quired for installation have been ordered and scheduled so as°not

the contract for',this signage installation in a timely fashion, at
which time Landmark Land Co. will then be billed for the work: In
no case will the.,delay of the signage installation be cause for de-

to me for review and recommendation.
Upon review`of the'sign plan you enclosed, I feel
the number of signs is somewhat excessive. However,, -if.,
the City staff feels that.is what is necessary.,: we ap-
prove and would recommend the signs be ordered as soon
as possible,.to.expedite the closure of Jefferson..
In'reviewing the attached conditions of approval
for the abandonment of Jefferson, a-monumen.tal or gate-,'
way sign is clearly a Park improvement, not a directional
sign. It should be funded via the '$50,000 contribution':
to the City`for such improvements. '

The developir e t project including the proposed road abandonments has' been' the subject
measures of a previous EIR.^ Associated, i�acts.were evaluated and appropriate mitigating
sures are being incorporated into this approval.
FINDINGS
Approval'of the abandament of Jefferson Street between Avenue 54 and Avenue 58,
and -of Airport -Boulevard betweeniJefferson Street and Madison Street is consistent
with the Circulation Element of the La Quinta'General Plan and with its related
goals and policies.
2. The requested road abandonmments are consistent with adopted Specific Plan No.
83-002 provided that reccmmeded conditions are complied with.
3. Substantial benefits will accrue to the general public in the form of area -wide
flood control financing support, eriployment.opportunities and possible increased
public services when development associated with these road abandonments occurs.
4. The identified. segments of Jefferson. Street and Airport Boulevard are not
necessary for prospective use because area terrain precludes future major
traffic generators and adequate alternate means of access are available to
existing uses.
5. An Envircnmrental Impact Report.has been certified for the associated development
project and identified mitigation measures are being incorporated into this
approval -

Based upon the above Findings, the Cons pity Development Department recommends
approval of the requested road abandonments, subject to the following conditions,•
1. Tb fund improvements to lake Cahuilla County Regional Park, Landmark Land
CcnpanY shall' contribute $50,000 to the City.
2.il
Iarxhnark Land Caripany shall'pay all costs to relocate existing and erect new
directional signs,for Lake Cahuilla County Regional Park. The revised
directional signing program shall -be approved by'the City of La Quinta`
Ccmnm-dty Safety Coordinator and the County Read Department-_
3. All Phase'l improvements, as shown on the "R/W Improvement Phasing" plan
on file with the Carmuiity Development Department, are to be caripleted and
accepted by the City of La Quinta,•including:
a. Three -fourths (3/4) improvements to an ultimate 100' wide major
highway on Avenue 54 for the entire property frontage.
b. Three-fourths'(3/4) improvements to an ultimate 100' wide major
highway on Madison Street between Avenue 54 and Airport Boulevard.
whereby City snau agree to reimburse to Applicant those costs
of fire station construction and equipment, which are properly
attributable to•rvice recipients located out-* the project
boundary.
3�. The Applicant shall pay a per -unit school development fee as determined
by the Desert Sands and Coachella Valley Unified School Districts in
accordance with the school mitigation agreements as approved by the
La Quinta City Council and in e�fect at the time of the issuance of
building permits.
40. To fund improvements to Lake Cahuilla, the Applicant shall pay the
amount of $50, 000 to the City. This contribution is specifically
intended to mitigate the closure of Jefferson Street:
4L The Applicant. shall conply with the requirements of the Coachella Valley
Water District for the provision of domestic water and sanitation service.
The Applicant shall annex the project site to Improvement District No. 55
to obtain adequate permanent wast�ater treatment services.
42. The Applicant shall cormly with the following requirements of Irmerial
Irrigation District:
a. Applicant shall provide a 2.5-acre site for an electrical substation
on, or adjacent to, the develo_aTeit at a location approved by Imperial
Irrigation District, the City, and the Applicant; or, shall provide
or participate in, other facilities acceptable to Imperial Irrigation
District and the City.
b. Any relocation of existing overhead power facilities within or
adjacent to the project s'na11 be per District regulations appli-
cable to the said conditions thereof.
43. All overhead utility lines located along the perimeter public roadways,
with the exception of high voltage power lines of 66 KV and above, shall '
be installed underground.
44. To fund the cost of a special co..manity services project/facility
to be determined by the City, the Anplicant shall pay the amount of
$1, 000, 000 to the City. This amount will be. paid in five (5) equal,
annual payrn nts on the first day of each calendar year comTencing
January 1, 1985.

45. Larkb-ark understands that the City was incorporated in 1982 and has not
yet enacted a complete policy on exactions on new development to provide
m- icinal L-mroverrent and facilities needed as a result of the urualative
immact of such new development; and that City is in the process of pre-
paring and enacting such a policy, which will include uniform fees to be
imposed upon new construction to fund the following public improve«nts

RE: Relocation and Traffic Redirection Signs to Lake Cahuilla
Dear Mr. Walser: -
The investigation of Lake Cahuilla sign relocation and traffic redirection
has been completed. Our recommendations for traffic redirection are
illustrated on the attached map. Sixteen (16) additional signs, typically
24" x 90" in size, should be enough to.adequately get people on their way
to Lake Cahuilla.
The City's preference is to.contract with Riverside County, who will, in turn,
ozder and place the signs. The County will then bill the City and we will
subsequently bill you. Staff also recommends a monumental or gateway type
sign be located at the entrance to Lake Cahuilla.
To expedite this project, please respond.as soon as.possible.
If you have any suggestions, conments.or questions, we would like, to hear them.
