Please be advised the following conditions apply as a part of the conditions for the issuance of a building permit. 1) Fire Department approval is based upon the 2001 CBC requirements for Group B occupancies. It is prohibited to use, process or store any materials in the occupancy that would classify it as a Group H occupancy per Sec. 307 of the 2001 CBC. 2) Repair work and/or maintenance using open flame equipment, welding or the use of Class I, II, or III -A liquids are prohibited. 3) The Fire Department is required to set a minimum fire flow for the remodel or construction of all commercial buildings using the procedure established in the 2001 CFC. A fire flow of 1000gpm for a 2 -hour duration at 20 psi residual operating pressure must be available before any combustible material is placed on the job site. 4) The fire flow required is based on the applicant/developer providing 1 hour fire resistive wall where all compartments shall not exceed 3,600 square feet. 5) The required fire flow shall be available from a Super hydrant(s) (6" x 4" x:21/2" x 21/2") located not less than 25' or more than 165' from any portion of the building(s) as measured along approved vehicular travel ways. 6) Prior to the issuance of a building permit, applicant/developer shall furnish one blueline copy of the water system plans to the Fire Department for review. Plans shall conform to the fire hydrant types, location and.spacing,. and the system shall meet the fire flow requirements. Plans must be signedby a registered Civil Engineer and/or the local water company with the following certification: "I certify that the design of the water system is in accordance with the requirements prescribed by the Riverside County Fire Department". 7) The existing water mains and fire hydrants will provide sufficient fire protection for the proposed project. The following conditions must be met prior to occupancy: 8) Install a complete fire sprinkler system per NFPA 13R. The post indicator valve and fire department connection shall be located to the front within 25' to 50' of a hydrant, and a minimum of 25' from the building. History: Project originally submitted as a triplex on a single lot on 4/16/06.. Its plan review proceeded under that assumption and the project was issued a single address with Suites 101, 102, and 103 on 9/25/06. After approval, we withheld expiring the building plan review because we were finished and the applicant was working with Public Works on a Precise Grading Plan approval. An unapproved Precise Grading Plan dated October 2006 was the first appearance of three distinct parcels. Building Department took no further action because the applicant still had the option of revising the Precise Grading Plan to a single parcel and building the project as originally reviewed. We lost contact' with the applicant while they dealt with Public Works. Applications for both the Parcel Map and Precise Grading Plan were formally submitted to Public Works on 11/7/06. The Precise Grading Plan was approved on 5/12/07. You instructed me to be generous in keeping the project alive, and I granted the applicant until 12/28/08 (the final business day prior to the 2007 California Codes) to purchase their permits. While I was on vacation at the end of 2007, Building & Safety staff was unable to provide any creative options, and it appeared that the project would die. We met with the development team during the first week of January 2008. 1 allowed the applicant to withdraw his application retroactive to 12/28/07, forfeit his previously paid plan review fee, and resubmit effective 12/28/07. This began a new plan review, qualifying for review under the 2001 CBC (w/'04 Electrical and '05 Energy Codes). I immediately returned the submittal with a single correction:, revise the design to account for three separate parcels. After a new review, the Building Department was ready to issue permits on 3/17/08. The Parcel Map was not recorded until 6/28/08. All six building permits issued on July 1, 2008. All expire on 12/29/08 for lack of progress.'The applicant's biggest concern is that, if his building permits expire, so does his Village Use Permit. If that happens, he basically starts from scratch on the project. He wants the benefit of approval under the 2001 CBC, but the opportunity for multiple extensions, which are only available under the 2007 CBC. I told him last month that I would deny that combination of benefits. Applicant's options are on the next page. Applicant Option 1: Accept one-time, 180 -day extension allowed under 2001 CBC; proceed with construction; keep project alive by passing next required inspection on each permit by 6/29/09. Applicant Option 2: Accept one-time, 180 -day extension allowed under 2001 CBC; have plans, re -designed to comply with 2007 CBC; pay new plan review fee; become eligible for multiple extensions allowed by 2007 CBC. Applicant Option 3: Abandon project and request refund not later than 12/29/08. Total amount of refund just less than $25,000. Applicant Option 4: Accept one-time, 180 -day extension allowed under 2001 CBC; abandon project and request refund after 12/29/08.
