APPLICATION REQUIREMENTS
A. I The following shall be submitted by the Applicant to the Planning &
Development Department at the time of permit application unless otherwise
modified by the Planning Director:
1. Completed sign application obtained from the City.
2. Appropriate sign plans with number of copies and exhibits as
required in the application.
3. Appropriate fees as established by Council resolution.
4. Letter of consent or authorization from property owner, or
lessor, or authorized agent of the building or premises upon
which the sign is to be erected.
B. Plans Required - Information required - the following information
must be shown, on the sign plan:
1. Sign elevation drawing indicating overall and
letter/figure/design dimensions, colors, materials, proposed
copy and illumination method.
2. Site plan indicating the location of all main and accessory
signs existing or proposed for the site with dimensions,
color, material, copy and method of illumination indicated for
each.
3. Building elevations.with signs depicted (for non -freestanding
signs).

BACKGROUND:
In the last two years the City has permitted various temporary advertising for the
Quinterra subdivision. In 1990, the City permitted the developer to install 21 flags
for the model home complex. In 1991, the Planning Commission permitted a
temporary directional sign at Miles Avenue and Los Manos Drive. The sign is 4-feet
by 8-feet and 10 feet in overall height. The permanent tract entry signs on Miles
Avenue were installed in 1991.
Municipal Code Chapter 5.64, "Special Advertising Devices" provides for a permit
to be issued by the City Council for advertising devices other than the normal and
customary permanent business identification signs, and includes such items as a
banner.
PROPOSAL:
The temporary "Models Open" banner is 1' X 20' in size. The banner will be white
with red lettering. The Applicant has requested that the banner be affixed to the
existing wrought iron fence facing Miles Avenue. The banner would be used on
weekends only and would be displayed for the next 12 months.
ANALYSIS AND STAFF RECOMMENDATION:
In the last six months the developer has not been able to sell his newly constructed
homes as anticipated because of the present economic climate. Mr. Weil has stated
that he believes the banner will help gain visibility to the project especially for
traffic going east bound towards Indio. Mr. Weil stated that the speed at which
vehicles drive Miles Avenue adversely affects his sales and the site is also affected
by the sloping nature of Miles.

Staff is sympathetic to the desires of the builder to sell his product but the City
must also insure that the temporary signs do not clutter the site and create a
nuisance to the community. Furthermore, other developers in the area will want the
same allowances as this property should the City Council allow this type of
supplemental advertising.
We would recommend that the City Council permit the banner for a 30-day
(consecutive period) and not more than once within a six month time frame. This
would insure that the permit is used during an active marketing period in addition
to that which is already installed at the site.
COUNCIL FINDINGS/ACTION:
Section 5.64.020 provides, in part, that permits are to be issued for special
purposes, "...and not on a continuing basis for permanent advertising or
identification purposes", and further that, "Each permit shall be issued for a
specified period of time subject to renewal for good cause shown".
In taking action on a permit, the Council must find that the Special Advertising
Device applied for would not:
1. Constitute a traffic hazard or nuisance to adjacent or surrounding properties
or to the public at large; or,
2. Be detrimental to the public convenience or welfare; or,
3. Be inconsistent with the various elements and objectives of the General Plan
and all other officially adopted policies and regulations of the City.
Conditions may be assigned to any permit granted in order to harmonize it with the
public purposes expressed in this Chapter of the Municipal Code.
RECOMMENDATION:
Consider the request of the Applicant and take action by minute motion to approve
Special Advertising Device application 92-024 for one temporary banner to be
displayed on Miles Avenue subject to the attached conditions.
