Enclosed is our Application for Temporary Use Permit and,
in support, we submit the following additional information:
1. The Arnold Palmer Course at PGA West will be used
during the pro -am portion of the tournament, Wednesday through
Saturday,, February 6 through 9, 1991. The largest crowds will
be experienced at that course on Friday.
2. A site plan will be submitted very shortly, showing
the location of concessions and sanitary facilities. Since
the Palmer Course is not the host course, there is no require-
ment for bleachers, first aid, hospitality tents, trailers, etc.
We,are not using temporary power poles.
3. We have asked PGA West/Landmark Land to send you a
letter, giving its approval to the use of their course and
its property.
4. Our policy for liability coverage will be effective on
January 1, 1992. We will direct the City of La Quinta be listed
as an additional insured and will send the certificate to you
when it is received. We note your minimum requirements on the
amount of coverage and assure you our coverage exceeds that
minimum amount.
5. A vicinity map, showing the location of La Quinta in
relation to the surrounding area, will be submitted shortly.
5. The appropriate parking and traffic control. plan,.
subject to modification, will be submitted shortly.
6. We do not anticipate using any banners or bunting.

(DBA: BOB HOPE CHRYSLER CLASSIC)
BACKGROUND:
Municipal Code Chapter 5.64, "Special Advertising Devices",
provides for a permit to be issued by the City Council for
advertising devices other than the usual and customary
permanent business identification signs and includes signage
for special events/occasions.
REQUEST:
The Desert Charities requests the following special advertising
devices for the 1992 Bob Hope Chrysler Classic/Pro-Am to be
held January 15th thru 18th, 1992, at the La Quinta Country
Club and PGA West golf courses(see Attachments). All signs
will be set in place 4 days prior to the event and removed 2
days after.
The event will begin at 7:30 A.M. and end at 4:30 P.M. each
day. The Applicant has submitted Minor Temporary Outdoor Event
Applications as required by the La Quinta Municipal Code. The
tournament was held last year, and no major problems were
apparent.
DISCUSSION:
1. The proposed signs will be located within City
right-of-way,_and on private property.
2. The Public Works Department has reviewed the sign
locations and requires that the signs be located so as
not to create a traffic hazard.
3.. Any signs which are outside the City of La Quinta must
have approval from the affected jurisdiction. 003.

CITY COUNCIL FINDINGS/ACTION:
Section 5.64.020 provides, in part, that permits are to be
issued for special purposes, "...and not on a continuing basis
for permanent advertising or identification purposes"; and
further, that each permit shall be issued for a specified
period of time subject to renewal for good cause shown".
In taking action on a permit, the Council must find that the
special advertising device applied for would not:
1. Constitute a traffic hazard or nuisance to adjacent or
surrounding properties or to the public at large; or,
2. Be detrimental to the public convenience or welfare; or,
3. Be inconsistent with the various elements and objectives
of the General Plan and all*other officially adopted
policies and regulations of the City.
Conditions may be assigned to any permit granted in order to
harmonize it with the public purposes expressed in this Chapter
of the Municipal Code.
COUNCIL ACTION:
Action of the Council may be taken by Minute Motion to approve
or deny the request.
SUGGESTED CONDITIONS IF THE REQUEST IS APPROVED:
1. Signs located along streets without curbs must maintain a
minimum six-foot setback between the sign edge and the
edge of the pavement.
2. The sign shall not be located within 5 feet of a public
right-of-way or located with the corner cut-off area as
identified in Chapter 9.204 of the La Quinta Municipal
Code.
3. The signs shall not obstruct vision of any traffic
control devices.
4. All signs must be removed by January 20, 1992.
5. Written authorization from the property owner must be
obtained before installation of a sign on private
property. A copy of this authorization. shall be provided
to the City.
6. _.Permission for signs located outside the La Quinta City
boundary must be obtained from the applicable local
jurisdiction.

Pursuant to your October 21st letter, please be informed regarding
the following items:
1. The committees handling traffic control, daily admis-
sions and parking will be meeting very shortly and will make
their decisions regarding parking and "no parking areas", etc,
at which time we will submit their recommendations, subject to
modification, for your review.
2. As requested, one plot plan for each course will be
submitted, which will show signage and locations.
3. The Classic carries liability insurance and, as has
been the practice, the City of La Quinta, as well as the courses
involved, will be named as additional insureds.
4. A letter from the Classic Board of Trustees, requesting
a waiver of the appropriate fees is enclosed.

The Bob Hope Chrysler Classic Board of Directors
respectfully requests that the City of La Quinta
waive its usual fees for the issuing of a tem-
porary use permit, as well as any other fees
that apply to the application process.
Our event benefits the entire desert community,
not only by the large contribution to charity
it makes annually (nearly $1.3 million from
last year's event), but by the direct and
indirect economic impact it has on the entire
area. In fact, for the 1991 event, the Classic
impacted the Coachella Valley by more than $19.4
million. Obviously, the hotels, restaurants and
shops in those cities where the tournament is
played cannot help but reap a large part of this
economic benefit.
It is a pleasure for us to work with the LaQuinta
City Council and its very professional staff. We
are grateful for your support of our desert charity
fund raising event and sincerely hope this coopera-
tion will continue.

