Promotional Spot During the 1998 Skins Game
As deemed appropriate by the City Council.
The City has received a revised proposal from Mr. John Shields on behalf of Roddan
Paolucci Roddan for a $20,000 contribution in exchange for one (1) forty-five second
spot on the ABC national telecast during this years' Skins Game. Funds have not
been allocated for this promotion in the 1998-99 Fiscal Year Budget. General Fund
Emergency Reserves (account # 101-000-.300-290) may be allocated for this purpose
at the Council's discretion.
The City Council authorized an allocation of $20,000 at its regular meeting of
November 3, 1998 for participation in the Golf Desert Cities Partnership Program.
This program was to have provided one (1) forty-five second spot for the Cities of
Palm Desert and La Quinta to share. Subsequent to that meeting, staff was advised
that the City of Palm Desert will not be participating in the program.
In consideration of the above, Mr. Shields revised the proposal to grant one forty five
second spot exclusively to the City of La Quinta in exchange for the City's $20,000
contribution (see Attachment 1). The City could utilize the spot prepared for and run
during previous Skins' contests for this purpose.
Options available to the City Council include:
1. Authorize an expenditure of $20,000 from General Fund Reserves (or some
other account) for a forty-five second promotional spot during the 1998 Skins
Game, utilizing the previously prepared promotional piece for that purpose;
2. Reject the proposal; or
3. Provide staff with alternative direction.

The City has received a revised proposal from Mr. John Shields on behalf of Roddan

45 second spot on the ABC national telecast during this years' Skins Game. Funds
have not been allocated for this promotion in the 1998-99 Fiscal Year Budget.
General Fund Emergency Reserves (account # 101-000-300-290) may be allocated
for this purpose at the Council's direction.
The City received written correspondence from Mr. John Shields dated October 4,
1998 outlining a proposal for City participation in the 1998 Skins Game & Festival
of Golf. Desert Cities Partnership Program". The Council reviewed this proposal and
directed staff to work with the applicant on a revised proposal not to exceed
$20,000.
Mr. Shields submitted a revised proposal on October 27, 1998 for "The La Quinta
and Palm Desert Partnership Program" (see Attachment 1). Pursuant to the new
proposal, each City would contribute $20,000 and receive one 30-45 television public
service spot "... highlighting the amenities of La Quinta and Palm Desert".
As of this writing, details for production of the spot have not been finally determined
(i.e., whether each City would receive 20 seconds for an interview or comment with
film footage or somehow share the full segment, etc.). Staff will endeavor to
determine available options within the parameters of the proposal prior to the City
Council meeting.
Options available to the City Council include:
1. Authorize an expenditure of $20,000 for participation within The La
Quinta and Palm Desert Partnership Program and direct staff to work with
project proponents on the segment; or
2. Reject the proposal; or
3. Provide staff with alternative direction.

Skins Game Golf Tournament passes are being made available to the City of La Quinta
from Tom Cullinan, Vice President and Project Manager, Rancho La Quinta, for use at the
Skins Game Golf Tournament to be held November 28-30, 1997 at Rancho La Quinta.
FINDINGS AND ALTERNATIVES:
The alternatives available to the City Council are:
1. Adopt the resolution and accept the donation of passes; or
2. Do not adopt the resolution.

CALIFORNIA, ACCEPTING COMPLIMENTARY DAILY PASSES FOR THE SKINS
GAME GOLF TOURNAMENT
WHEREAS, on November 17, 1997, Rancho La Quinta generously donated to
the City, a gift of complimentary daily passes for the 1997 Skins Game Golf
Tournament to be held November 28 - 30, 1997 at Rancho La Quinta, in La Quinta,
California; and,
WHEREAS, the gifts were donated to the City and its personnel and were not
given to or limited to the use of any particular employee or official; and,
WHEREAS, it is in the best interest of the City to accept'the donation and to
direct the City Manager to control distribution of the tournament daily passes.
NOW, THEREFORE, the City Council of the City of La Quinta does hereby
RESOLVE as follows:
1. The City of La Quinta hereby accepts the donation of complimentary daily
passes for the 1997 Skins Game Golf Tournament.
2. The City Manager'is hereby directed to control distribution of said tournament
passes on a first-come, first -serve basis.

