PUBLIC HEARING:
Elect one member to serve as Vice Chairperson of the Cultural Arts Commission.
FISCAL IMPLICATIONS:
None for this action.
WORK PLAN TASK ASSIGNMENT:
BACKGROUND AND OVERVIEW:

The Vice Chairperson will preside over the meeting when the Chairperson is
unavailable. An open vote will be taken at the Commission meeting to select a Vice
Chairperson.
Voting Procedures:
All actions must be taken on a majority vote or by a majority of the quorum present.
On the passage of every motion, the vote shall be taken by voice or roll call as
appropriate. The Chairperson will open and close nominations to the Commission for
Vice Chairperson. The vote will be taken and the Vice Chairperson will be elected.
Tie Votes:
In the case of a tie vote, an additional motion is made which obtains a majority vote
to break the tie. If a tie vote results at a time when less than all members are present,

the matter shall automatically be continued to the Agenda of the next regular meeting,
unless otherwise ordered by the body.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Cultural Arts Commission include:
1. Elect one member to serve as Vice Chairperson for the Cultural Arts Commission;
or
2. Provide staff with alternate direction.

On September 15, 1998, the City Council approved the concept for decorative bridge
railings for the Washington Street Bridge Widening project (south of Avenue 50). The
final product is provided in Attachment A.
On February 20, 2001, the City Council approved the concept for decorative bridge
railings for the Jefferson Street Bridge Widening project (south of Avenue 52). The
final product is provided in Attachment B.
Jefferson Street north of Hwy. 111 is being designed to be a six lane road. In this
design, a bridge over the wash north of Fiesta Lane will be added. When the

Washington and Jefferson Street bridge railing projects were discussed, it was
discussed that all major bridges in the City have decorative bridge railings.
At the August 7, 2001 City Council meeting, the City Council directed staff to
research the possibility of adding decorative bridge railings to the Washington Street
bridge north of Hwy. 1 1 1, as provided in Attachment C.
Staff is seeking direction from the Cultural Arts Commission as to the decorative
bridge railings for Jefferson and Washington Street bridges.
Two options the Cultural Arts Commission may wish to consider include: Modifying
the existing designs of the Jefferson and Washington Street bridge railings to be in
scale with the new Jefferson and Washington Street bridges; or recommend that new
designs be commissioned for the two bridges.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:
1. Recommend the existing bridge railings be modified to fit the Jefferson and
Washington Street bridges; or
2. Recommend new designs be commissioned for the Jefferson and Washington
Street bridges; or
3. Provide staff with alternative direction.

CAMPESINOS UNIDOS, INC. FOR THE RESIDENTIAL ENERGY ASSISTANCE
RATE PROGRAM.
MOTION - It was moved by Council Members Sniff/Adolph to approve the
Consent Calendar as recommended with Item No. 5 being approved by
RESOLUTION NO. 2001-99.
Council Member Henderson spoke regarding Item No. 6 and suggested
decorative railing be considered for the bridge on Eisenhower Drive, as well as
the existing bridge on Washington Street north of Highway 111.
Council concurred to direct staff to look into the possibility.

1. CONSIDERATION OF COMMUNITY SERVICE GRANT REQUESTS.
Community Services Director Horvitz presented the staff report.
Council Member Adolph voiced support for the organization but expressed
concern about approving grant requests for organizations not based in La
Quinta given the recent reduction in the Special Projects Contingency Fund.
After a brief discussion, Council concurred to approve a grant in the amount
of $1, 500.
Barbara Sinatra Children's Center:
Council Member Adolph stated he would support an amount of only $1,000
since the organization is not based in La Quinta.
Council Member Sniff supported the requested amount of $2,000.
Council Member Henderson commented on the large size of the organization
and stated she felt the intent of the Community Services Grant Program is to

None. As reference: The La Quinta Arts Association received $2,000 from the City
of La Quinta recently in the form of a Community Service Grant to fund the
organization's events and activities. At the City Council meeting in which these funds
were allocated, the City Council was clear that the funds were to be used by the
Association for their activities, and the City would not consider another funding
request from the Association this fiscal year.
The "Community Special Event" line item in the Community Services Department
budget is a source of funds for special events not identified in the regular budget. As
has been past practice, when funds not specifically designated for a specific program
in a department's budget are being requested, the City Council must approve the
expenditure of these funds. Therefore, expenditures from the Community Special
Events line item must receive City Council approval.

BACKGROUND AND OVERVIEW:
At the July 10, 2003 Cultural Arts Commission, Ms. Kathy Dunham gave a
presentation regarding the "Hands On Art" program offered by the La Quinta Arts

Association. Ms. Dunham asked for the Commission's financial support and
participation the "A Day of Art in the Park" program they are planning.
At this meeting, Commissioner Brodsky volunteered to be the liaison for this program.
Staff has contacted the "Hands On Art" program and will use this program at the La
Quinta Park dedication being held on Saturday, September 13, 2003 from 5:30-7:30
p.m. at the La Quinta Park.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Cultural Arts Commission include:

Staff recommends the Cultural Arts Commission delay proposing an art piece for this
location until the final plans are approved and building permits are issued for the
project.

