SUBJECT: Minor Use Permit 2004-457 (Temporary Construction and
Development Office for The Hideaway)
Dear Mr. Urrutia;
The Community Development Department has approved your request to use
an existing residence for a temporary construction/development office per
the attached plans, subject to the following conditions:
1 . Prior to use of. the building, a building permit shall be obtained from
the Building and Safety Department for all applicable modifications.
Additionally, any permits (i.e. paving, grading, etc.) required by the
Public Works Department shall be obtained prior to any use.
2. Mounted close to the exterior of the front door of the sales facility
shall be a written notice informing emergency personnel of your 24-
hour emergency phone numbers in case of problems, in minimum 1 "
high letters.
3. Install one 2A10BC fire extinguisher inside the trailer by the exit door
and provide a "door to remain open during business hours" sign above
the exit door. If you have questions, please contact Fire Safety
Specialist for Riverside. County at (760) 863-8886.
4. This approval shall be valid for a maximum one year time period from
date of approval. Upon request, a time extension of up to one year
may be approved by the Community Development Director.
5. Subdivision signs and flags are not approved as a part of this request.
On-site signs and flags must comply with Zoning Code Section

9.60.250 (B & C), respectively and approved .by the Community
Development Department prior to fabrication and installation.
6. The City may elect to .add conditions to this application to mitigate
any problems that arise not previously.addressed herein.
7. Parking spaces to serve all employees and visitors shall be provided.
This decision may be appealed to the Planning Commission provided the
required forms and filing fee of $175.00 are filed with this office within 15
days of this decision.

3. Provide a curb cut ramp detail with detectable warnings in Plan and key detail in
plan at entry walkway for compliance. CBC 1127B.5 Ramps shall not encroach
into any accessible parking space or the adjacent access aisle, CBC
1129B.4(3). Please refer to attached illustrations noting options for
approved design. Detectable warnings not incorporated into detail or Plan.
Additionally, note edge protection is recommended in this design along
sides of ramp in lieu of ramp flares.
4. Provide a van accessible parking space detail in Plan and key detail in Plan at
parking area for compliance. CBC 1129B Revise diagonal parking stall
proposed. Please refer to CBC 2001 figure 11 B-1 8C diagonal parking stalls .
(attached) and CaIDAG 2003 built-up curb ramps, Figure 31, illegal and
legal illustrations.
5. Provide single accommodation (unisex) toilet compartment details in plan and
key detail in Plan at H.C. Bath Room 114. CBC 11156.2 Provide detail for
specific requirements at lavatory construction and key in Plan. Refer to
CBC 11 B-1 D illustration (attached). General notes sheet Al incorrectly
reference detail 1/GN1 typical doorway clearances.
6. Verify plan scale at Hall room 117 & 122 for correctness for minimum hallway
egress width, five feet scaled? CBC 106.3.3 Incorporate hallway dimensions
into plan set..Hand written revisions as submitted lacks sufficient evidence
that Architect revised the Plan. (i.e. line out, date and initial)
7. Provide estimated value of commercial remodel to complete permit application
and calculate applicable permit fees. No response to these corrections was
noted. Inadequate information has been provided to calculate fees for

Dear Mr. Urrutia,
The application for 81-100 Avenue 53 (Change of Use and Occupancy) for which no
permit is issued within 180 days following the date of application shall expire by
limitations. The application for change of use was submitted on 8/20/03 and will expire
2/20/04. The building official may extend the time for action by the applicant for a period
not exceeding 180 days on request by the applicant showing that circumstances beyond

The Hideaway is in `Occupancy Violation' (CBC 104.2.5) for the occupancy of a
residential building being used contrary to the occupancy for which it was approved. The
building,official may order such commercial office use discontinued and the structure
vacated by notice served on.any person causing such use to be continued. (CBC 104.2.5)
This letter will serve as notice that.if the permit for Change of Use and Occupancy is not
obtained by March 18,2004, it will result in the City initiating structure vacation,
administrative process, and/or criminal prosecution to correct the violation.
