Dear Mr. Prevost:
The Planning Department has reviewed and approved your request for a 4 -unit
model home complex for the Madison Club Villas, located on the northwest corner
of Humboldt Boulevard and De Soto Avenue within the Madison Club residential
development (TR 34968 Lots 4 - 7), subject to the exhibits on file, LQMC Section
9.60.250 Model Home Complexes, and the following conditions of approval:

residential units to be used for model home viewing purposes only. The
four model home units shall consist of one unit located on each of the
following lots, Lot 4, Lot 5, Lot 6, and Lot 7 of Tract 34968. Any other
lot within Tract 34968 shall not be used for model home unit purposes.
3. In accordance with LQMC Section, 9.60.250 E, prior to use of the model
home units, a cash deposit in the amount of $1,000 shall be posted with
the Planning Department to insure any structures and facilities associated
with the model home units will be removed or made consistent with
applicable zoning regulations and related approvals within 90 days after
the expiration of this approval or discontinuation of the use, which ever
occurs first.
4. In accordance with LQMC Section, 9.60.250 F, this minor use permit
shall expire on March 6th, 2009, one year from the date of approval. A
time extension of up to one year may be approved by the Planning
Director if the director finds that all requirements of LQMC Section
9.60.250 and all other city requirements have been met.
5. The applicant shall cause to be recorded upon the subject parcel a
covenant limiting the use of any and all structures located on said parcel
to use as model homes for viewing purposes only and that any residential
use of the structures, including the rent, lease, or sale of any structure or
space, shall be prohibited until such time as TM 34968 is recorded with
the County of Riverside per State and Local regulations. Prior to the
issuance of building permits for the model home units, the applicant shall
provide evidence to the Planning Department of said covenant's
recordation.
6. The associated sales office space and required parking for model home
units shall be located at the existing Carriage House structure on Avenue
52. Sales representatives shall escort visitors from the sales office to the
model home units. No on -street vehicle parking for model home visitors
is permitted on Humboldt Boulevard or De Soto Avenue.
7. No signs, flags, or additional advertising devises are permitted for the
model home complex at either the model home site or at the sales office
(Carriage House) location. Use of banners, balloons, portable trailer
signs, or human indicators is prohibited.
Please note this letter serves as the Planning Department's approval of Minor Use
Permit 2008-989, it authorizes the use of the property as identified herein and
subject to the conditions of approval listed herein. It does not supplant the need
for any other permits that may be required. Please contact the Building and Safety
Department at (760) 777-7012 for information regarding the issuance of any
required building permits.
The City may elect to add conditions to this application request to mitigate any
problems that arise not previously addressed herein.
This decision may be appealed to the Planning Commission by anyone provided
they submit the necessary paperwork and filing fee of $175.00 to this office within
15 days of approval of this permit.

Chanter 9.60 SUPPLEMENTAL RESIDENTIAL REGULATIONS
9.60.250 Model home complexes.
A. Model Home Complex and Sales Offices. Temporary model home complexes, real estate sales offices
and related signage may be established if a minor use permit is approved in accordance with Section 9.210.020
and the following requirements are satisfied:
1. The complex is used solely for the original sale of new homes or the first rental of apartments in projects
of twenty or more units. J

B. Signs. Signs in connection with a temporary model home complex shall be permitted within a project
subject to the following requirements:
1. Project identification signs are permitted at each strtentrance and shall conform to the provisions of
Section 9.160.070 (Permitted semipermanent signs):
a. Sign area: maximum thirty-two square feet per sign and sixty-four square -feet -aggregate per project.
b. Height: maximum ten feet.
2. The sign copy shall be limited to matters relating to the project within which the signs are located.
3. Time limits for display of signs shall be concurrent with that of the permitted model home complex.

C. Flags. Flags in connection with a temporary model home complex may be permitted within a residential
project subject to the following requirements:
1. Number A maximunf—Weight flags shall be permitted. There shall be no more than one flag per pole.

2. Height. Flag poles shall be a maximum of twenty feet in height on the perimeter of the project and
sixteen feeheight in the interior. Pole heights shall be measured from finish grade at the nearest project
perimetef/

shall provide app ' ants wi diameter standards.

5. Rigid Flags. Rigid flags, secured on more than one side, are prohibited.
6. Flag Copy:-Commercial*advertising flag copy is prohibited.
7. Cofor. Flags maw ary in color or have, multiple colors but fluorescent colors are prohibited.
8. Time Perlads. Flags (hall be approved by the director for an initial six-month period. The director shall

extension for an additional six months. If no such extension is approved; all flags must be removed upon

D. Prohibited Advertising Devices. The following advertising devices or activities are expressly prohibited
within or outside the project: banners, balloons, portable trailer signs, or human indicators.

Madison Club — Villas, Lot 1 -Lot 7 Model Homes
Les:
Attached, please find the application for a MUP Approval for seven model homes of the
Madison Villas. Lots 1 through 7 will be the models for the nineteen villas.
Pursuant to the application, attached are five (5) overall site plan sheets and five (5) each
of sheet 11 and sheet 12 of the Villas precise grading plan. The over-all site plan shows
the seven (7) models and sheets 11 and 12 provide enlargements of the seven models.
Based on a meeting with Stan Sawa and David Sawyer, I was informed exterior
elevations and floor plans are not necessary for this application.
The following will address the requirements of 9.60.250 "Model Home Complexes."
A.1. The complex will be used solely for the original sales of the Villas.
A.2. The complex is located within the area of the project for which it is established.
The sales office for the models is located at the "Carriage House" which is located
at Avenue 52 and Meriwether Way.. This is the building at the entrance into the
Madison Club and is more than 100 feet away from the complex.
A.3. The sales office is on its own parcel and not tied to the Villas parcel.
AAa. The models are in compliance with the zoning regulations.
b. Garages are attached and in compliance with the zoning regulations.
c. The sales office is permanent.
d. Accessory buildings and structures are in compliance with the zoning regulations.
e. The putting course adjacent to the Villas will be a permanent recreational amenity.
f. All streets to access to the models are currently paved.
g. There are no children playgrounds.
h. There will be a temporary construction fence around the villas. Once the models
are complete all fencing will be removed.

i. Parking will be located at the Carriage House. Prospective buyers will be escorted
by Madison Sales Staff from the Carriage House to the models. Once at the
models, the sale staff will assist and provide a tour of the models. In no case will
buyers be allowed to tour the models on their own.

k. Permanent landscaping will be installed per the city approved landscape plans.
B. There are no signs. Personal tours by the sale staff provide the information
and directions for the buyers.
