CULTURAL ARTS COMMISSION MEETING
DATE: February 13, 2003
ITEM TITLE: Civic Center Campus Clock Project
RECOMMENDATION:
As deemed appropriate by the Cultural Arts Commission.
BACKGROUND AND OVERVIEW:
Mr. Rob Atkins would like to propose a clock tower for the Civic Center Campus be
installed. Mr. Atkins is recommending the location on the southwest corridor of the
facility, as provided in Attachment A.
Attachment B provides information that Mr. Atkins has presented from the Verdin
Clock Company with several different alternatives. The price range for the clocks is
$9,000 to $30,000 with additional costs associated with installation. The clocks
displayed in Attachment B are mass-produced.
Per the Art in Public Places ordinance, Section 2.65.030 (d) provided as Attachment
C, APP funds can be used to purchase original creations of art. Upon a discussion
with a representative of Verdin Clock Company, a custom clock can be designed by
an artist on their staff for the City of La Quinta. This will increase the cost of the
clock significantly, according to the representative.
Should the Cultural Arts Commission wish to proceed with a clock tower for the Civic
Center Campus, this project can be presented for City Council consideration at a future
City Council meeting.
Should the City Council approve the concept of a clock tower for the Civic Center
Campus and to be funded by the APP account, the Commission can then begin the
design process for this amenity.
ALTERNATIVES:
The alternatives available to the Commission are:

1. Direct staff to present the proposed clock tower for the Civic Center
Campus to be funded by the APP account for City Council consideration;
or
2. Do not direct staff to present the proposed clock tower for the Civic
Center Campus to be funded by the APP account for City Council
consideration; or
3. Provide staff with alternate direction.

D. Therefore, the City Council declares that art work in its various physical forms
displayed in public venues in the City constitute public facilities of benefit to the citizens and
visitors to the City and in the interest of the public health, safety and welfare, it is the policy of the
City to require the acquisition and installation of public art works as provided in this Chapter. (Ord.
173 section 1 (part), 1990)
2.65.020 Findings
The City Council makes the following findings in connection with the adoption of this chapter:
A. There is a reasonable relationship between the acquisition of Art work
through the Art in Public Places Program and the projects on which the fees provided by this
Chapter shall be imposed because:
1. Art work will enhance the real property values within the City generally, including
the developments on which the fees will be imposed, and
2. Art works will, by enhancing the aesthetic values of the City as a whole, making the
City an attractive place to live and work, thereby making the City more vital; and
B. There is a reasonable relationship between the need for cultural amenities
such as art and the developments upon which the fees provided for herein shall be imposed because
the development of real property generally necessitates that additional costs be incurred and
amenities be provided to provide for harmonious and aesthetically pleasing environments created
by the development; and
C. The amount of the fee is reasonably related to the Art Works to be acquired because
the amount of the fee increases as the value of the development upon which the fee is imposed rises,
so there will be direct and proportionate relationship between the size of the development and the
quantity or quality of Art Work, which an be purchased from the fees generated by the development
upon which the fee shall be imposed; (Ord. 173 Section 1(part), 1990)
2.65.030 Definitions.
As used in this Chapter:
A. "Arts Application" means the application to be submitted by a Project
Applicant pursuant to Section 2.65.070.
B. "Art in Public Places Fund" means the fund established by Section 2.65.110
C. "Art Site" means any site, upon which an Art Work is to be located, on
public or private property within the City which is accessible and visible to the general public.
D. "Art Work" means the original creations of art including, but not limited to,
the following categories: sculpture, murals, mosaics, fountains, and paving designs. These
categories may be realized through such media as steel, bronze, stained glass, concrete, wood,
ceramic tile and stone, as well as other suitable materials.

ITEM TITLE: La Quinta Arts Festival Art Purchase Committee
RECOMMENDATION:
Select two Commissioners to participate as a member of the Civic Center Art Purchase
Committee on Thursday, March 20, 2003.
BACKGROUND AND OVERVIEW:
Since 1989, the City has selected artwork from the La Quinta Arts Festival (Festival)
to be displayed at City Hall. Two Cultural Arts Commissioners in conjunction with two
members of the City Council will review the artwork at the Festival, which will be held
March 20-23, 2003, for consideration of art purchases for City Hall. Historically, the
Civic Center Art Purchase Committee has met the first day of the Festival, selected a
piece of artwork for the Civic Center, and the art work is delivered to City Hall after
the Festival.
The Committee will meet on Thursday March 20 at 9:30 at the Festival grounds and
after the opening ceremonies, will view the art and select a piece. This activity
historically has taken several hours.
ALTERNATIVES:
The alternatives available to the Commission are:
1. Select two Cultural Arts Commissioners to participate in the Civic Center

