Dear Sir;
I am contacting you on behalf of The PALM ROYALE COUNTRY CLUB Homeowners
Association, my Client. On March 15, 1999 you notified our General Contractor (WERMERS
Multi -Family Corp. \ Mr. Jordan H. Chase) that their construction office trailer, temporarily
installed on the Northeast corner of our property, was in violation of minimum set -back
regulations and must be moved to continue issuance of building permits needed for correction
of numerous construction defects my Clients inherited upon initial purchase from their original
Developers.
I personally reviewed the temporary trailer site at issue this past week. In fact, the 20 ft. set-
back was not observed. VVERMERS Corp. indicated that they were notified of the temporary
use conditions last year as you cite in your correspondence. However, Condition #5 regarding
required set -back was defined after the temporary trailer was located in its' current position
with all utilities connected and operational. The cost of the utility hook-ups were considerable
and were borne by my Client. Thousands of additional dollars were expended to landscape the
temporary trailer site to disguise it during the required reconstruction. Let me assure you that
neither the trailer nor the presence of a contractor for reconstruction of construction defect
issues are the choice of over six hundred PALM ROYALE COUNTRY CLUB Homeowners.
We respectfully request that in view of the temporary nature of this needed nuisance you waive
the set -back requirement through November 15, 1999. The Association will require
"WERMERS" to complete their work and to vacate the trailer site on or before that date.

confident that the mistake in locating it in violation was not intentional. However, moving it
into compliance at this time will further disrupt our reconstruction effort and cause additional
time lost and expense to be incurred by this already over -burdened group of Homeowners.

December 15, 1998. 1 would like to apologize for the oversight on our part. We would like to
request an extension through November 15,1999 at this time the trailer will be removed. Do to the
on going reconstruction at Palm Royale Country Club the Trailer is used as an on site satellite
office.

On June 25, 1998, the Community Development Department approved your request
to install a temporary construction trailer (10' wide by 28' long) at the northeast
corner of the Palm Royale Country Club, subject to conditions. Condition #6 required
removal of the temporary trailer by December 15, 1998, unless a time extension was
granted by this Department. To date, we have not received a time extension
application as required; therefore, the trailer shall be removed by March 19, 1999.

Dear Mr. Chase:
The Community Development Department has approved your request to install a
temporary construction trailer (10' wide by 28' long) at the northeast corner of the Palm
Royale Country Club, subject to the following conditions:
1. Obtain a building permit including an electrical permit for temporary power. The
Building and Safety Department can be reached by calling 777-7012.
2. Install one fire extinguisher (2A-1OBC)inside the front exit door of the trailer. The
Extinguisher shall be mounted on the wall 3.5' to 5.0' as measured from the floor to
the top of the extinguisher. Contact the Riverside County Fire Department staff at
863-8886 if you have any questions.
3. No temporary signs are permitted unless separately approved by this Department.
4. Install a soil stabilizer to mitigate blowing dust from unpaved parking areas (e.g.,
gravel, etc.).
5. Maintain a minimum setback distance of 20' between the trailer and adjacent
property lines.
6. Use of the temporary trailers is allowed until December 15, 1998, unless a time
extension is applied for and granted by this Department. The Community
Development Director may extend the permit for another six-month period if
construction activities are still occurring. No fee is charged to extend this permit.
7. The City may elect to add Conditions to this application request to mitigate any
problems that arise not previously addressed herein.
This decision may be appealed to the Planning Commission provided the necessary
paperwork and filing fee of $175.00 are filed with this office within 15 days.
