A
Artist Bill Ware has submitted an art proposal for the Embassy Suites project located
on Calle Tampico and Desert Club, as provided in Attachment A. The proposal is for
two contemporary three dimensional horses constructed of aluminum at a cost of
$67,169.06. The Embassy Suites project has paid $67,169.06 into the Art in Public
Places fund for this project.
Mr. Ware is also submitting a proposal for five lizards, a coyote and jackrabbit to be
included in the porte cochere area of the Embassy Suites, in the amount of $27,000.
Mr. Ware has two art pieces that have been funded by the City of La Quinta: The don
at the corner of Washington Street and Avenue 48 with the cost of $70,000 and the

• 0
acknowledgment areas on the Civic Center Campus that cost $92,400. A third piece
of art by Mr. Ware which was approved the City Council but has yet been funded is
to be located at the Residency Inn on Washington Street. Due to construction delays
with the Residency Inn, an Art Purchase Agreement has not been signed by the City
in which the Art in Public Places fund would pay $92,000 for the big horn sheep art
work designed by Mr. Ware.
The proposed contemporary three dimensional horses would be located in public view
along Desert Club and Calle Tampico. The desert animals proposed for the porte
cochere would have limited public exposure except to those that use the Embassy
Suites.
Mr. Ware will attend the December 11, 2003 Cultural Arts Commission meeting to
answer questions the Commission may have regarding this proposal.
Should the Commission recommend the art piece by funded by the Art in Public Places
fund, the proposal will be forwarded to the City Council for consideration at the
January 6, 2004 City Council meeting.
Should the Commission recommend the art piece not be funded by the Art in Public
Places fund, the Commission could make a recommendation to the City Council that
a Request for Proposals be issued for an art piece in that location or that an art piece
not be located at this site.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:
1. Consider the proposal for the Embassy Suites projectl and make a
recommendation for City Council consideration; or
2. Provide staff with direction.

SANTA ROSA PLAZA PROJECT
Requesting funds ($27,000.) for artwork placed in the porte cochere area of
the Santa Rosa Plaza Project. The proposed artwork consists of the
following bronze sculptures: 1. Five lizards (indigenous to the area) 200%.
2. Coyote
3. Jackrabbit
The cost would include the creating, production, installations and taxes for

months. However, due to busy schedules, the files have not been completed. Staff
is seeking direction as to the completion of the files.
The Commission could appoint members to complete the file organization or could
recommend that staff complete the file organization.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:
1. Appoint Commission members to complete the file organization; or

Update on Public Officers Sculpture

The Cultural Arts Commission forwarded a recommendation to the City Council
regarding a proposal by Gary Alsum for a Public Safety Officer sculpture for the Civic
Center Campus. The recommendation by the Commission was to reissue a Request
for Proposals to gain additional submittals. The City Council considered this item at
the December 2, 2003 City Council meeting.
The City Council has directed the Cultural Arts Commission to reissue a RFP for the art
piece in which a budget is set not to exceed $100,000 and that the sculpture should
recognize both peace officers and firefighters in a lifelike sculpture. The artwork is not
limited to sculptures of people, but may include representations of badges, equipment
or other such features that the public would associate the sculpture with peace
officers and firefighters. .
A Request for Proposal will be sent out with the above mentioned information and will
be forwarded to the Cultural Arts Commission once the information is released to the
artists.

The Cultural Arts Commission forwarded a recommendation to the City Council
regarding placement of a clock tower on the Civic Center Campus. The City Council
considered this item at the December 2, 2003 City Council meeting.
The City Council recognized that the Commission spent much time researching and
considering this project and thanked the Commission for this effort. However, at this
time, the City Council has tabled this project until the library is complete and the Civic
Center Campus "matures".

