APPLICATION REQUIREMENTS
A. The following shall be submitted by the Applicant to
the Planning and Development Department at the time of
permit application unless otherwise modified by the
Planning Director:
1. Completed sign application obtained from the City.
2. Appropriate sign plans with number of copies and
exhibits as required in the application.
3. Appropriate fees as established by Council
resolution.
4. Letter of consent or authorization from the
property owner, or lessor, or authorized agent of the
building or premises upon which the sign is to be
erected.
B. Plans Required - Information required - the
following information must be shown on the sign plan:
1. Sign elevation drawing indicating overall and
letter/figure/design dimensions, colors, materials,
.proposed copy and illumination method.
.2. Site plan indicating the location of all main and
accessory signs existing or proposed for the site with
dimensions, color, material, copy, and method of
illumination indicated for each.
3. Building elevations with signs depicted (for
non -freestanding signs).

REQUEST FROM THE LA QUINTA ARTS FOUNDATION FOR
SPECIAL ADVERTISING DEVICES IN CONJUNCTION WITH THE
1989 LA QUINTA ARTS FESTIVAL
Municipal Code Chapter 5.64, "Special Advertising Devices",
provides for a permit to be issued by the City Council for
advertising devices other than the usual and' customary
permanent business identification signs and includes signage
for special events/occasions.
REQUEST:
The referenced request has.been received from the. La Quinta
Arts Foundation, in application for numerous information/
directional signs along major streets: a temporary porta-panel.
at the southeast corner of Highway 111 and Washington Street,
and two banners at the east and west ends of the park. The
signs will be installed on March 1st and removed March 15th,
1989.
DISCUSSION:
1. The proposed signs will be located within City
right-of-way, on private property, and at the Community
Park.
2. The Public Works Department has reviewed the sign
locations and noted that the signs should be located so
as not to create a traffic hazard.

CITY COUNCIL FINDINGS/ACTION:
Section 5.64.020 provides, in part, that permits are to be
issued for special purposes, "...and not on a continuing basis
for permanent advertising or identification purposes"; and
further; that, "Each permit shall be issued for a specified
period of time subject to renewal for good cause shown."
In taking action on a permit, the Council must find that the
special advertising device applied for would not:
o Constitute a traffic hazard or nuisance to adjacent
or surrounding properties or to the public at
large; or,
o Be detrimental to the public convenience or
welfare; or,
o Be inconsistent with the various elements and
objectives of the General Plan and all other
officially adopted policies and regulations of the
City.
Conditions may be assigned to any permit granted, in order to
harmonize it with the public purposes expressed in this chapter
of the Municipal Code.
Action of the Council may be taken by Minute Motion to approve
or deny the request.
SUGGESTED CONDITIONS IF THE REQUEST IS APPROVED:
1. Signs located along streets without curbs must maintain 'a
six-foot setback between the sign edge and the edge of
the pavement.
2. The edge of signs located along streets with curbs shall
not be any closer than the back of the curb.
3. The signs shall not obstruct vision of any traffic
control signs.
4. Approval, as to location, shall be obtained from the
Laguna de la Paz Homeowner's Association prior to
locating the sign in the northwest corner of the
Washington Street and Eisenhower Street intersection.
5. All signs must be removed by March 15, 1989.
6. Written authorization from the property owner must be
obtained before installation of • a, sign on private
property. A copy of this authorization shall be provided
to the City.

DIRECTIONAL SIGNS
We request.that the City of La Quinta authorize placement of
signs to promote the La Quinta Arts Festival, a community event,
according to.the attached map and descriptions. The directional
signs which are painted on MDO plywood will be set in place March 6
and will be taken down by March 15th.
TEMPORARY PORTA—PANEL
---------------------
We are requesting approval from the City of La Quinta to place a
portable billboard on the southeast corner of the interp'ection of
Highway 111 and Washington Street for approximately two weeks
prior to!and during the.Festival weekend --March 10, ].l. and 12,1989.
The billboard will be used to advertise this special event and
to direct people traveling on Highway 111 to turn south on
Washington toward the City of La Quinta and the patron parking
for the Festival. Please see attached map for requested sign
placement. This portable sign, to be provided by Naegele Outdoor
Advertising Company, is of high quality with professional artwork
and lettering similar in quality to those signs used to promote
the Bob Hope Classic. The sign will show the La Quinta Arts Founda—
tion logo, will contain the words La Quinta Arts Festival--
March 10, 11 and 12--La Quinta.Community Park, and will show a
directional arrow.
BANNERS
We,request permission to hang two banners (�3'x15') by rope across
the east end and across the west end attached by rope from the
palm tree.s. -The banners will be set in place Marchll and removed
M4rch'15th•. Banners are blue, professionally lettered and say
"Art Show '_'—This Weekend."
