIONS OF APPROVAL
MINOR USE PERMIT 97-030 (THE LEXUS CHALLENGE)
OCTOBER 23, 1997
FINDINGS:
1. The event will not be detrimental to the health, safety and general welfare of the
community in the area of the proposed event.
A. Various public agency permits are required prior to the special event
occurring to insure that the event will be conducted in an acceptable
manner. Health Department permits are required for all commercial food
and beverage vendors serving the event, and police and fire personnel will
be on hand to assist the organizers in providing a safe environment for
vehicles and patrons coming to the event. The public roadways surrounding
the project are capable of handling the local patrons. No problems are
anticipated which would be detrimental to the community based on the
recommended Conditions.
B. This project is categorically exempt under Section 15304 (Class 4 (e)) of the
California Environmental Quality Act (CEQA) because the outdoor event is
a temporary use of the existing golfing facilities thereby having negligible or
no permanent effects on the environment.
C. Temporary signs for the event shall comply with Sections 9.60.170 (Item B6)
and 9.160.060 (Paragraphs C thru H with the exceptions of Paragraph.E) of
the. Zoning Ordinance. Signs or banners removal will occur immediately
after the event is over to guard against the signs or banners becoming
roadside debris or litter.
2. There is adequate area to conduct the event and to accommodate the anticipated
attendance.
A. This annual golfing event is held at an existing country club which can
accommodate daily patrons because various on- and off-site facilities will be
provided such as restrooms, food and beverages, parking, and other
facilities which provide services to those attending. Information concerning
this event is on file with the Community Development Department.
CONDITIONS:
The following Conditions shall be completed by December 8, 1997:
1. Permits for temporary use structures (tents, stands, stages, etc.) or any open flame
devices shall be obtained. If you have any questions, please contact Fire Safety
personnel by calling 863-8886.

2. Obtain permit from the Building and Safety Department for temporary electric,
stands or stages.
3. A Sign Permit fee of $100.00 shall be paid prior to posting a cash bond (or check)
in the amount of $200.00 insuring that any off-site signs are removed within 72
hours after the event has ended. The application fees shall be posted with the
Community Development Department.
4. A Minor Use Permit application fee of $75.00 shall be paid.
5. The applicant shall obtain an encroachment permit before closure or obstruction of
any roadway or placement of any signs, barricades or other advertising or traffic
control devices in the right-of-way.
6. Proof of Liability Insurance in the amount of $1,000,000.00 naming the City and its
employees as additionally insured for the golf tournament shall be required. A copy
of the Insurance Certificate shall be submitted to the Community Development
Department.
Conditions from each Department are as follows:
Building and Safety Department
7. Portable restrooms shall be provided for the event in a ratio required by the Building
and Safety Director. The temporary restrooms shall be removed by December 24,
1997. Restroom facilities to accommodate the physically challenged are required.
Code Enforcement Department
8. The golf practice rounds and tournament may be held on December 17-20, 1997,
between the hours of 8:00 A.M. and 4:00 P.M. (See attached).
9. Trash receptacles shall be provided so that trash/debris can be deposited_
accordingly. The site shall be left clean of any litter at the close of the events.
10. No overnight camping is permitted.

11. Off-site directional signs are allowed as depicted on the attached exhibits. The
signs shall not exceed nine (9) square feet in area and six feet. in height.
Temporary signs shall be placed no less than 200 -feet apart and shall not be visible
simultaneously within the boundaries of the City. No other signs or banners are

permitted unless in accordance with the Zoning Code and. approved by the
Community Development Department.
12. Parking for the golf tournament shall occur on-site. No off-site parking is permitted
unless approved by the City Engineer.
13. Written notice to the Citrus Homeowners Associations informing them of the golf
tournament shall be delivered by December 1, 1997. A copy of the notice shall be
submitted to the Community Development Department.
14. All temporary structures (i.e., tents, trailers, etc.) for the golf tournament shall be
removed by December 24, 1997, unless otherwise permitted by the Community
Development Director.
Sheriff Department
15. Riverside County Sheriff's Deputies shall be employed during the event to provide
security and traffic control supervision as determined by their agency through prior
contractual arrangements.
16. Any vehicles that block traffic will be towed at the owner's expense.
Public Works, Department
17. An Encroachment Permit is required for signs placed in the City's rights-of-way.
Temporary signs shall be posted no closer than five feet from the edge of the paved
area of any public road or street. Temporary signs shall not be posted in a manner
which obstructs the visibility of traffic or street signs or signals or emergency
equipment.
18. The applicant shall be responsible for the installation, maintenance and/or removal
of all traffic control devices required for the special event.
19. Unpaved parking areas shall be compacted and stabilized to control dust prior to
the start of the golf tournament. Hardening stabilizers such as calcium or
magnesium chloride shall be used. Unpaved travel ways need to be compacted
and routinely watered to create and maintain a hardened soil surface during the
event. All tracked out mud onto private or public streets shall be kept damp until
it can be removed.
General Conditions
20. If ground excavation is required, please contact Underground Service Alert (USA)
at 1-800-422-4133. The service is free of charge provided USA is given at least
two days' notice.