SUBJECT: MINOR USE PERMITS 98-092
Dear Mr. Hulme:
The Community Development Department has approved your request to have The Skins
Game/Pro-AM Golf Tournament at Rancho La Quinta Country Club on November 25-29,
1998, pursuant to Section 9.60.170 of the Zoning Ordinance, subject to the following
conditions being completed by November 16tH.
Obtain a building permit for temporary structures, stages and electric power prior
to any installation. The Building and Safety Department can be reached by calling
777-7012.
2. The City, and its employees, shall be additionally insured for this event in the
amount of $1,000,000.00. A copy of the certificate shall be submitted to the
Community Development Department.
3. Fire Department permits for temporary structures (tents, stands, stages, etc.) or any
open flame devices or fireworks, shall be obtained prior to installation. See the
attached information. If you have any questions, the Fire Department personnel
can be reached by calling 863-8886 (i.e., Planning and Engineering).
4. Written notices shall be sent to homeowners' associations in the immediate area
notifying them of the tournament and any special parking provisions (i.e., Laguna
De La Paz, Lake La Quinta, Parc La Quinta, La Quinta Country Club).
5. A bond or other type of guarantee acceptable to the City Engineer shall be posted
with the Public Works Department ensuring that unpaved parking lots for the event
are stabilized pursuant to Chapter 6.16 of the Municipal Code (Fugitive Dust
Control Ordinance). The bond will be released once the applicant has provided a
letter from their contractor stating that the stabilizer material has been installed (i.e.,
chemical emulsion, wild flower mix with irrigation, etc.) and City staff has made a
field inspection to verify compliance. A copy of the contractor's letter shall also be
submitted to the Community Development Department for filing.
6. An encroachment permit shall be obtained from the Public Works Department to
place off-site signs in the City's rights-of-way.

7. A traffic control plan shall be submitted to the Pubic Works Department for review
and approval.
8. A check in the amount of $100.00 shall be deposited with the Community
Development Department to ensure removal of the temporary off-site signs. The
security deposit will be returned to the applicant once the event signs are removed.
Additional conditions- are:
9. Temporary trash receptacles shall be provided so that trash/debris can be
deposited accordingly. The site(s) shall be left clean of any litter at the close of the
event.
10. Unpaved. parking areas used in conjunction with this event shall be adequately
compacted and prepared to create a hardened travel surface, and maintained in a
manner (watered) which will reduce dust during use by vehicular traffic. If the soil
composition is not conducive to formation of a hardened surface, an appropriate
chemical binder shall be applied as a remedial measure.
Any tracked -out or other accumulation of soil material(s) onto paved areas, whether
public or private, shall be wet -swept, water flushed, or otherwise removed (no dry -
sweep methods permitted) by the end of each day, and shall be kept damp during
event operation hours until removed.
11. No parking is permitted for this event to the east of the La Quints Evacuation
Channel, unless a clearance for use has been granted by Ms. Leslie Mouriquand,
Associate Planner, with the Community Development Department. Ms. Mouriquand
can be reached by calling 777-7068.
12. Public streets surrounding the event location shall not be blocked or barricaded.
No off-site parking for the event is allowed unless approved by the City Engineer.
13. Portable restrooms shall be provided for guests and volunteers. Restroom facilities
shall be accessible to the physically challenged.
14. The serving of food and alcohol at the event shall be subject to the rules and
requirements of the Riverside County Health Department and State of California
Alcoholic Beverage Control Department.
15. Before any cranes, forklifts, or other aerial equipment are raised, please check for
overhead wires. Please note that California Title 8, Electrical Safety Orders,
specifies the closest distance that unqualified electrical workers can get to
electrically energized conductors. Unqualified electrical workers can get no closer
than six (6) feet to Imperial Irrigation District distribution lines and no closer than ten
(10) feet to transmission lines. People operating boom type lifting or hoisting
equipment can get no closer than 10. feet to distribution lines and 17 feet to
transmission lines.
16. If ground excavation is required, please contact Underground Service Alert (USA)
at 1-800-227-2600 or 1-800-4221133. The service is free of charge provided USA
is given at least two days' notice.
17. Temporary lighting shall not be directed -toward surrounding residential properties.

