Adopt a Resolution of the .Redevelopment Agency appropriating funding in the
amount of $25,099 from Redevelopment Agency (RDA) Project Area No. 2 to
serve as the City of La Quinta's match funding for the sidewalk improvements on
Westward Ho Drive from Dune Palms Road to approximately 650 linear feet east.
FISCAL IMPLICATIONS:
The project is being constructed as a part of the Dune Palms Road at Westward Ho
Drive Street Improvements, Project 2004-07A. The funding requested from RDA
Project Area No. 2 serves as the City of La Quinta's funding match for the SB 821
grant funding being provided by the Riverside County Transportation Commission
(RCTC). The following represents the funding and funding sources assigned to the
larger project:
Transportation DIF: $130,260
City of Indio: $67,535
SB 821 Sidewalk Grant: $25,099
RDA Project Area Number 2 — Sidewalk Match $25,099
RDA Project Area Number 1 — SilverRock Mitigation $124,951
Subtotal: $372,944
Adequate funding is available from unassigned RDA Project Area No. 2 funds to
support staff's recommendation.
Considering the Engineer's Estimate in the amount of $270,740, the following
represents the anticipated project budget:

BACKGROUND AND OVERVIEW:
This project is being constructed as a part of the Dune Palms Road at Westward Ho
Drive Street Improvements, Project No. 2004-07A. The project is located on Dune
Palms Road at the intersection of Westward Ho Drive. The proposed improvements
include constructing new curb and gutter, sidewalks, access ramps, driveway
approaches, signing and striping, and a new traffic signal.
On May 18, 2004, the City Council approved an SB 821 Program grant application
in the amount of $25,099 for installing sidewalk on the south side of Westward Ho
Drive from the corner of Dune Palms Road to a point approximately 650 feet to the
east.
The total cost for the proposed sidewalk was estimated at $50,198. The City
proposed a 50% match ($25,099). The City share was to be funded by the City's
RDA.
On February 1, 2005, the City Council approved an advance in the amount of
$175,000 from the City's General Fund, and approved a Professional Services
Agreement (PSA) in the amount of $30,120 with Katz Okitsu & Associates (KOA)
to prepare the plans, specifications and engineer's estimate (PS&E) for the Fiscal
Year 2004/2005 Traffic Signal Improvement Program, Project No. 2004-07.
The design of the proposed traffic signal at Dune Palms Road at Westward Ho
Drive is included within KOA's scope of work. The street improvements were
designed by NAI Consulting.
The street improvements required on the southeast corner, adjacent to the
proposed CVWD Well Site, are being funded by monies set aside to mitigate the
impacts of the Phase I SilverRock Resort Golf Course. The plans for the proposed
Well Site are under review by CVWD.

On March 7, 2006, the City Council approved a Cooperative Agreement with the
City of Indio for the design and construction of Traffic Signal Improvements,
approved the PS&E, and authorized staff to advertise for bid the Dune Palms Road
at Westward Ho Drive Street Improvements, Project Number 2004-07A.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF LA QUINTA, CALIFORNIA, MAKING
CERTAIN FINDINGS PURSUANT TO HEALTH AND
SAFETY CODE SECTION 33445(a)
WHEREAS, the La Quinta City Council approved an SB 821 Program grant
application in the amount of $25,099 for the installation of a sidewalk on south
side of Westward Ho Drive from the corner of Dune Palms to a point approximately
650 linear feet east; and
WHEREAS, the total cost of the proposed sidewalk improvements is
estimated at $50,1 98. The City of La Quinta is committed to provide match
funding equal to 50% ($25,099) of the estimated project costs; and
WHEREAS, the City La Quinta's funding share was identified to be provided
by the City's Redevelopment Agency.
NOW, THEREFORE, BE IT RESOLVED, by the Redevelopment Agency of the
City of La Quinta, California, as follows:
SECTION 1. Pursuant to Health and Safety Code Section 33445(a), the
Redevelopment Agency finds that:
(a) That the Facilities will be of benefit to the project area and to the
immediate neighborhood in which the Facilities will be located.
(b) That no other reasonable means of financing the Facilities are available to
the community.
(c) That the payment of funds for the acquisition of the Facilities will assist
in the elimination of one or more blighting conditions inside the project area and is
consistent with the implementation plan adopted pursuant to Section 33490.
SECTION 2. The Redevelopment Agency Board therefore authorizes
funding from Redevelopment Agency Project Area No. 2 to serve as the City of La
Quinta's 50% match for the acquisition costs of the Facilities.