Update on Bridge Railings
BACKGROUND AND OVERVIEW:
The Cultural Arts Commission forwarded a recommendation to the City Council
regarding decorative bridge railings for the Washington Street and Jefferson Street
Bridge railings north of Hwy. 1 1 1 and Eisenhower Bridge north of Calle Tampico. The
City Council considered this item at the December 2, 2003 City Council meeting.
The City Council directed staff to begin the process of replicating the bridge railings
found on the Washington Street bridge south of Hwy. 1 1 1 for the Washington Street
bridge north of Hwy. 1 1 1.
Staff is to bring the decorative bridge railing concepts back for City Council
consideration at a future meeting.

The City of La Quinta is requesting proposals from qualified individuals to provide an
originally designed sculpture honoring those that serve our community as peace
officers and firefighters. This sculpture will be located at the Civic Center Campus in
La Quinta. It is the direction of the City Council that this sculpture represents an
image of a lifelike symbol. Abstract proposals will not be considered. Images are not
limited to sculptures of people, but may include images of equipment or uniform
components. The budget for this proposal will include the design, construction,
construction management, materials and appurtenances. The amount of the proposal
is not to exceed $100,000.
The request to receive proposals will close at 5:00 p.m. on Friday, January 16, 2004.

services required. The City has not established a budget for this project, and is
soliciting proposals for the project, "turn key," including, but not limited to:
Design, plans, estimate, professional services, permits, approvals, any and all
meetings, and full construction of an originally designed sculpture to honor
those serving as peace officers and firefighters.

For this proposal, the originally designed sculpture to honor those serving as peace
officers and firefighters is defined as follows:
"Originally designed" means an art piece that has been designed by an individual
that is recognized as an artist, in which a sculpture is fabricated from a material
that is structurally sound and will withstand the outdoor elements with little
maintenance and is in scale with surrounding environment. The sculpture art
piece includes but is not limited to: design and construction of original artwork
appropriate for a community park, all landscaping and lighting needed to
enhance the art feature. (Abstract art will not be considered.)
Seven copies of the proposals shall be submitted and should include the project
approach, project schedule, construction team (including all professional and
construction companies involved), and a listing of similar projects with references that
are relevant to this type of work. In a separate sealed envelope, applicants must
submit a cost breakdown for each item and phase of the proposed work. Each
representative of the construction team must be listed along with each firm name.
SELECTION PROCESS:
The Cultural Arts Commission will review proposals. The Commission will rank each
proposal based upon the artist's experience, approach to the project, project schedule,
qualifications, written proposal, and verbal presentation to the Cultural Arts
Commission. It is anticipated that interviews will be conducted on February 12, 2004
at 7:00 p.m. Artists will be encouraged to bring a Marquette of the proposed artwork.
Upon Cultural Arts Commission review, a recommendation will be forwarded for City
Council consideration at the March 2, 2004 City Council meeting. The successful
artist will be expected to enter into an Art Purchase Agreement.*

Submitting concept, design (sketches) and budget for your approval from
ART IN PUBLIC PLACES for the Santa Rosa Plaza Project.
Two contemporary, three-dimensional horses (large female and small foal)
constructed of aluminum. See sketches for size and placement. The cost
includes all artwork, design fees, fabrication, installation, taxes and all
required City permits. The total amount paid into the APP for the Embassy
Suites Hotel is $67,169. and $2,148. for the eight Casitas Las Rosas. This
brings the combined total to $69,317.00.

SANTA ROSA PLAZA PROJECT
Requesting funds ($24,000.) for artwork placed in the porte cochere area of
the Embassy Suites Hotel. The proposed artwork consists of the following
bronze sculptures: 1. Five lizards (indigenous to the area) 200%.
2. Coyote
3. Jackrabbit
The cost would include the creating, production, installations and taxes for
all sculptures. Quite frankly, there is not much profit at this price, but I love
the idea.
From the beginning, these developers have been interested in doing projects
that will benefit the community and the children. For instance, they are
constructing a wall on Desert Club Drive using ceramic tiles made by the
nearby school children. I will be assisting in this project with the owners at
no charge to the City. We would like to do a second set of the proposed
lizards (at artist expense) to incorporate into the design and make it fun for
the kids. I feel this is one of the best ways to bring art and appreciation for
art to our youth.