18. Portable generators, if used, shall be shielded to prevent accidental contact with
guests. Extension cords shall be secured to the ground to prevent .tripping.
19. Noise created by the event shall not be physically. annoying to adjacent residential
property owners. The applicant shall comply with noise control standards
established in Section 9.60.230 (Noise Control) of the Zoning Code. A copy may
be obtained by contacting -.the Community Development Department.
20. Riverside County Sheriff Department personnel shall be present during the event
to ensure that no major problems arise via prearranged contractual arrangements.
The Sheriff Department shall also be used for traffic control for the golf tournament.
21. Off-site directional signs placed in the City's right-of-way shall not exceed six
square feet in overall size and not be displayed within 200 -feet of another event
sign. Signs may be installed on November 22, 1998, for the golf tournament, but
must be removed by December 1, 1998. On-site banners shall not exceed 32
square feet. Other signs and advertising devices, such as pennants, flags, and A -
frame signs are prohibited.
22. By holding the outdoor event, the applicant agrees to indemnify, defend and hold
harmless the City of La Quinta in the event of any legal claim or litigation arising out
of the City's approval of this project. The City of La Quinta shall have the right to
select its defense counsel in its sole discretion.
The City may elect to add Conditions to this application request to mitigate any problems
that arise not previously addressed. herein.
This action is appealable to the Planning Commission, provided a written request and filing
fee of $175.00 are received within 15 calendar days.

display. This does not apply to sample merchandise on display or being offered for sale if amounts
exhibited are within reasonable limits and is satisfactory to this department. Materials used for table
coverings shall be noncombustible or the entire table covering must be flame retardant
Hay bales, straw and other flammable materials shall not be within 30 feet of any tent or canopy. Hay
bales, etc. if placed inside or on top of the tent, must be flame retardant.
Balloons or other similar devices that are filled with toxic or flammable gases. are not permitted.
Automobiles used for display must have the batteries disconnected and less than one gallon of fuel in
the tank.
All flame retartant certifications shall be retained on the premises. All flameproofing is subject to testing
and approval from this department.
Smoking shall not be permitted in any tent or canopy or in any adjacent areas where hay, straw,
sawdust or any other combustible materials are stored or used unless approved by the fire inspector.
NO SMOKING signs shall be posted when required.
No fireworks, open flame, or any device emitting flame or fire or creating a glow capable of igniting
combustibles materials shall be used in or adjacent to any tent

The minimum fire extinguisher coverage shall be provided in every tent and canopy as per the following:
A. 200 to 500 square feet of floor area: One 2A -1.05C.
B. 501 To 1000 square feet of floor area: Two 2A-1OBC .
C. Each additional 2000 square feet of floor area or fraction thereof: One 2A-10BC.
D. At least one 40SC type fire extinguisher shall be provided for each kitchen, mess hall, power
generator or transformer and at locations where flammable or combustible liquids are stored or
dispensed.
All firefighting equipment shall be provided and maintained at a height of 3 to 5 feet from the floor in a
visible and accessible location and may be required to be posted with designating signs.
Qualified persons necessary to safeguard the premises shall be provided as required and approved by
this department.
EXITS
Exits shall be spaced at approximately equal intervals around the perimeter of the tent and shall be so