Approve Amendment No. 1 to a contract between the La Quinta Redevelopment

material removal activities at the Vista Dunes Mobile Home Park and authorize the
Executive Director to execute the Amendment.
FISCAL IMPACT:
The cost associated with this contract amendment will result in an expenditure of
up to $40,000 for additional services; this will be funded from the $400,000 that
was appropriated for coach disposal and demolition activities on August 17, 2004.
BACKGROUND AND OVERVIEW:
In December 2004, the La Quinta Redevelopment Agency approved a contract with
Emery Landclearing and Grading, Inc. to demolish and remove vacated mobile
homes at Vista Dunes Mobile Home Park. To date, Emery has completed coach
disposal and demolition activities, demolished the swimming pool and laundry
facilities, and is in the process of' removing site infrastructure. Through the course
of these activities, they have billed the Agency $139,637 of their $170,000
contract.
There are additional demolition and materials removal activities needed in order to
remove hazardous conditions and prepare the site for the construction phase.
Given that Emery is on -site and has demonstrated its expertise, honesty, and
thoroughness in performing the assigned demolition tasks, both RSG and PW
Construction (the Agency's construction management firm) recommend that Emery
perform the following tasks:
• Remove individual space pads and drives $36,000
• Remove all underground utilities as identified $12,600
• Grinding of asphalt streets $9,094
• Remove pressurized water tank $4,700
The total cost for these tasks is $62,394; this exceeds the amount that remains on
their contract by $32,031 .
Staff recommends the Agency extend their contract by $40,000. This is greater
than the $32,031 cost estimate; however, the additional funds would provide a
contingency in case unknown items are discovered when removing the
underground utilities or the pressurized water tank. The contractor who installed
the pressurized water tank will be working with Emory to remove this item. RSG
has negotiated a reduction in their tank removal fee in return for being able to keep
the tank. The tank is old and would be demolished if not retained by the
contractor.
As this amount exceeds Executive Director's authority to extend this contract, staff
is requesting Agency Board approval of the contract amendment.

lease of the Vista Dunes Courtyard Homes,.
FISCAL IMPACT:
None. The only cost incurred by this action will be printing and mailing costs.
BACKGROUND AND OVERVIEW:
The Vista Dunes Courtyard Homes will be a single -story, multi -family development
located within a gated community. The development includes 80 affordable rental
units, with one to three bedrooms. All of the units will be affordable to very -low
income households. The Agency is building this development with completion
anticipated by Spring 2007. The completed development would then be leased or
purchased by a non-profit entity, which would manage and maintain the complex
and continue to rent the dwellings to very low-income households for a minimum of
55 years. The selected organization would insure that the affordability covenants
on the property are maintained, integrity of the development and community are
sustained, and property management issues are properly handled. RSG has
contacted various non-profit organizations when this project was initiated in 2003
to assess their interest in operating the completed complex. There was acute
interest expressed by three non-profit organizations. They also continued to
consult with these organizations throughout the design process to ensure that that
final site and building configurations will facilitate efficient management and
maintenance operations.
Staff has prepared the attached RFP for Agency Board review and consideration. If
the Agency Board approves the RFP and the selection process, the RFP establishes
the following schedule for proposal submittal and review:

