FINDINGS:
1. The proposed temporary advertising has been determined to be exempt, Class 11, Section
15311(a), from the provisions of CEQA.
2. The conditions stated below are deemed necessary to protect the health, safety, and
welfare of the community.
3. The temporary advertising is consistent with the standards of the Municipal Code of the
City of La Quinta.
CONDITIONS:
1. Signs located along streets without curbs must maintain a six-foot setback between the
sign edge and the edge of the pavement.
2. The edge of signs located along streets with curbs shall not be any closer than five -five
from the back of the curb.
3. The sign shall not obstruct vision of any traffic control devices or obstruct traffic or
pedestrian visibility.
4. All directional signs must be removed within 72-hours after the event.
5. • Written authorization from the property owner must be obtained before installation of a
sign on private property. A copy of this authorization shall be provided to the City.

RECOMMENDATION:
Adopt Resolution 94- which provides for temporary "No Parking" Zones and traffic controls to
facilitate the movement of vehicular traffic during the Diners Club Matches Golf Tournament.
Approve Special Advertising Device 94-055, permitting off -site directional signs to the Diners Club
Matches Golf Tournament, subject to the attached Findings and Conditions of Approval.

BACKGROUND AND OVERVIEW:
Application Request
On October 4, 1994, staff received a request by the Diners Club to hold a golf tournament at the PGA
West Resort from December 5th through 11th. The tournament will be held at the T.P.C. Stadium and
the Nicklaus Resort golf courses. A copy of the applicant's request is attached (Attachments 1 and 2).
The tournament will be conducted in a similar fashion to previous golfing events at this site (i.e., Skin's
Game, Bob Hope Chrysler Classic, etc.). The applicant's minor temporary outdoor event permit (MTOE
94-076) was approved by staff on October 31, 1994.
In conjunction with the golf tournament, the applicant has filed a request to have off -site directional signs
to assist guests/patrons to the December tournament. The applicant is proposing a one square foot Diners
Club sign logo with small ±2 square foot directional signs for the project (Attachments 3 and 4). The
signs have blue background with white trim and letters. The sign information will vary depending on the
location of each sign. The signs will be placed on Jefferson Street and will begin at Interstate 10 and stop
at the terminus of PGA Boulevard (at the Resort Clubhouse). Approximately 50 signs (i.e., approximately
seven signs per mile) will be in the City's right-of-way and along the westerly side of either Jefferson Street
or PGA Boulevard. The sign program will be similar to the program used for the Skin's Golf Tournament
at PGA west in the 1980s.

The applicant is also requesting temporary "No Parking" Zones for the golf tournament to reduce traffic
conflicts to and from the event. The applicant would like to designate Jefferson Street, 54th Avenue, and
PGA Boulevard as streets for no parking. On Jefferson Street, the designation would be from 50th
Avenue to 54th Avenue; on Avenue 54, the designation would be from the All American Canal to
Madison Street; on PGA Boulevard the designation would be from 54th Avenue to the terminus of .the
street.
Zoning Code Provisions
Municipal Code Chapter 5.64 (Special Advertising Devices) provides for a permit to be issued by the City
Council for advertising devices other than the usual and customary permanent business identification signs.
This includes banners and directional signs as requested in this application.
Section 5.64.020 provides, in part, that permits are •to be issued for special purposes, "...and not on a
continuing basis for permanent advertising or identification purposes", and further, "each permit shall be
issued for a specific period of time subject to renewal for good cause shown."
The Council's consideration for granting of this permit must find that the Special Advertising Device and
Temporary "No Parking" Zones applied for would not:
1. Constitute a traffic hazard or nuisance to adjacent or surrounding properties or to the public at
large; or,
2. Be detrimental to the public convenience or welfare; or, .
3. Be inconsistent with the various elements and objectives of the General Plan and all other officially
adopted policies and regulations of the City.
Staff Recommendation
Staff supports the applicant's request because both the off -site signs and no parking areas will facilitate
safe travel to and from the event.
FINDINGS AND ALTERNATIVES:
The options available to the Council are as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA ESTABLISHING CERTAIN TEMPORARY
NO PARKING ZONES ON JEFFERSON STREET, PGA
BOULEVARD, AND 54TH AVENUE DURING A SPECIAL
EVENT TO BE HELD DECEMBER 5, 1994 TO DECEMBER
11, 1994, INCLUSIVE
WHEREAS, the City Council of the City of La Quints pursuant to Section 22507
of the California Vehicle Code, Section 12.32.010, of the La Quinta Municipal Code, the
following temporary "No Parking" zones hereby are established, to be effective during the
period of a special event to be held December 5, 1994, through December 11, 1994, inclusive
(Exhibit "A"):
1. Jefferson Street from 50th Avenue to 54th Avenue;
2.. PGA Boulevard from 54th Avenue to its terminus;
3. 54th Avenue from the All American Canal to Madison Street;
4. Designating one-way traffic on Jefferson Street to facilitate the movement of traffic as
determined by the City Engineer and Chief of Police of the City of La Quinta; and,
WHEREAS, the above parking prohibition shall be in effect at all times during
the day or night when authorized signs are in place giving notice thereof; and
WHEREAS, that pursuant to Section 22651 of the California Vehicle Code and
Subsection (n) of said Section 22651, the removal and "tow away" of vehicles parked or left
standing in violation of the above parking prohibitions, hereby is authorized, provided that signs
shall have been posted giving notice of the removal; and,
WHEREAS, the following Conditions of Approval shall apply:
1. The applicant shall submit typical details of the composition, size, mounting method, and
placement (with respect to the street pavement) of the directional and no parking signs
proposed for Jefferson Street, 54th Avenue, and PGA Boulevard access corridors. A
permit for the proposed event will not -be issued until the typical details have been
approved by the City Engineer.
2. For the no parking signs, the applicant may utilize vendors or may request that the City,
at the applicant's expense, provide and place the signs.

