Development Department at the time of permit application unless otherwise
modified by the Planning Director:
1. Completed sign application obtained from the City.
2. Appropriate sign plans with number of copies and exhibits as
required in the application.
3. Appropriate fees as established by Council resolution.
4. Letter of consent or authorization from property owner, or
lessor, or authorized agent of the building or premises upon
which the sign is to be erected.
B. Plans Required - Information required - the following information
must be shown on the sign plan:
1. Sign elevation drawing indicating overall and
letter/figure/design dimensions, colors, materials, proposed
copy and illumination method.
2. Site plan indicating the location of all main and accessory
signs existing or proposed for the site with dimensions,
color, material, copy and method of illumination indicated for
each.
3. Building elevations with signs depicted ( for non -freestanding
signs).

adjacent areas and/or traffic will be minimal. Additionally, the signs are well
designed.
3. The temporary signing request, as conditioned, will meet the provisions of
Chapter 5.64 of the Municipal Code. The advertising is needed for this special
function.

of pavement or street curbing. The directional signs shall not interfere with

maximum 2" by 2" wooden posts or other break -away material approved by
the City Engineer.

(ATTACHMENT 1)
On November 15, 1995, staff received a request by the Lexus Challenge to utilize off -
site directional signs for a golf tournament at The Citrus Course at the La Quinta
Resort & Club from December 13th through the 16th. This is the first golf tournament
to be held by Lexus at the newly completed Citrus Clubhouse. Mr. Irwin Kennedy has
informed staff that Lexus has a three-year contract with KSL to hold the tournament
at this site.
The off -site signs are proposed in the right-of-way along Washington Street,
Jefferson Street, Avenue'50, Eisenhower Drive, and Avenue 52. Approximately. 22
off -site signs are proposed. The proposed signs are three feet by three feet (9 sq. ft.)
and the overall height will be no higher than seven feet in overall height. The signs
will be placed 6-feet from the existing street paving for traffic safety (Attachments
2 and 3).

and not on a continuing basis for. permanent advertising or identification
purposes," and further, "... each permit shall be issued for a specific period."

This application request is similar to other golfing events approved by the Planning
Commission in the last ten months (i.e., Diners Matches, Liberty Mutual, Bob Hope
Classic, etc.). Staff recommends approval of the request as conditioned.
RECOMMENDATION:

attached Findings and Conditions of Approval.

Planning Commission Speech - Special Advertising Device 95-088 e
On November 15, staff received a request from the Lexus Challenge to have special advertising for,
their December golf tournament at The Citrus golf course. The course is located on the north side
of Avenue 53 and west of Jefferson Street. This is the first golfing event by Lexus at this existing
country club. The applicant proposes 22 off -site directional signs. The signs are placed in the City's
right-of-way and will be approximately nine sq. ft. Copies of the applicant's request are in the 'staff
report.
The Commission can approve this request based on provisions in.the Municipal Code that allow
advertising that is for a special purpose and specific period (Section 5.64 et. seq.). The proposed
off -site directional signs are consistent with past applications and,'if allowed, will not have an adverse .
impact on the community.
Recommendation: By Minute Motion, approve Special Advertising Device 95-088' subject to the

prevention and treatment of child abuse and neglect.
Childhelp benefits the City of La Quinta by it's 24 •hour 800 hotline service
offering much needed services to children, parents and adult survivors of
abuse. Everyday more than 500 callers from around the nation are given
critically needed help by this service. '
Childhelp also operates two residential villages serving abused children. La
Quinta children in need attend the facility in Beaumont, California.
Financial benefit to -the City,of La Quinta per year. would obviouslyvary,
! however such benefits would equal at- least $1,200 yearly.

'On November 15, 1995, we received your off -site advertising request for the Lexus Golf
Challenge to be held next month. We have scheduled the directional signing' request for.
the November 28, 1995 Planning Commission meeting to be held at 7:00 P.M. 'in the City
Council Chamber. Please attend the meeting -to answer -any questions asked by the
Commission members. = '
To complete the .application request, please submit to my attention a map showing the
location of the proposed off -site signs (i.e., a map is enclosed). No more than 25' signs
should be shown on the exhibit based on discussions with my supervisor. Please be advised
that this does not preclude you from applying to have. additional signs along Highway 111
(governed by Caltrans) or in the City of Indio.
The operational conditions for your minor temporary outdoor event will be sent to your
attention in the next two weeks. If you have any questions, please feel free to contact our
