SUBJECT: REQUEST FOR A SPECIAL ADVERTISING DEVICE
Dear Ms. Robertson:
This letter is to report that the City Council, at its meeting of February 4,
1986, approved your request to establish a 102' x 21' temporary, portable
billboard to advertise the La Quinta Arts Festival which will be located at
the southeast corner of Washington Street and Highway 111. This approval is
subject to the following conditions:
1. Design of the sign, including size, shall generally conform to
the description provided in your letter of January 10, 1986.
2. Sign shall not be artificially illuminated.
3. Applicant shall submit a dimensioned site plan showing the
location of the sign to the Community Development Department
for review and approval. The sign shall be located so as to
not constitute a traffic hazard.
4. The sign shall be placed at the requested site no sooner than
February 25, 1986, and shall be removed no later than March 10,
1986.
5. Applicant shall secure written permission of the property owner
prior to placement of the sign on the subject premises.

APPLICANT: La Quinta Arts Foundation
LOCATION: Southeast Corner of Washington Street and Highway 111
REQUEST: Approval to establish a 10-1/2' x 21' temporary, portable
billboard to advertise a special event.
BACKGROUND
A. Applicant's Request (See Attached Letter)
The Applicant is requesting approval to place a portable
billboard at the southeast corner of Highway 111 and Washington
Street from February 25, 1986 (approximately) through March 9,
1986. The 10-1/2' x 21' sign will show the La Quinta Art
Foundation logo and the words "La Quinta Arts Festival -
'March 7, 8, 9 - Desert Club of La Quinta" with a directional
arrow.
B. Municipal Code Regulations
Section 5.64 of the La Quinta Municipal Code allows special
advertising devices for grand openings and special occasions
for the purpose of temporary advertising subject to the
approval of a permit by the City Council.
STAFF COMMENTS AND ANALYSIS
This section was intended to provide for special event advertising
of the type requested. While the submittal is adequate for the
purpose of Council approval, some additional information needs to be
provided prior to placement of the sign.
RECOMMENDATION
The Community Development Department recommends approval of a Special
Advertising Device for the La Quinta Arts Festival subject to the
following conditions:

As you know, each year the La Quinta Arts Foundation,
a non-profit organization, sponsors a three-day out-
door fine arts Festival. This year the Festival will
be held on the grounds of -.the Desert.Club.of La
Quinta on March 7th,.8th and 9th. We are requesting
approval fr.om the City of La Quinta to place a
portable billboard on the southeast corner of the
intersection of Highway 111 and Washington Street
for approximately ten days prior to and during the
Festival weekend.
The billboard will.be used to advertise this special
event and to direct people traveling on Highway 111
to turn south on Washington toward the City of
La Quinta and the Festival. Please see attached map
for requested sign placement. This 102'x21' "porta-
panel", to be provided by Naegele Outdoor Advertising
Company, is of high quality with professional artwork
and lettering similar in quality of those signs used
to promote the Hope Chrysler Classic. The sign will
show the La Quinta Arts Foundation logo, will contain
the words La Quinta Arts Festival -March 7th, 8th and
9th-Desert Club of La Quinta, and will show a direc-
tional arrow.