located that no point is more then 100 feet from any exit.
A minimum of 2 exits shall be provided for tents having a capacity of IR L M persons. The minimum
width of each exit shall be ft feet.
Exit openings from any tent shall remain open or may be covered by a flame retardant curtain. The
curtains shall be free sliding on a metal support at a minimum of 8 feet from floor level at the exit. The
curtains shall be so arranged that when open, no part of the curtains shall obstruct the exit. Said
curtains shall be of contrasting color with the color of the tent.
Aisles having minimum width of not less than 44 inches shall be provided from all seating areas, and
their width shall be progressively increased in width to provide at all points not less than 1 foot of aisle
width for each 50 persons served by such aisle at that,point. The arrangement of aisles shall be
approved by the fire inspector.
The spacing of rows of seats shall provide a space of not less than 12 inches from the back of one seat
to the front of the other. Aisles shall be so located that there will be no more than sic intervening seats
between any seat and the nearest aisle.
MAINTENANCE OF EXIT WAYS
The required minimum clear width of exits, aisles and passageways shall be maintained at all times to a
public way.
No guywire, guyrope or other support members shall cross any means of egress at a height of less than
8 feet.
The surface of exit ways shall be maintained In a manner approved by the fire inspector.
EXIT ILLUMINATION
Exits shall be illuminated at any time the structure is occupied with light having an intensity of not less
than one footcandle at floor level.
Exit signs shall be installed at required exit doorways and where otherwise needed to clearly indicate the
direction of travel when the exit serves 50 or more people.
Exit signs in tents with an occupancy load over 100 people shall be of an approved self luminous type or
shall be internally or externally illuminated by fixtures supplied in the manner specified below.
1. Two separate circuits, one of which shall be separate from all other circuits, for occupant
loads of 300 or less.
2. Two separate sources of power, one of which shall be an approved emergency system, shall
be provided when the occupant load exceeds 300. Emergency systems shall be supplied from
storage batteries or on site generator set and the system shall be installed in accordance with
the requirements of the National Electrical Code.

HEATING AND COOKING EQUIPMENT
All heating and cooking equipment shall be in compliance with the 1988 Uniform Mechanical Code or
shall be approved by the fire inspector.
Gas, solid, or liquid -fuel -burning equipment shall be vented to the outside air by the means of approved
vent or flue in such a manner that no portion of the tent or canopy is within 12 inches of the flue or vent.
Vents for solid fuel burning equipment shall be provided with spark arrestors having openings no larger
than 1/4 inch wire mesh.
Heating and cooking equipment shall not be located within 10 feet of eft, aisles, passageways or
combustible materials.
Cooking equipment outside the tent shall be at least 30 feet away from any structure.
FLAMMABLE OR COMBUSTIBLE LIQUIDS AND LIQUID PETROLEUM GAS
No flammable or combustible liquids shall not be stored inside or within 50 feet of any tent.
Liquid Petroleum Gas (LPG) shall not be used or stored in connection with any tent or canopy unless the
following requirements are strictly adhered to.
1. All storage containers, equipment, fittings and appliances are listed and approved for use of
LPG.
2. All tanks, hoses, fittings and appliances shall be protected from physical damage of any
type.
3. All tanks in use must be secured to prevent them from tipping over and must be located a
minimum distance of 5 feet from any tent, vent, flue or any openings.
4. All spare tanks must be stored 50 feet from the tent and shall be protected from damage.
The storage area must be free of flammable or combustible materials.
5. The total amount of (LPG) on site shall be limited to 60 U.S. gallons.
6. All areas were LPG is stored must be free of combustibles.
7. No Smoking signs must be posted in storage areas.
HOUSEKEEEWG
All weeds, and flammable vegetation shall be removed from the area occupied by any tent and any
areas within 30 feet of any such structure.
The floor surface inside and the grounds adjacent to or within 30 feet outside of tents or canopies shall
be kept free and clear of combustible waste. Such waste shall be stored in approved containers until
removed from the premises.

All extension cords shall be over current protected and or ground fault interrupter protected. No
additional taps are to be in any device. (NO octopus, 2 way or 3 way taps, cube adaptors or mur&plug
extension cords). Quad boxes are approved if wired with 12/3 gauge wire or greater. All extension
cords shall be of 12/3 gauge wire or greater with approved connectors.