As reference, the Commission considered and recommended an art piece for the
Residency Inn on Washington Street before the final plans had been approved and
building permits issued. The City Council took the Commission's recommendation and
approved the concept for the art piece in September 2002. As of this report, the
Residency Inn final plan has not been approved and therefore building permits have not
been issued.

The City of La Quinta, as part of the Art in Public Places program, honors veterans,
sports figures and artists on the Civic Center Campus. The first round of names were
acknowledged at the Civic Center Campus dedication held on December 6, 2002.
The second round of names have been selected by the City Council at the August 5,
2003 City Council meeting and will placed upon the art features on the Civic Center
Campus.
Staff is planning a Veteran's Day (Tuesday, November 11) event to acknowledge those
veterans, sports figures and artists selected this year. Attachment A provides the

The Commission has expressed a desire to participate in holiday events. Staff has

coordinating the entertainment for this event.

BACKGROUND AND OVERVIEW:,
The Cultural Arts Commission started Artist Partnership Day in 1997. This program
was designed to bring artists into the classrooms of Middle School and High School
students to share the business side of producing artwork. The artists are asked to
share the "ups and downs" of the art world, from a business standpoint.
Both La Quinta Middle School and La Quinta High School have participated in the
program since 1997. Historically, the artists visit the Middle School students on the
last Wednesday of October and the High School on the last Thursday of October. This
year, the dates for the program would be Wednesday, October 29 and Thursday,
October 30. The program usually runs from approximately 9:30-11:30 a.m. The
Cultural Arts Commissioners arrange for the artists to attend art classes, attend the
presentations and then invite the artists to lunch at a La Quinta restaurant.

The Community Services Commission will meet on Monday, September 8 and will
discuss the need for a joint meeting and decide upon a date in which this joint meeting
could be held. A joint meeting of the Commissions will be noticed per the Brown Act
regulations.
Meeting dates were determined based upon the availability of the Study Session room
and other events taking place at the same time.

The alternatives available to the Community Services Commission include:
1. Select a date for a joint meeting with the Community Services Commission; or

La Quinta Court Landscape Plan
BACKGROUND AND OVERVIEW:
At the December 17, 2002 City Council meeting, the City Council directed staff to
review the landscaping around the La Quinta Court artwork on the southeast corner
of Washington Street and Hwy. 1 1 1.
On April 15, 2003, the City Council authorized staff to solicit quotes for the design
portion of the modifications to the La Quinta Court artwork and authorized the City
Manager to enter into a Professional Services Agreement (Agreement) with a
landscape architect in an amount not to exceed $10,000.
On May 29, 2003, the City entered into an Agreement with Ray Lopez Associates to
provide two concepts for modifications to the landscape portion of the La Quinta Court
artwork.
Mr. Lopez provided two concepts for the Cultural Arts Commission's review at the
July 10, 2003 meeting. After discussion, the Commission recommended Concept 1
with slight modifications to incorporate the dry well bed and meandering sidewalk from
Concept 2.
The concept which incorporated the Commission's recommendation was presented to
the City Council at the August 5, 2003 City Council meeting. The City Council

approved the Commission's recommendation with four color tiles to be incorporated
into the planter areas. The color of the approved tiles is provided as Attachment A.
The City Council also approved a textured concrete to replace the existing concrete.
A sample of the sidewalk surfacing material is provided as Attachment B.
As a condition of the project, the developer is required to complete the "pork chop"
area of this location. Currently, the location is specified to contain decomposed
granite with a sidewalk in the middle of the area, with small boulders in the
decomposed granite.
Although not included in the original scope of work, the Cultural Arts Commission also
requested that either landscaping or some type of hardscape be added to the "pork
chop" at this location. According to Public Works Department staff, there is no
irrigation to this location. Therefore, planting material in this area would not be
possible. Any changes to the pork chop area would require Cal -Trans approval, in
addition to a change order to the Professional Services Agreement with Mr. Lopez.
The City Council directed staff to contact Cal -Trans regarding changing the color of
the decomposed granite to a darker color. The Public Works Department will be
responsible for this component of the project.
Mr. Lopez has begun the construction documents, and these will be brought back for
City Council final approval and authorization to proceed, along with a funding
allocation request.

RFP for Arch Sculpture Modification
BACKGROUND AND OVERVIEW:
An Request for Proposal was sent to over 26 artists in the City's artist bank for the
addition of a sculptured quail and palm trees to the arch sculpture at Fritz Burns
Park. The information was also advertised in the Desert Sun and sent to the La
Quinta Arts Foundation and the Riverside Arts Alliance.
The closing late for proposals was August 2, 2003. No proposals were received
by ttaff. Thftrefore, staff will revise the RFP and advertise the project again. Dates

At the June 3, 2003 City Council meeting, the City Council asked that the Cultural
Arts Commission work on a memorial to be located on the Civic Center Campus in
honor of fallen officers.
At the July 10, 2003 Cultural Arts Commission meeting, the Commission
recommended that artist Bill Ware be commissioned to produce a memorial consistent
with the acknowledgment areas on the Civic Center Campus.
At the August 5, 2003 City Council meeting , the City Council directed staff to issue
an RFP for a suitable art piece to acknowledge the officers and firefighters that serve
the City.
The RFP will nssued in the near future, and the proposals will be brought for the
ACu[t4al Arts o mission's consideration at a future meeting date.
