SUBJECT: MINOR USE PERMIT 98-068, AMENDMENT #1
Dear Mrs. Butler:
The Community Development Department has approved your temporary improvements for the
Sonrisa model sales facilities (e.g., landscaping, garage sales office, on-site parking lot, and banner
advertising) pursuant to Section 9.60.250 of the Municipal Code, subject to the following conditions:
Obtain a building permit to construct the garage sales office improvements. Removal of the
temporary sales trailer is required prior to the opening of the under construction model
complex. Prior to obtaining a building permit, post with the Community Development
Department a Certificate of Deposit in the amount of $1,000.00 to insure removal of the sales
facility improvements upon completion of their use. The Certificate shall name the City as
having a controlling interest over the release of the funds, and the Certificate shall be
automatically renewed at six-month intervals unless released in writing by this Department.
Funds deposited will be released to you when all sales improvements have been removed.
2. Mounted on the exterior of the sales office front door shall be a written notice providing
emergency personnel your 24-hour emergency phone number they can call in case problems
arise that need your prompt attention (i.e., minimum 1" high letters).
3. Obtain approval from the Public Works Department for construction of the temporary parking
lot on Lot 55. The parking lot shall be constructed before the model home complex is used
for sales purposes. A landscape and irrigation plan for the parking lot shall be submitted to
the Community Development Department for review and approval within 30 days.
4. Landscape and irrigation plans for the temporary trailer shall be installed within 14 days.
Plant materials do not have to be removed from their containers as proposed, provided the
containers are buried below finished grade level.
5. Temporary banner advertising is not permitted for this project because tract signing has been
installed. Only one form of temporary advertising is permitted. Temporary subdivision flags
are permitted for your development once the model home complex is completed.

6. The City may elect to add Conditions to this application request to mitigate any problems that
arise not previously addressed herein.
This decision may be appealed to the Planning Commission provided the necessary paperwork and

Dear Mrs. Butler:
The Community Development Department has approved your request to establish a temporary sales
trailer adjacent to Calle Sonrisa during construction of the model home complex pursuant Section
9.60.250 of the Municipal Code, subject to the following conditions:
1. Obtain a building permit including an electrical permit for temporary power.
2. The temporary sales facility shall be accessible to the physically challenged. Restroom
facilities shall be provided as required by the Building and Safety Director.
3- Mounted on the exterior of the trailer close to the front door shall be a written notice
providing emergency personnel your 24-hour emergency phone number they can call in case
problems arise that need your prompt attention (i.e., minimum V high letters).
4. Install one 2Al0BC fire extinguisher inside the trailer by the front exit door.
5. No temporary signs are permitted unless separately approved by this Department -
6. Removal of the temporary sales trailer is required prior to the opening of the under
construction model complex. Otherwise, the trailer shall be removed by October 30, 1998,
unless a time extension is granted by the Community Development Director.
7. Skirting the underside of the trailer is required if the trailer is elevated off the ground.
8- Landscape and irrigation plans for the temporary trailer shall be submitted to the Community
Development within 30 days.
9- Temporary parking for customers is permitted on Calle Sonrisa until completion of the
permanent model home complex. Thereafter, a guest parking lot shall be constructed (e.g.,
Lot 55). The parking lot shall be designed to accommodate ten parking spaces and be

surfaced with asphalt paving. Plans for construction of the parking lot shall comply with
Chapter 9.150 (Parking) of the Municipal Code and be submitted to the Public Works

irrigation improvements. A landscape and irrigation plan for the parking lot shall be
submitted to the Community Development Department for review and approval during plan
check consideration of the on-site parking lot.
10. The City may elect to add Conditions to this application request to mitigate any problems that

Please submit a floor plan drawing to this Department for approval if the inside of a model home

Attached please find our 10% warranty security for the above mentioned tract. We would
appreciate our securities be returned to our address, as approved and pnrstumt to the council meeting
held January 15, 2002, attached for your convenience.
Additionally, the City is still holding two certificates of deposit. (1) A CD in the amount of
$1,000 for the removal / conversion of the model sales office to a garage- This conversion was
completed, accepted and the home fmaled and delivered to a homeowner early 2001 and (2) A CD
in the amount or $20,000 as security for dust control_ There should not be any reason for the City
to hold this security as all lots are improved with homes and the City has accepted the street
improvements.

As per our conversation yesterday, we will be using the garage in Lot 53 in the model complex
for a Design Center. Please review the attached drawing for the layout. We do not put any
partitions in the garage. We close up the two car garage area and put french doors and the
garage floor is carpeted. We already provide our buyer with a finished garage so there is no
change there. There will be one ceiling fan centrally located and 6 canned lights. There will be
a phone jack and an electrical outlet as designated.
I would like to request approval for this very quickly because we are set up for a model opening
on the Thanksgiving Weekend and we need to get the Design Center inspected and drywalled as
soon as possible.

1) The landscape and irrigation plan for the temporary trailer by Ron Gregory and Associates.
2) The layout of the guest parking lot for when we have our models complete.
3) Floorplan for the sales office located in the model garage of Lot 54.
We presently have a permit for the temporary sales trailer and we would like to place a banner
on the side of the sales trailer stating " Sales Office Now Open". The banner would be 3'X6'
and have red lettering on a white background. This banner would be in lieu of flags which we
cannot have yet. Could this banner be part of my present on site sign permit? Our on site sign
will have a small revision showing the pricing being from $159,900 and the note saying Now
Selling.
Please let me know if the temporary trailer landscape plan is approved we plan to open our
trailer next Friday, August 21 St. and time is of the essence.