CITY OF LA QUINTA
REQUEST FOR PROPOSALS FROM
A NON-PROFIT ORGANIZATION FOR THE
PURCHASE AND OPERATION OF THE
VISTA DUNES COURTYARD HOMES
The City of La Quinta is seeking proposals from qualified non-profit organizations to
purchase and operate the Vista Dunes Courtyard Homes.
PROJECT DESCRIPTION
The Vista Dunes Courtyard Homes will be a wood -framed with stucco, single story, multi-
family project. The development proposes 80 affordable rental units in a gated community;
including 12 one bedroom, 40 two bedroom, and 28 three bedroom units. The
development will be sold or leased to the selected non-profit organization to manage and
maintain affordability restrictions on each unit for a 55-year period.
The project design integrates desirable fundamentals of safety, functionality, and durability
in harmony with the surrounding neighborhood. The site design is sensitive to the
neighbors by keeping building massing low (through grading and building single -story
units), creating ample site walls for privacy from the adjoining development, increasing
setbacks, and focusing activities to the interior of the site rather than the perimeter. The
project, slated to be completed in Spring 2007, requires tenants to observe extensive,
positive regulations ensuring a successful and beneficial community that enriches the City
of La Quinta's legacy.
Upon entering the project, a deep setback from Miles Avenue acts as a sound and safety
buffer. Circulation through the project is achieved by an interconnected paseo/sidewalk
system that promotes pedestrian -friendly interaction. Units and common spaces are
oriented along the paseo system, with units clustered into neighborhoods and courts. To
enhance the community spirit, the front porches and terraces of every unit overlook the
courts and paseo system, allowing children and families safe passage throughout the
project. Tenants enjoy amenities such as an onsite basketball court, swimming pool,
community center (Commons building) and play areas.
The units have a mix of slightly sloped and flat roofs behind parapets. All of the buildings
utilize photovoltaic solar panels on the roof to supplement the electrical requirements of
the unit. Metal lattice panels for plantings gapped from the units screen westerly walls
and permit airflow for cooling effects. Additional landscape elements, deep overhangs,
and split -faced low block walls add interest and additional color to the project. Each unit
has an assigned carport parking and individual trash enclosure. Carports have corrugated
metal roofing, with low block walls and storage units.
Given the sometimes harsh desert climate, the unit design responds by using thermal
chimneys for passive cooling, materials that require little to no maintenance, and installing
solar panels to take advantage of the weather conditions. Deep overhangs on southern
exposures, shading landscape elements and air flow around the buildings also provide
natural cooling, further minimizing energy consumption.

GENERAL CONTRACT STRUCTURE
The selected non-profit organization shall purchase or lease, operate, and maintain the
Vista Dunes Courtyard Homes in accordance to the specifications outlined in this request
for proposal by the La Quinta Redevelopment Agency. The contract for the organization
will include two phases with a single contract being awarded to one organization.
The two phases of this project are defined as:
• Land Purchase (Including buildings)
• Tenant Selection and Site Management
SERVICE TO BE PROVIDED (Shall include, but may not be limited to):
Phase One: Land Purchase
• Land Acquisition Estimate: The organization shall prepare an estimate of the value
of the Vista Dunes Courtyard Homes or a methodology to determine such a value;
this should include operations and maintenance expense for the life of the project.
• Financing Capability_: Identify the organization's capacity to secure the equity and
financing required to acquire and operate the Vista Dunes Courtyard Homes.
Confidential information can be submitted to the Agency's economic consultant.
Please disclose if your organization has ever defaulted on its financial obligations,
has had developments that were foreclosed upon, or if bankruptcy has ever been
filed. Please include a certified audit covering a minimum of the last two years of
operation.
Phase Two: Tenant Selection and Site Management
• Qualifying Tenants: The organization shall qualify interested parties in accordance
to the following procedures:
➢ Credit Verification
➢ Criminal History Verification
➢ Social Security Number Verification
➢ Employment Verification
➢ Annual Income Verification (Yearly Income may not exceed Department of
Housing and Community Development Income Limits for Very Low Income Units
in Riverside County)
➢ Vehicle Registration and Insurance Verification
In an effort to keep the neighborhood safe, a Crime Free Lease Addendum will be
executed by each tenant living on the site. In addition, the selected organization
will be required to apply for Crime Free Multi -Housing Program through the City's
Police Department. The Crime Free Multi -Housing Program is a five phase program
that requires management training and site inspection prior to certification. The
Riverside County Sheriff's Department recommends the use of the program and
addendum to decrease the occurrence of illegal and criminal activities in multi -family
housing neighborhoods.
• Management Plan: Outline a proposed management plan describing how the
complex will be operated and managed. Your plan should contain a comprehensive
and detailed description of the policies and procedures your organization will follow
while managing the property, including staff qualifications. You should detail your
organization's ability and willingness to provide direction to, and support for, the
preparation for resident management. The plan should describe the organization's
management staffing policies (e.g. what staff is on site, how they are supervised).
Describe policies and procedures for various management tasks including resident
selection and screening, resident orientation, resident certification and re-
certification, rent collection and delinquencies, tenant evictions, resident
complaints, routine maintenance, emergencies, security and tenant relations.
• Tenant Inquiry List: Identify how the organization intends to keep a tenant inquiry
list of those interested in moving into the project prior to completion. Please include
who shall be the main contact and their contact information.
• Maintenance Plan: Describe how the organization intends to maintain the property.
The plan should include, but not limited to, a schedule of maintenance for various
activities such as landscaping, building safeguarding, pool maintenance, common's
room cleaning, alternative energy systems, etc. Describe maintenance staffing
policies (e.g. what staff is on site, how will they be supervised, what repairs will be
handled by staff and what will be contracted out).
Proposal Format
Proposals (work proposal and acquisition proposal) are to be submitted in separate
envelopes, clearly marked with the organization's name, address and phone number. Only
one proposal per organization will be considered.
A Pre -proposal conference is scheduled for 1 :30 pm on April 5, 2006 in the Study Session
room of the La Quinta Civic Center (78-495 Calle Tampico, La Quinta, CA 92253). All
interested parties are encouraged to attend.
Proposal packages are to be submitted to the La Quinta Redevelopment Agency c/o Frank
J. Spevacek on/or before April 21, 2006 at 5:00 p.m. Proposals received after the stated

