FISCAL IMPLICATIONS: None for this action. WORK PLAN TASK ASSIGNMENT: BACKGROUND AND OVERVIEW: -A- The Vice Chairperson will preside over the meeting when the Chairperson is unavailable. An open vote will be taken at the Commission meeting to select a Vice Chairperson. Voting Procedures: All actions must be taken on a majority vote or by a majority of the quorum present. On the passage of every motion, the vote shall be taken by voice or roll call as appropriate. The Chairperson will open and close nominations to the Commission for Vice Chairperson. The vote will be taken and the Vice Chairperson will be elected. Tie Votes: In the case of a tie vote, an additional motion is made which obtains a majority vote to break the tie. If a tie vote results at a time when less than all members are present, �1� 0 0 the matter shall automatically be continued to the Agenda of the next regular meeting, unless otherwise ordered by the body. FINDINGS AND ALTERNATIVES: The alternatives available to the Cultural Arts Commission include: 1. Elect one member to serve as Vice Chairperson for the Cultural Arts Commission; or 2. Provide staff with alternate direction. FISCAL IMPLICATIONS: None at this time. Cost will be based upon the decision of the City Council. WORK PLAN TASK ASSIGNMENT: Placement of Public Art. KGROUND AND OVERVIEW: B On September 15, 1998, the City Council approved the concept for decorative bridge railings for the Washington Street Bridge Widening project (south of Avenue 50). The final product is provided in Attachment A. On February 20, 2001, the City Council approved the concept for decorative bridge railings for the Jefferson Street Bridge Widening project (south of Avenue 52). The final product is provided in Attachment B. Jefferson Street north of Hwy. 111 is being designed to be a six lane road. In this design, a bridge over the wash north of Fiesta Lane will be added. At the August 7, 2001 City Council meeting, the City Council directed staff to research the possibility of adding decorative bridge railings to the Washington Street bridge north of Hwy. 1 1 1, as provided in Attachment C. Staff is seeking direction from the Cultural Arts Commission as to the decorative bridge railings for Jefferson and Washington Street bridges. Two options the Cultural Arts Commission may wish to consider include: Modifying the existing designs of the Jefferson and Washington Street bridge railings to be in scale with the new Jefferson and Washington Street bridges; or recommend that new designs be commissioned for the two bridges. The artists are asked to share the "ups and downs" of the art world, from a business standpoint. Both La Quinta Middle School and La Quinta High School have participated in the program since 1997. Historically, the artists visit the Middle School students on the last Wednesday of October and the High School on the last Thursday of October. This year, the dates for the program would be Wednesday, October 29 and Thursday, October 30. The program usually runs from approximately 9:30-11:30 a.m. The Cultural Arts Commissioners arrange for the artists to attend art classes, attend the presentations and then invite the artists to lunch at a La Quinta restaurant. On April 15, 2003, the City Council authorized staff to solicit quotes for the design portion of the modifications to the La Quinta Court artwork and authorized the City Manager to enter into a Professional Services Agreement (Agreement) with a landscape architect in an amount not to exceed $10,000. On May 29, 2003, the City entered into an Agreement with Ray Lopez Associates to provide two concepts for modifications to the landscape portion of the La Quinta Court artwork. Mr. Lopez provided two concepts for the Cultural Arts Commission's review at the July 10, 2003 meeting. After discussion, the Commission recommended Concept 1 with slight modifications to incorporate the dry well bed and meandering sidewalk from Concept 2. The concept which incorporated the Commission's recommendation was presented to the City Council at the August 5, 2003 City Council meeting. The City Council S:\Community Services\CAC\WRITTEN CORRSP. 09-11-03A.doc j approved the Commission's recommendation with four color tiles to be incorporated into the planter areas. The color of the approved tiles is provided as Attachment A. The City Council also approved a textured concrete to replace the existing concrete. A sample of the sidewalk surfacing material is provided as Attachment B. As a condition of the project, the developer is required to complete the "pork chop" area of this location. Currently, the location is specified to contain decomposed granite with a sidewalk in the middle of the area, with small boulders in the decomposed granite. Although not included in the original scope of work, the Cultural Arts Commission also requested that either landscaping or some type of hardscape be added to the "pork chop" at this location. According to Public Works Department staff, there is no irrigation to this location. Therefore, planting material in this area would not be possible. Any changes to the pork chop area would require Cal -Trans approval, in addition to a change order to the Professional Services Agreement with Mr. Lopez. The City Council directed staff to contact Cal -Trans regarding changing the color of the decomposed granite to a darker color. The Public Works Department will be responsible for this component of the project. Mr. Lopez has begun the construction documents, and these will be brought back for City Council final approval and authorization to proceed, along with a funding allocation request.