ITEM TITLE: La Quinta Park Water Feature
RECOMMENDATION:
Approve a Request for Proposals for an interactive water feature at the La Quinta Park
site and direct staff to present this information for City Council consideration.
BACKGROUND AND OVERVIEW:
When the City Council approved the site amenities for the La Quinta Park located on
the northeast corner of Westward Ho and Adams Street, an interactive water feature
was included in the plans, as provided in Attachment A. The City has two interactive
water features in parks that have been provided as Art in Public Places: The Spray
Towers at Fritz Burns Park and the palm tree at Adams Park.
The La Quinta Park is under construction and the water lines and electrical service has
been brought to the water feature site. There is a three-foot seat wall surrounding the
water feature area. Currently the area is scheduled to be left as a soil area until the
water feature is installed.
Should the Cultural Arts Commission wish to issue a Request for Proposals for an
interactive water feature for the La Quinta Park site, staff will prepare the document
and submit it for City Council consideration. Should the City Council approve the
project, the RFP will be sent out to artists that provide such artwork. When the
proposals are submitted, the Cultural Arts Commission will review the proposals and
make a recommendation to the City Council.
ALTERNATIVES:
The alternatives available to the Commission are:

RECOMMENDATION:
Appoint a sub -committee of Commissioners to begin planning the event
BACKGROUND AND OVERVIEW:
At the November 14, 2002 Cultural Arts Commission, the Commission discussed
offering a performing arts event at the amphitheater on the Civic Center Campus. At
the January 9, 2003 meeting, the Commission determined that March 29 would be
an appropriate date to provide a spring event at that Civic Center Campus, and
directed staff to present information regarding the Sidestreet Strutters for City Council
consideration.
At the January 21, 2003 City Council meeting, the City Council considered the
Commission's request and directed the event be held on Friday, April 25, 2003 in
conjunction with the Community Picnic being held on Saturday, April 26, 2003 at Fritz
Burns Park.
Staff has been in contact with the Sidestreet Strutters and has signed the performance
agreement for the event.
The Commission also suggested fireworks be included as part of the event. Staff will
meet with the pyrotechnic company the week of February 10 for a site evaluation.
Once this is complete, staff will provide this information to the Commission.
The Commission may wish to begin planning the event. The La Quinta Senior Center
has been reserved for April 25 for this event.

ITEM TITLE: Bear Creek Trail Mileage Marker Program
RECOMMENDATION:
Direct staff to bring this item back for consideration once the City's trail system is
identified.
BACKGROUND AND OVERVIEW:
At the January 9, 2003 Cultural Arts Commission, the Commission considered a trail
marker program for the Bear Creek Trail and Civic Center Campus. In addition to these
two facilities, the City has many facilities that offer walking, jogging or bike trail sites
such as Adams Park, the La Quinta Park and in the future, the Ranch project.
City staff is working on a plan to identify the trails and walking locations throughout
the City, as well as the golf cart trails. The topic of trail mileage markers has been
discussed and how each of the facilities can be tied together so that individuals that
are riding their bike or walking will be able to follow a mileage marker system.
At this time, the City's trail plan is not complete. It is anticipated that once the plan
is nearing completion, a marker system will be appropriate.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Direct staff to bring this item back for consideration once the City's trail system

At the December 12, 2002 Cultural Arts Commission meeting, the Commission
discussed the possibility of having stone benches and picnic tables made by Roger
Hopkins placed at the Cove Oasis trailhead.
The Commission asked that pictures of benches and picnic tables, as well as prices for
these items be provided by Mr. Hopkins at the January 9, 2003 Cultural Arts
Commission meeting. Attachment A provides the information submitted by Mr.
Hopkins.
Mr. Hopkins has been invited by Commissioner Loudon to attend the meeting to
discuss the project with the Commission.

ITEM TITLE: La Quinta Park Playground Equipment Artwork
BACKGROUND AND OVERVIEW:
The playground equipment located at the La Quinta Park has several panels over the
entrances to slides and climbers. These panels can be customized with artwork.
Attachment A provides a playground equipment layout in which the panels can be seen.
Staff is working with the La Quinta Arts Foundation to have children from ages 5-12 years
old design artwork for the panels. This age group was selected as the playground
equipment is designed for this age group. The theme of the art competition is "My
Community". Attachment B provides information sent to Adams and Truman Elementary
Schools regarding the program.
The Arts Foundation will provide the Community Services Commission with artwork for
approval at the March 10 meeting.

An exciting opportunity to have work reflecting children's view of their community displayed
permanently at the new La Quinta Community Park Playground. Arches over the playground
slides will have panels of reproduced student artwork, along with the name of the artist and
artist's age.
Winning entries will also receive a Certificate of Appreciation from the La Quinta City Council
and a La Quinta Arts Festival family 4-pack. Art will be judged by: La Quinta Arts Foundation, La
Quinta Community Services Commissioners, and La Quinta Cultural Arts Commissioners
Entries should be submitted on a minimum paper size of 8 %" x 11" with a completed entry form
attacned to the back of the work. Entrants must be a student of Adams or Truman Elementary
Schools between 5 and 12 years old. No photographs or photocopies will be accepted.
Submissions are non -returnable.
Entries must be received by La Quinta Arts Foundation at 78-080 Avenida La Fonda in La
Quinta by February 15t", 2003. (Pickup can be arranged by calling 564-1244, ext. 116 )
Colors available on the panels will be: green, plum, tangerine, yellow, blue, seafoam, red, beige,
