Dear Mr. Sparks: Submitted herewith is a report of testing and intermittent observations performed during the fine grading on the above referenced project. Grading operations were performed by Nuevo Engineering using conventional heavy equipment. Testing was performed as per authorization of Mr. Nolan Sparks. Test results are presented on the attached test report sheet with their estimated locations plotted on the accompanying plan. Compaction tests were performed in accordance with ASTM D 2922-81, Method A or B; and ASTM D 3017-88 Nuclear Density Test Procedures. Maximum Density -Optimum Moisture were determined in the laboratory in accordance with ASTM D 1557-91, Method A or C. Test results are as follows: Soil Description USCS Maximum Density Optimum Moisture Brown silty Sand, fine to medium grained SM. 108.5 pcf 14.5% October 13, 2005 - 2 - File No.: 09305-02 05-10-755 DISCUSSION: 1. The project is located on the north side of Avenue 60, east of Madison Street in the City of La Quinta, California. 2. Prior to grading, the site consisted of previously rough graded area with some scattered vegetation and debris. 3. The proposed development will include an office building and maintenance shop with an open covered area. The structures will be steel frame with metal siding. 4. The scope of our work was based on the referenced geotechnical engineering report, plans by Watson and Watson, and staking by others. 5. The contractor removed existing vegetation and debris prior to beginning of fine grading of pads. 6. The pads were over excavated to a depth of 4 feet below existing grade to a distance of 5 feet beyond the exterior footings. The exposed surface was processed by scarification, moisture conditioning and compaction for an additional 12 inches. 7. Fill materials consisting of onsite soils were placed in relatively thin layers, moisture conditioned and compacted into place. 8. A total of 28 compaction tests were performed. 9. Test results indicate that a minimum of ninety (90) percent of maximum dry density has been obtained in the areas tested. Areas where failing tests were recorded were reworked and retested with the minimum of ninety (90) percent of maximum dry density being met. 10. The test locations are approximate and are determined by pacing and sighting from prominent field features. In our work, we have relied on topographic and survey information provided by others. 11. Based upon intermittent observations and testing during the grading operations, from September 9 through October 6, 2005, on this project, it is our opinion that the intent of the recommendations of the referenced soil engineering report as well as the ordinance of the City of La Quinta, have essentially been complied with. 12. As used herein, the term "observation" implies only that we observed the progress of work we agreed to be involved with, and performed tests on which together we based our opinion as to whether the work essentially complies with the job requirements. We make no warranty, express or implied, except that our services are performed in accordance with engineering principles generally accepted at this time and location. 13. With any manufactured product, there are statistical variations in its uniformity and in the accuracy of tests used to measure its quality. As compared with other manufactured products, field construction usually presents large statistical variations in its uniformity EARTH SYSTEMS SOUTHWEST` October 13, 2005 - 3 - File No.: 09305-02 05-10-755 and in the accuracy of test results used to measure its quality. Thus, even with very careful observation and testing, it cannot be said that all parts of the product comply with the job requirements, and the degree of certainty is greater with full-time observation and testing than it is with testing only. Therefore, our opinion based on testing the work means that there is only a statistically -based probability that the densities obtained comply with the job requirements. 14. We make no warranty, express or implied, except that our services were performed in accordance with engineering principles generally accepted at this time and location. 15. It is recommended that Earth Systems Southwest (ESSW) be provided the opportunity for a general review of any changes to the final design and/or location of the proposed structures in order that earthwork and foundation recommendations may be properly interpreted. If ESSW is not accorded the privilege of making this recommended review, we can assume no responsibility for misinterpretation of our recommendations. 16. This report is issued with the understanding that it is responsibility of the owner or his representative, to ensure that the information and recommendations contained herein are called to the attention of the architect and engineers for the project and are incorporated into the plans and specifications for the project. It is also the owner's responsibility, or his representative, to ensure that the necessary steps are taken to see that the general contractor and all subcontractors carry out such recommendations in the field. It is further understood that the owner or his representative is responsible for submittal of this report to the appropriate governing agencies. Please be advised the following conditions apply as a part of the conditions for the issuance of a building permit 1) Fire Department approval is based upon the 2001 CBC requirements for Group B & S3 occupancies. It is prohibited to use, process or store any materials in the occupancy that would classify it as a Group H occupancy per Sec. 307 of the 2001 CBC. 2) Repair work and/or maintenance using open flame equipment, welding or the use of Class I, II, or III -A liquids are prohibited. 3) The Fire Department is required to set a minimum fire flow for the remodel or construction of all commercial buildings using the procedure established in the 2001 CFC. A fire flow of 1500 gpm for a 2 -hour duration at 20 psi residual operating pressure must be, available before any combustible material is placed on the job site. 4) . The required fire flow shall be available from a Super hydrant(s) (6" x 4" x 21/2" x 21/2") located not less than 25' or more than 165' from any portion of the building(s) as measured along approved vehicular travel ways. 5) Install a complete fire sprinkler system per NFPA 13. The post indicator valve and fire department connection shall be located to the front within 25' to 50' of a hydrant, and a minimum of 25' from the building. System plans must be submitted to the Fire Department for review, along with a plan/inspection fee. The approved plans, with Fire Department Job card must be at the job site for all inspections. (Fire sprinkler riser location should be placed within the building in relation to the approved location of the FDC/P1V.) 6) Whenever sprinkler overhead mains of 4" size or larger are provided, the Riverside County Fire Department requires documentation from a structural engineer that the roof structural members will be capable of supporting the weight of the water filled mains and attached lines. Provide appropriate detailed documentation, with a wet stamp and signature, by the project structural engineer. 7) Install an alarm monitoring system for fire sprinkler system(s) with 100 or more heads (20 or more in Group I, Division 1.1 and 1.2 occupancies).