Imperial Irrigation District facilities will not be impacted by the above mentioned project. However, we
would like to caution the applicant of the two safety concerns listed below.
Before any cranes, forklifts, or other aerial equipment are raised, please check for overhead wires. Please
note that California Title 8, Electrical Safety Orders, specifies the closest distance that non-qualified
electrical workers can get to electrically energized conductors. Non-qualified electrical workers can get no
closer than six (6) feet to our distribution lines and no closer than ten (10) feet to our transmission lines.
People operating boom type lifting or hoisting equipment can get no closer than ten (10) feet to our
distribution lines and no closer than seventeen (17) feet to our transmission lines.
If ground excavation is required, even for seemingly benign applications such as anchoring a tent, please
contact Underground Service Alert (USA). This service is free of charge provided USA is given at least
two working days' notice. You may call toll free at 1-800-227-2600.

The following represent my comments on the above subject:
1. Where is their proposal and traffic safety plan for use of Adams Street and
Dune Palms for event traffic? I had asked Steve Storm to submit those items;
did he go to PW with it, since I also had him talk to Steve Speer? My
understanding is that they are doing some re-routing of traffic on these streets.
2. Soil stabilization must be employed before and after the event. Water trucks
cannot properly wet down traffic and parking areas while they are in use. The
soil is too silty and water will become mud on a short term basis. They must
prepare (compact) parking and travelways, apply stabilizer in a sufficient
concentrate to achieve a hardened surfacing capable of bearing traffic loads.
This has to be accomplished prior to start of the event. Water trucks to be
used during the event should contain work to aisles and travel ways. Must
provide track -out minimization from exit points to paved areas (flush and
sweep).

All tents and canopy setups must meet the requirements of the 1994 California Fire Code.
LOCATION OF TENTS 0 - 5.000 SQUARE FEET
Tents must be separated from any property line, building, other tent, canopy, or temporary membrane
structure by a minimum distance of 2Q feet.
A fire access roadway 13 feet wide must be provided.
The minimum clearance of 34 feet must be maintained from the parking of automobiles or other internal
combustion engines.
For the purposes of required distances, support ropes and guywires are to be considered part of the
tent.

Flame roofing
The sidewalls, drops and tops of all tents and canopies shall be of flame-retardant material. All
decorations used must be flame retardant to the satisfaction of this department. This includes all paper,
cardboard, cloth, plastic, or other materials more than 1/4" thick, used for the purposes of decoration or

display. This does not apply to sample merchandise on display or being offered for sale if amounts
exhibited are within reasonable limits and is satisfactory to this department. Materials used for table
coverings shall be noncombustible or the entire table covering must be flame retardant
May bales, straw and other flammable materials shall not be within 30 feet of any tent or canopy. Hay
bales, etc. if placed inside or on top of the tent, must be flame retardant.
Balloons or other similar devices that are filled with toxic or flammable gases are not permitted.
Automobiles used for display must have the batteries disconnected and less than one gallon of fuel in
the tank.
All flame retartant certifications shall be retained on the premises. All flameproofing is subject to testing
and approval from this department.
Smoking shall not be permitted in any tent or canopy or in any adjacent areas where hay, straw,
sawdust or any other combustible materials are stored or used unless approved by the fire inspector.
NO SMOKING signs shall be posted when required.
No fireworks, open flame, or any device emitting flame or fire or creating a glow capable of igniting
combustibles materials shall be used in or adjacent to any tent.
The minimum fire extinguisher coverage shall be provided in every tent and canopy as per the following:
A. 200 to 500 square feet of floor area: One 2A-10BC.
B. 501 To 1000 square feet of floor area: Two 2A-1 OBC.
C. Each additional 2000 square feet of floor area or fraction thereof: One 2A-1 OBC.
D. At least one 40SC type fire extinguisher shall be provided for each kitchen, mess hall, power
generator or transformer and at locations where flammable or combustible liquids are stored or
dispensed.
All firefighting equipment shall be provided and maintained at a height of 3 to 5 feet from the floor in a
visible and accessible location and may be required to be posted with designating signs.
Qualified persons necessary to safeguard the premises shall be provided as required and approved by
this department.
Exits shall be spaced at approximately equal intervals around the perimeter of the tent and shall be so