BACKGROUND:
Municipal Code Chapter 5.64, "Special Advertising Devices",
provides for a permit to be issued by the City Council- for
advertising -devices other than the usual and customary
permanent business identification signs and includes signage
for special events/occasions.
REQUEST:
The Desert Charities requests the following special advertising
devices for the 1992 Bob Hope Chrysler Classic/Pro-Am to be
held January 15th thru 18th, 1992, at the La Quinta Country
Club and PGA West golf courses(see Attachments). All signs
will be set in place 4 days prior to the event and removed 2
days . of ter .
The event will -begin at 7:30 A.M. and end at 4:30 P.M. each
day. The Applicant has submitted Minor Temporary Outdoor Event
Applications as required by the La Quinta Municipal Code. The
tournament was held last year, and no major problems were
apparent.
DISCUSSION•
1. The proposed signs will be located within City
right-of-way, and on private property..
�2. The Public Works Department has reviewed the. sign
locations and requires that the signs be located so as
not to create a traffic hazard.
3. Any signs which are outside the City .of La Quinta must
have approval from the affected jurisdiction.

CITY COUNCIL FINDINGS/ACTION:
Section 5.64.020 provides, in part, that permits are to be
issued for special purposes, "...and not on a continuing basis
for permanent advertising or identification purposes"; and
further, that each permit shall be issued for a specified
period of time subject to renewal for good cause,shown".
In taking action on a permit, ,the Council must find that the
special advertising device applied for would not:
1. Constitute a traffic hazard or nuisance to adjacent or
surrounding properties or to the.public at large; or,
2. Be detrimental to the public convenience or welfare; or,
3. Be inconsistent with the various elements and objectives
of the General Plan and all other officially adopted
policies and regulations of the City.
Conditions may be assigned -to any permit granted `in order to
harmonize it with'the public purposes expressed in'this Chapter
of the Municipal Code.
COUNCIL ACTION•
Action of the Council may be taken by Minute Motion to- approve
or deny the request.
SUGGESTED CONDITIONS IF THE REQUEST IS APPROVED:
1. Signs located along streets without curbs must maintain a
minimum six-foot setback between the sign edge and the
edge of the pavement.
2. The sign shall not be located within 5 feet of a public
right-of-way or located with the corner cut-off area as
identified in Chapter 9.204 of the La Quinta Municipal
Code.
3.. The signs shall not obstruct vision of any traffic
control devices.
4. All signs must be removed by January 20, 1992.
5. Written authorization from the property owner must be
obtained before installation', of a sign on .private
property. A copy of this authorization shall be provided
to the City.
6. Permission for signs located outside the La Quinta City
boundary must be obtained from the applicable local
jurisdiction.

Pursuant to your October 21st letter, please be informed regarding
the following items:
1. The committees handling traffic control, daily.admis-
sions.and parking will, be meeting very shortly and will make
their decisions regarding parking -and "no parking areas", etc,
at which time we will submit their recommendations, subject to
modification, for your review.
2. As requested, one plot plan for each course will be
submitted, which will show signage and locations.
3. The Classic carries liability insurance and, as has
been the practice, the City of La Quinta, as well as the courses
involved, will be named as additional insureds.
4. A letter from the Classic Board of Trustees, requesting
a waiver of the appropriate fees is enclosed.

The Bob Hope Chrysler Classic Board of Directors

waive its usual fees for the issuing -of a tem-
porary use permit, as well as any other fees
that apply to the application process.
Our. event benefits the entire desert community,
not only by the large contribution to charity
it makes annually (nearly $1.3 million from
last year's event), but by the direct and
indirect economic impact it has on the entire
area.. In fact, for the 1991 event, the Classic
impacted the -Coachella Valley by more than $19.4
million. Obviously, the hotels, restaurants and
shops in those cities where the tournament is
played cannot help but reap a large part of this
economic benefit.
It, is a pleasure for us to work with the LaQuinta
City Council and.its very professional staff. We
are grateful for your support of our desert charity
fund raising event and sincerely hope this coopera-
tion will continue.

On behalf of my staff and the Bob Hope Chrysler
Classic Board of Directors, I want to extend
our sincere thanks to you, the City Council
and the City staff for the wonderful support
we received during our 1992 Classic.
We know an event the size, length and complexity
of ours adds to the City's every day burdens.
However, the cooperation we received from every
city department helped assure our tournament would
be run in a well organized way. Complying with
your various ordinances seemed to be for the
purpose of helping the playing of our event,
not hindering it.
We particularly appreciate your waiving the
permit fees. It is this spirit of support and
cooperation that makes dealing with the City of
La Quinta a pleasure for all of us.
The Palmer Course at PGA West will be the host
course next year, with La Quinta Country Club
sitting out. With tentative dates in Febru-
ary and getting an early start in the fall,
we should be in great shape for the '93 event.
