CULTURAL ARTS COMMISSION MEETING

ITEM TITLE: La Quinta Court Proposed Art Project
RECOMMENDATION:
As deemed appropriate by the Cultural Arts Commission.
BACKGROUND AND OVERVIEW:
At the November 9 Cultural Arts Commission meeting, the Commission reviewed a
proposal by Mr. Dale Frank regarding a water feature and art piece for the southeast
corner of Washington and Hwy. 1 1 1 . The Commission directed staff to contact Mr.
Frank regarding this project and invite him and the artist he would like to commission
for this project.
Mr. Frank will attend the Commission meeting to answer any questions the
Commission many have regarding the art piece. The artist, Mr. Bruce Beasley is unable
to attend the meeting. However, Mr. Beasley has assured staff that the art piece
being proposed in an original art piece for the City of La Quinta.
Mr. Frank has submitted a revised concept of the project for the Commission's review.
The water feature has been removed and replaced with a terraced landscaped planter
and retaining wall, as provided in Attachment A.
The revised plan would require a total of $85,000 from the Art in Public Places fund,
as provided in Attachment B. Mr. Frank's project is expected to pay $10,000 into the
Art in Public Places fund, thereby leaving a balance of $75,000 needed from the Art
in Public Places fund for this project.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Approve the art piece for the La Quinta Court project and direct staff to
forward the recommendation for City Council consideration with a total
appropriation from the Art in Public Places fund in the amount of
$85,000; or

Dear Ms. Horvitz:
This letter is in reference to Art in Public Places for the La Quinta Court project.
I wanted to reply to our last conversation you to keep you updated.
First, the art is an original and one of a kind.
Second, I will attend the meeting on December 14, 2000.
"Third, I have asked my architect to contact the artist about availability and the mock up.
Fourth, I have asked my architect to redesign the art in public places area based on our conversation.
He is doing so and I should have to you by early next week. The modification is to accentuate the
art piece, eliminate the waterfall while at the same time modifying the element to a fountain behind
a landscape wall outside the facade of the rotunda portion of the building.
Thank you and I will speak to you once I receive the revisions for presentation to you.
The estimated cost for the Art in Public Places element of the project would be modified as follows.

ITEM TITLE: Point Happy Project
RECOMMENDATION:
As deemed appropriate by the Cultural Arts Commission.
BACKGROUND AND OVERVIEW:
Mr. Billy Mieldazis is developing a restaurant project on the northwest corner of
Washington and Hwy. 1 1 1 . Mr. Mieldazis would like to incorporate an art gallery into
his project as his Art in Public Places requirement.
The art gallery would be open to the public during the hours of the restaurant and
would not require participants to purchase a food or beverage while visiting the gallery.
It is Mr. Mieldazis's concept to provide upscale artwork on a rotating basis.
Mr. Mieldazis is in the conceptual stages of the project at this time, and has not
provided staff with plans to be included in this packet, however, he has been invited
to the Cultural Arts Commission meeting to discuss his plans with the Commission.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Approve in concept the plans Mr. Mieldazis is proposing for his project
and direct staff to work with Mr. Mieldazis to provide additional
information for a future Cultural Arts Commission meeting; or
2. Do not approve in concept the plans Mr. Mieldazis is proposing for his
project; or
3. Prpvide staff with alternate direction.

ITEM TITLE: Washington & Hwy. 1 1 1 Art Piece Modification
RECOMMENDATION:
As deemed appropriate by the Cultural Arts Commission.
BACKGROUND AND OVERVIEW:
The art piece at: the corner of Washington & Hwy. 1 1 1 was commissioned by the
developer of the location. Mr. Louis De Martino provided the "Gem of the Desert" art
piece.
Since the placement of the art piece, the metal material which depicts the mountains
has not weathered well and the lucite "gem" has dulled. Mr. De Martino would like to
make some modifications to the art piece. The modifications would include buffing
the metal to a bronze color, raising the "gem" higher and making it brighter.
Since Mr. Michael Shovlin is the owner of the piece of art, he must give his permission
to have the modifications take place. Mr. De Martino has assured staff that Mr.
Shovlin approves of the modifications and will sent the City a letter stating such. Until
staff receives the letter, modifications may not take place.
Should Mr. Shovlin provide the letter and Mr. De Martino provides detailed information
on the modifications, the Commission may wish to consider the modifications. If the
Commission approves of the modifications, a recommendation can be forwarded to the
City Council for consideration. The modifications may be funded through the Art in
Public Places Account.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Approve modifications to the art piece on the corner of Washington and
Hwy. 1 1 1 and make a recommendation for City Council consideration to
fund the modifications from the Art in Public Places account; or

CULTURAL ARTS COMMISSION MEETING

ITEM TITLE: Map of Public Art Work
RECOMMENDATION:
As deemed appropriate by the Cultural Arts Commission.
BACKGROUND AND OVERVIEW:
The Cultural Arts Commission has discussed the possibility of producing a map of the
artwork located throughout the City. This project is identified in the Commission's
2000/01 Work Plan, as provided in Attachment A.
A possible current publication that may be used to distribute the map could be the
Community Services Department seasonal brochure. The Cultural Arts Commission
has produced inserts in past Community Services Department brochures providing
photographs of public artwork. This program has not been offered in the last two
brochures due to the repetition of the pictures.
Should the Commission desire to produce a map of the locations of the public artwork,
this could be designed as an insert to the Community Services Department brochure.

Steps To Completion: • Work with City Council to determine the best method to

Staff Time: 6-8 hours per publication
Fiscal Commitment: Costs would need to be determined for the printing

BACKGROUND AND OVERVIEW:
The City Council reviewed the Cultural Arts Commission's request to consider the Bear
Creek Bike Path as a location for artwork. After some discussion, the item was tabled.
The City Council recognizes that the Commission has several projects before them for
consideration, such as the La Quinta Court project and the Civic Center Campus.

3rd place in each category. Honorable Mention ribbons will also be
awarded in each category