Enclosed are the completed Minor Temporary Outdoor Event and Sign Permit applications for the Diners Club
Matches at PGA WEST scheduled for December 5-11, 1994.
In addition, the following information is provided as required in Part II of the Minor Temporary Outdoor Event
Application:
1. The T.P.C. Stadium and the Nicklaus Resort Courses will be used for this tournament. Official
dates are December 5-11, 1994.
2. Tenative site plan is enclosed showing the location of sanitary and First Aid facilities.
A) Portable sanitary facilities will be provided by Waste Management Company of Palm
Desert. Preliminary plans call for %�Q' units on -site at various locations beginning
Monday, December 5 through Sunday, December 11, 1994. Removal of units will
take place on Tuesday, December 13, 1994.
B) The First Aid Station will be located adjacent to the Resort .Club House. Dr. Ray
Henderson will oversee the First Aid Station and will have additional support from
J.F.K. Hospital medical personnel.
All sanitary and medical provisions are in compliance with Riverside County Health and Fire
Deparments' regulations. The plan is subject to minor modifications.
3. Letter from PGA WESTIKSL Recreation Corporation stating consent to use its courses and
property for the event.
4. Certificate of Insurance naming the City of La Quinta as an additional named insured. Please
note the limits of liability exceed the City's requirement of one million dollars ($1,000,000.00)
for B.I. and P.D. coverage.
5. A map of the site and surrounding area.
6. Parking and traffic control plan which is is compliance with Riverside County Sheriff
Department and California Highway Patrol procedures and regulations. These plans are subject
to minor changes if necessary.

7. Event security will be coordinated by Bill Morrison of KSL Recreation Corporation in
conjunction with the Riverside County Sheriff Department and Jack Murdock, Diners Club
Matches Parking Chairman.
Concession contracts have not beeen awarded at this time. However, when a decision is made,
the City of La Quinta will be informed promptly. Rest assured the matter will be thoroughly
reviewed by the Riverside County Health Department and the Riverside County Fire
Department.
I trust you will advise me of any additional steps the Diners Club Matches need to take to comply with the

their inflatable displays in the parking lot for the general public. Attched please find
photocopies of their displays, and a description of sizes and methods of tie down.
As a registered Profesional Engineer and Certified Safety Professional, I am confident in
saying that I can see that no danger or hazard to the public as. a result of these two items.
They will be secured to the ground and if strong winds or other inclimate weather should
persist they will not be utilized at all.

need the specific details of the inflatable in order to obtain a
permit for it's display. They and outlined below. If you need

The Corona inflatables are 30 ft. tall and a little shy of 8 ft.
in diameter. The tethers on them.;;are anchored at the "shoulders"
of the bottle and are 28 ft. long.; They are generally run at a
45 degree angle from the bottle to.properly anchor it against the
wind. The fabric is a flame retardant vinyl coated nylon. The
balloon is inflated by a forced ai'r fan that runs continuously on
standard 110V current. Hopefully .1 the photo I have attached below
will come through the fax reasonably clear.