located that no point is more than 100 feet from any exit.
A minimum of I exits shall be provided for tents having a capacity of ug Lq 4M persons. The minimum
width of each exit shall be q feet.
Exit openings from any tent shall remain open or may be covered by a flame retardant curtain. The
curtains shall be free sliding on a metal support at a minimum of 8 feet from floor level at the exit. The
curtains shall be so arranged that when open, no part of the curtains shall obstruct the exit. Said
curtains shall be of contrasting color with the color of the tent.
Aisles having minimum width of not less than 44 inches shall be provided from all seating areas, and
their width shall be progressively increased in width to provide at all points not less than 1 foot of aisle
width for each 50 persons served by such aisle at that point. The arrangement of aisles shall be
approved by the fire inspector.
The spacing of rows of seats shall provide a space of not less than 12 inches from the back of one seat
to the front of the other. Aisles shall be so located that there will be no more than six intervening seats
between any seat and the nearest aisle.
MAINTENANCE OF EXIT WAYS
The required minimum clear width of exits, aisles and passageways shall be maintained at all times to a
public way.
No guywire, guyrope or other support members shall cross any means of egress at a height of less than
8 feet.
The surface of exit ways shall be maintained in a manner approved by the fire inspector.
EXIT ILLUMINATION
Exits shall be illuminated at any time the structure is occupied with light having an intensity of not less
than one footcandle at floor level.
Exit signs shall be installed at required exit doorways and where otherwise needed to clearly indicate the
direction of travel when the exit serves 50 or more people.
Exit signs in tents with an occupancy load over 100 people shall be of an approved self luminous type or
shall be internally or externally illuminated by fixtures supplied in the manner specified below.
1. Two separate circuits, one of which shall be separate from all other circuits, for occupant
loads of 300 or less.
2. Two separate sources of power, one of which shall be an approved emergency system, shall
be provided when the occupant load exceeds 300. Emergency systems shall be supplied from
storage batteries or on site generator set and the system shall be installed in accordance with
the requirements of the National Electrical Code.

All heating and cooking equipment shall be in compliance with the 1988 Uniform Mechanical Code or
shall be approved by the fire inspector.
Gas, solid, or liquid -fuel -burning equipment shall be vented to the outside air by the means of approved
vent or flue in such a manner that no portion of the tent or canopy is within 12 inches of the flue or vent.
Vents for solid fuel burning equipment shall be provided with spark arrestors having openings no larger
than 1/4 inch wire mesh.
Heating and cooking equipment shall not be located within 10 feet of exits, aisles, passageways or
combustible materials.
Cooking equipment outside the tent shall be at least 30 feet away from any structure.

No flammable or combustible liquids shall not be stored inside or within 50 feet of any tent.
Liquid Petroleum Gas (LPG) shall not be used or stored in connection with any tent or canopy unless the
following requirements are strictly adhered to.
1. All storage containers, equipment, fittings and appliances are listed and approved for use of
LPG.
2. All tanks, hoses, fittings and appliances shall be protected from physical damage of any
type.
3. All tanks in use must be secured to prevent them from tipping over and must be located a
minimum distance of 5 feet from any tent, vent, flue or any openings.
4. All spare tanks must be stored 50 feet from the tent and shall be protected from damage.
The storage area must be free of flammable or combustible materials.
5. The total amount of (LPG) on site shall be limited to 60 U.S. gallons.
6. All areas were LPG is stored must be free of combustibles.
7. No Smoking signs must be posted in storage areas.
HOUSEKEEPING
All weeds, and flammable vegetation shall be removed from the area occupied by any tent and any
areas within 30 feet of any such structure.
The floor surface inside and the grounds adjacent to or within 30 feet outside of tents or canopies shall
be kept free and clear of combustible waste. Such waste shall be stored in approved containers until
removed from the premises.

All extension cords shall be over current protected and or ground fault interrupter protected. No
additional taps are to be in any device. (NO octopus, 2 way or 3 way taps, cube adaptors or multi -plug
extension cords). Quad boxes are approved if wired with 12/3 gauge wire or greater. All extension
cords shall be of 12/3 gauge wire or greater with approved connectors.
GENERAL
All City requirements must be met and permits obtained prior to the conditional approval from this
department.
This department will do a follow-upAvalk through both the morning before operations begin and one
while the event is going on. We would appreciate your cooperation in these matters by furnishing this
