SIGN PERMIT APPLICATION
APPLICATION REQUIREMENTS
A. The following shall be submitted by the Applicant to the Planning &
Development Department at the time of permit application unless otherwise
modified by the Planning Director:
1. Completed sign application obtained from the City.
2. Appropriate sign plans with number of copies and exhibits as
required in the application.
3. Appropriate fees as established by Council resolution.
4. Letter of consent or authorization from property owner, or
lessor, or authorized agent of the.building or premises upon
which the sign is to be erected.
B. Plans Required - Information required - the following information
must be shown on the sign plan:
1. Sign elevation drawing indicating overall and
letter/figure/design dimensions, colors, materials, proposed
copy and illumination method.
2. Site plan indicating the location of all main and accessory
signs existing or proposed for the site with dimensions,
color, material, copy and method of illumination indicated for
each.
3. Building elevations with signs depicted (for non -freestanding
signs).

SUBJECT: REQUEST FROM THE LA QUINTA ARTS FOUNDATION FOR SPECIAL
ADVERTISING DEVICES (SAD 92-026) IN CONJUNCTION WITH THE 1992
LA QUINTA VILLAGE FAIRS (SEE EXHIBIT "A")
BACKGROUND:
Municipal Code Chapter 5.64, "Special Advertising Devices", provides for a permit to be issued
by the City Council for advertising devices other than the usual and customary permanent
business identification signs and includes signage for special events/occasions.
SIGNAGE REQUEST:
The La Quinta Arts Foundation requests the following special advertising devices for the La
Quinta Village Faire to be held November 27 & 28, 1992, at the La Quinta Community Park
(see Attachments 1, 2, 3, & 4). All signs have been used in previous years.
L . Two professionally manufactured Meet by 15-feet blue banner to be hung from the Palm
trees at the east point and at the west point of the park that say "Art Show This
Weekend".
2. A portable sign supplied by Naegele Outdoor at the intersection of Washington and
Highway 111 on the southeast corner directing the public to the park.
3. A number of directional/information signs along major streets.
A majority of the signs will be set in place on November 13th and removed by November 30, .

DISCUSSION:
1. The proposed signs will be located within City right-of-way, on private property, and at
the Community Park.
2. The Public Works Department has reviewed the sign locations and requires that the signs
should be located so as .not to create a traffic hazard.
3. Any signs which are outside the City of La Quinta must have approval from the affected
jurisdiction.
CITY COUNCEL FINDINGS/ACTION:
Section 5.64.020 provides, in part, that permits are to be issued for special purposes, "...and
not on a continuing basis for permanent advertising or identification purposes"; and further, that
Each permit shall be issued for a specified period of time subject to renewal for good cause
shown".
In taking action on a permit, the Council must find that the special advertising device applied
for would not:
1. Constitute a traffic hazard or nuisance to adjacent or surrounding properties or to the
public at large; or,
2. Be detrimental to the public convenience or welfare; or,
3. Be inconsistent with the various elements and objectives of the General Plan and all other
officially adopted policies and regulations of the City.
Conditions may be assigned to any permit granted in order to harmonize it with the public
purposes expressed in this Chapter of the Municipal Code.
COUNCEL ACTION:
By Minute Motion grant the permit subject to the following conditions:
1. Signs located along streets without curbs must maintain a six-foot setback between the
sign edge and the edge of the pavement.
2. The edge of signs located along streets with curbs shall not be any closer than 5-feet
from the back of the curb.
3. The signs shall not obstruct vision of any traffic control devices.

4. All signs must be removed by November 30, 1992.
5. Written authorization from the property owner must be obtained before installation of a
sign on private property. A copy of this authorization shall be provided to the City.
6. Permission for signs located outside the La Quinta City boundary must be obtained from
the local jurisdiction.

Fine Crafts, Wine And All That Jazz has been scheduled for November 27 and 28, 1992
in La Quinta Community Park. As you know, we are a non-profit organization dedicated
to promoting the visual arts through quality programs and we devote a substantial
amount of our limited resources to promoting the city of La Quinta through our various
activities.
Accordingly, we would greatly appreciate your giving consideration to waiving all city
fees pertaining to this year's fall event, Fine Crafts, Wine And All That Jazz, specifically
those relating to signage, plot plan, tents, fence and electrical, as well as the clean-up
bond.
We would also like to request permission to utilize the vacant lot on Navarro and
Montezuma for patron parking during the event.
We appreciate your attention to these matters and look forward to your response at your
earliest convenience. On behalf of the Board of Directors and staff of La Quinta Arts

DIRECTIONAL SIGNS
We request that the City of La Quinta authorize placement of signs to promote Fine
Crafts, Wine And All That Jazz, a community event, according to the attached map and
descriptions. The directional signs which are painted on MDO plywood will be set in
place November 13th and will taken down by November 30th.
TEMPORARY PORTA-PANEL
We are requesting approval from the City of La Quinta to place a portable billboard on
the southeast corner of the intersection of Highway 111 and Washington Street for
approximately two weeks prior to and during the event weekend --November 27 & 28,
1992.
The billboard will be used to advertise this special event and to direct people traveling on
Highway 111 to turn south on Washington toward the City of La Quinta. Please see
attached map for requested sign placement. This portable sign, to be provided by
Naegele Outdoor Advertising Company, is of high quality with professional artwork and
lettering similar in quality to those signs used to promote the Bob Hope Classic. The
sign will show the La Quinta Arts Foundation logo, will contain the words "Fine Crafts,
Wine And All That Jazz --November 27 and 28--La- Quinta Community Park", and will
show a directional arrow.
BANNERS
We request permission to hang two banners (3' x 15') by rope across the east end and
across the west end attached by rope from the palm trees. The banners will be set in
place November 23rd and removed November 29th. Banners are blue, professionally
lettered and say "Art Show -- This Weekend".

We have begun processing your special event permits for your
November 1992, and March 1993 functions. Your permit for your
November project will be mailed to you in August and we
anticipate that your conditions of approval for your March
event will be available in November or December. We do not
expect any problems with your proposal and, at this time, we
have not received any adverse written comments on your project
from any other public agency.
Your Special Advertising Devise permit for your November Faire
will be reviewed by the City Council in September. We will
notify you of the exact date once it; has been determined.
However, at this point, we expect September 15, 1992, to be the
date to review your request. The City Council will also
examine your request for a waiver of the city fees at the same
meeting. A date will be determined later regarding your March
Festival.
