APPLICATION REQUIREMENTS
A. The following shall be submitted by the Applicant -to the Planning &
Development Department at the time of permit application unless otherwise
modified by the Planning Director:
1. Completed sign application obtained from the City.
2. Appropriate sign plans with number of copies and exhibits as
required in the application.
3. Appropriate fees as established by Council resolution.
4. Letter of consent or authorization from property owner, or
lessor, or authorized agent of the building or premises upon
which the sign is to be erected.
B. Plans Required - Information required - the following information
must be shown on the sign plan:
1. Sign elevation drawing indicating overall and
letter/figure/design dimensions, colors, materials, proposed
copy and illumination method..
2. Site plan indicating the location of all main and accessory
signs existing or proposed for the site with dimensions,
color, material, copy and method of illumination indicated for
each.
3. Building elevations with signs depicted (for non -freestanding
signs).

This is to inform you that we have received your required $1, 000 cash bond to
guarantee removal of the two golf banners approved -by the City Council at their
meeting of June 16, 1992. The banners are to be removed no later than June 16,
1993. Upon removal of the banners and upon your, your $1, 000 cash bond will be
refunded. Attached is your receipt for your cash bond. The account number that

approved your request for two banners for a one year period. This approval is
subject to the condition that a $1,000 bond, letter of credit, or cash deposit be given
to the City to guarantee that the banners are removed at the end of the one year
period. The one year period of time runs from the June 16, 1992 approval period.

Dear Mr. Evans:
bur staff has reviewed your recent request to modify your temporary signs at the
Palm Royale project per your application of February 19, 1993. We will amend your
original 1992 approval to permit the following:
1. The temporary wood sign (16 square feet). at the main entrance on Fred
Waring Drive'shall ,be permitted for a 30-day period provided the sign
is not located within the City's public right-of-way.. Please have the
Engineering Department check the present location for compliance with
this provision.
2. The new 60 square foot temporary banner can replace the previously
approved "Great Golf" banner mounted to the perimeter wall at the
intersection of Washington Street and Fred Waring Drive. However, the
other' existing canvas banner(s) which were not approved shall be
removed. Staff will permit the new banner to remain until June 16, 1993
pursuant to your original City Council approval on July 16, 1992.
No additional fees will be imposed to amend the previous approval, and we hope you
are comfortable with our review of your case. Should you wish to appeal our review,
the earliest we could have your case reviewed by the City Council would be March
16, 1993.

SUBJECT: SPECIAL ADVERTISING DEVICE 92-025 FOR BOULEVARD
DEVELOPMENT (PALM ROYALE) TO ALLOW TWO BANNERS FOR A
PROJECT AT THE SOUTHEAST CORNER OF FRED WARING DRIVE AND
WASHINGTON STREET.
BACKGROUND:
Municipal Code Chapter 5.64, "Special Advertising Devices" provides for a permit
to be issued by the City Council for advertising devices other than the usual and
customary, permanent business identification signs, and includes such items as
banners.
REQUEST:
This request has been received from the Developer of Palm Royale Country Club to
allow two vinyl banners for one year. The banners pertains to public golf prices.
The specifics of this request are contained in the attached correspondence., ( See
letter and plans dated June 5, 1992.)
A similar request for one golf and .one home price banner was approved in April,
1989, for a one year period. Those banners have essentially remained up since that
time. Recently,' they were changing the sign copy when Code Enforcement stopped
them. At that point it was determined that a new approval was necessary.
CITY COUNCIL FINDINGS/ACTION:
Section 5.64.020 provides, in part, that permits are to be issued for special
purposes, "...and not on a continuing basis for permanent advertising or
identification purposes," and further, that "Each permit shall be issued for a
specific period of time subject to renewal for good cause shown."
In taking action on a permit, the Council must find that the Special Advertising
Device applied for would not:
1. Constitute a traffic hazard or nuisance to adjacent or surrounding properties
or to the public at large; or,

2. Be detrimental to the public convenience or welfare; or,
3. Be inconsistent with the various elements and objectives of the General Plan
and all other officially adopted policies and regulations of the City.
Conditions may be assigned to any permit granted in order to harmonize it with the
public purposes expressed in this chapter of the Municipal Code.
Staff would recommend that the approval be for one year and that a $1000 bond,
letter of credit or cash deposit be made to guarantee the banners are removed.
Action of the Council may be taken by Minute Motion.

As you are aware, we have. special logo/promotional signs at the
southwest and northwest corners of our project. These signs are
an.integral part of our development. We believe they aff6rd:25 to
35 percent of the total sales of the units, as well of our golf
course and restaurant patronage.

placed, and a schematic of the signs themselves.