Interviews for the most qualified organizations will be scheduled during the week of May 1,
2006. A contract is expected to be awarded to the selected organization at the City
Council meeting on May 16, 2006.
Organizations are encouraged to keep their proposals brief and relevant to the specific
work required. Proposals shall include the following items:

contact person for the remainder of the selection process.
(2) Any qualifying statements or comments regarding the
organization's proposal, the information provided in the RFP or
the proposed contract.
B. Statement of Qualifications
(1) A listing of proposed project personnel, including personal
experience and resumes.
(2) Organization's experience with similar work, including names
and current phone numbers of reference for listed projects.
(3) Provide a summary of six (6) of your organization's recent
projects that had a similar size and scope. Please place an
emphasis on providing examples of recent projects in which you
provided services.
(4) Please provide a list of your organization's experience providing
public agencies with apartment complex management services
over the past three years. Please include a brief description of
the project and contact information to be used as reference if
needed.
C. Project Understanding and Approach
A description of your project understanding and how you will
approach the project.
D. Scope of Work Program
A description of the tasks and sub -tasks that will be provided.
Acquisition Proposal (envelope 2)
The organization is to submit a detailed acquisition proposal for the purchase or
lease of the Vista Dunes Courtyard Homes.
Selection Process
Work Programs will be reviewed by a Consultant Selection Committee. The Committee
will rank the consultants for contract negotiations based upon the materials submitted
within the Work Proposal. The Committee may choose to interview two or more closely
ranked organizations. Acquisition proposals will be opened only after the ranking process
is complete.

The Agency will open contract negotiations with the top ranked organization. The
successful organization will be expected to enter into a Purchase or Lease and Operations
Agreement with the Agency.
Agency Rights and Options
This solicitation does not commit the Agency to award a contract, to pay any cost incurred
with preparation of the proposal, or to procure or contract for services or supplies. The
Agency reserves the right to accept or reject any or all submittals received in response to
this request, to negotiate with any qualified source, or cancel in whole or part this process
if it is in the best interest of the Agency to do so. Subsequent to negotiations, prospective
consultants may be required to submit revisions to their proposals. All proposals should
note that any contract pursuant to this solicitation is dependent upon the recommendation
of the Agency staff and the approval of the City Council.
The Agency reserves the right to postpone selection for its own convenience, to withdraw
this Request for Proposals at any time, and to reject any and all submittals without
indicating any reason for such rejection. As a function of the Request for Proposals
process, the Agency reserves the right to remedy any technical errors in the response to
the Request for Proposals and modify the published scope of services. The Agency will
request the right to request that specific personnel with specific expertise be added to the
team, if the Agency determines that specific expertise is lacking in the project team.
Proposals and other information will not be returned.
The Agency reserves the right to abandon the Request for Proposals process and/or
change its procurement process for the contract at any time if it is determined that
abandonment and/or change would be in the Agency's best interest. In the event of an
abandonment or change, the Agency will not be liable to any contractor for any costs or
damage arising out of its response to the Request for Proposals.