21. Before any cranes, forklifts, or other aerial equipment is raised, please check for
existing overhead wires.
22. Commercial food and beverage vendors shall have a permit to operate from the
Riverside County Health Department.
23. Permits from other public agencies shall be obtained as needed to comply with the
above-mentioned Conditions.
24. The City may elect to add Conditions to this application request to mitigate any
problems that arise not previously addressed herein.
25. Event organizer agrees to indemnify, defend and hold harmless the City of La
Quinta in the event of any legal claim or litigation arising out of the City's approval
of this event.

Equipment set up will begin the second week of December and will be removed immediately_ following

Floyd, a winner of four major
tournaments on the regular tour
and 13 Senior PGA Tour events.
Floyd and Lexus are doing their
best to recreate that atmosphere in
the Lexus Challenge. Only instead
of Bob Hope, Bing Crosby and Phil
Harris, the names are Sean Con-
nery, Kevin Costner and Clint
Eastwood.
CELEBRITY FIELD: Those are
three of the 12 celebrities scheduled
to join Floyd and 11 other senior
Club Citrus Course.
The tournament's two days of
better -ball competition, with celeb-
rities using their full handicaps,
will be tape -delayed for broadcast
Dec. 27 and 28 on NBC-TV.
Connery will again team with
Hale Irwin to defend the champion-
ship the team won last year.
Costner and Eastwood also return
to the field, as do Glenn Frey, Ken
Griffey Jr., Chris O'Donnell, Joe
Pesci and Don Shula. New to the
field are Samuel L. Jackson, Matt
Lauer and Matthew McConaughey.
Jbining Irwin and Floyd in the
pro field are Jim Colbert, Johnny
Miller, Gil Morgan, Bob Murphy,
Larry Nelson, Gary Player, Chi Chi

Lexus Challenge Golf Tournament
Dear Mr. Trousdell
The Sheriff's Department would like to comment on several items
in reference to the Lexus Challenge Golf Tournament.
The Lexus Challenge Golf Tournament may have an impact on police
services for the City of La Quinta especially on weekends.
Traffic congestion, patrol requests may impact the Department.
Items of concern are:
Parking areas may be a prime target for vehicle thefts
and theft of vehicles. With off site parking it could
create a potential. traffic problem.
Parking areas should be sufficient as not to block
traffic or a driver's vision.
The Sheriff's Department shall be notified in writing
of any proposed blockages to the normal traffic flow,
temporary parking areas, pedestrian crossings or other
conditions that would affect the normal traffic flow.
Parking areas that are not hard surfaced or turf shall
be watered sufficiently to minimize blowing dust.
Vendors who sell or serve alcoholic beverages shall not
serve beverages in a bottle or glass. Alcoholic
beverages should be served in paper or plastic cups.
•
Appropriate alcohol license must be obtained.
All designated security personnel must possess a
current private security guard license issued by the
State of California.

All tents shall have a minimum separation of 20 feet from all other structures that are either permanently or
temporary constructed.
All tents shall provide the proper number of exits as per Article 321. table 3205-A.
All requirements shall be stricth enforced by the Riverside County Fire Department.

COMMENTS ON LEXUS CHALLENGE (MTOE 95-110; SAD 95-088
Proposed directional signs are 3' x 3'; the sign ordinance permits 3 s.f max with a height
of 3' and the signs do not conform to the definition for directional signs. Are these signs
exempt when submitted as an SAD request?
2. Notwithstanding the above comment, it seems it is more important to know where the signs
will be than what they look like. The directions and placement of each sign should be reviewed
to make sure that they provide clear instruction to the event patrons and participants.
3. (Greg - you may want to use this as a base condition for future MTOE's):
The unpaved private streets (Cetrino and Baya) and the adjacent pad areas. shown for use as
parking shall be compacted to a hardened surface and kept damp to mitigate dust problems
and minimise track out on to paved areas. This shall be done each day prior to arrival of event
traffic and before anticipated departure of traffic, and as needed during the event. As an
alternative for the pad areas, the applicant may utilize a hydroseed mix to create a turfed
surface which will keep the dust down. These measures must be completed at least three (3)
days prior to; 1) safety inspection(s) for the event, or 2) any set up activities occurring for the
event. Paved areas accessing unpaved travel ways shall be kebt damp to reduce dust impacts
from any soils tracked on to the pavement by vehicle traffic. Track -out carried on to such
paved areas shall be cleaned daily after the event, either by water flushing, sweeper, or some
combination thereof.
