COMMUNITY SERVICES COMMISSION
MINUTES
MAY 30, 1990
Regular meeting of the Community Services Commission was called
to order at the hour of 7:00 P.M. followed by the Pledge of
Allegiance.
PRESENT: Commissioners Beck, Benedict, Franke, Molina,
Kennedy, Mendoza and Chairwoman Ladner.

1. HUMAN SERVICES COMMITTEE
Community Services Grant Applications
Mrs. Ladner explained to the Grant Applicants that the
Commission received applications for over $72,000.00
and the Commission has $20,000.00 available.
a. S.H.A.R.E.
Requested $5,000.00
Mr. Trimble with S.H.A.R.E. explained to the
Commission that anyone can become a recipient of
Share. Share is directed at individuals who have
limited income. The cost is $14.00, of which $1.00
goes towards transportation. Mr. Trimble said the
recipient gets between $30.00 to $40.00 in food
value. Share has sign ups at the La Quinta Senior
Center in the middle of the month, but is located at
the United Methodist Church in Indio.
Mr. Beck asked if Share was a valley wide effort.
Mr. Trimble said Share serves all Coachella Valley.
Mrs. Benedict asked if the food Share received was
donated or purchased.

Mr. Trimble stated that Share purchases all the
food. Mr. Orme, a volunteer with Share explained

Mrs. Kennedy said that Soroptimist took advantage of
Share for their Thanksgiving and Christmas needy
baskets. She said the program is excellent.

LA QUINTA HISTORICAL SOCIETY
Requested $15,420.00
Mr. Fred Rice, President of the La Quinta Historical
Society displayed the booklet that the La Quinta
Historical Society published with last years Community
Services Grant.
Mr. Rice said the grant funds requested this year
would go towards a second volume, which would bring
the booklet up to date and cover outer areas of La
Quinta.
Mr. Rice said that he would like to use the book to
raise money to fund a Museum in La Quinta.
c . YMCA
Requested $10,000.00
Mr. Jerry Hundt, General Director with the YMCA said
the YMCA received $6,000.00 from the City last year
for the day camp in La Quinta. Mr. Hundt said the
YMCA would be having the day camp again this year.
The YMCA served over 100 children last year and they
anticipate more children this year, as a waiting list
has been started.

Mr. Hundt said fees are collected from participants,
but in cases of low income the fees are waived if
financial criteria has been met.

Mr. Hundt said the program starts the day school ends
in June and lasts through the beginning of school in
September. The hours are from 7:00 am till 6:00 pm.

BOYS CLUB OF COACHELLA VALLEY
Requested $17,528.00
Mr. Ducatte, Director of the Boys Club of Coachella
Valley said the Boys Club has been in existence for 24
years and is in the process of merging the La Quinta
Boys & Girls Club with the Boys Club of Coachella
Valley. On May 1st, the Boys Club began a unit in La
Quinta, operating out of the Parks & Recreation
Building. As of this date the Club has signed up over
100 children.
Mr. Ducatte explained that part of the grant money
would be used for transportation to special events for
the summer months.
Mr. Ducatte said that in November the Boys Club will
begin a capital campaign for 2.2 Million dollars. The
Boys Club hopes to have a facility in La Quinta in the
future.
e. DESERT STRING QUARTET
Requested $5,000.00

Mr. Edwin R. Benachowski, Executive Director of the
Desert String Quartet reported that the grant received
last year provided La Quinta residents with a evening
of Music at the La Quinta Hotel, which included a
quartet and 2 hours of dancing, and a quartet
performance at the La Quinta Arts festival.

SYMPHONY WEST ARTS ASSOC.
Requested $12,500.00
Mr. Edwin R. Benachowski, President of Symphony West
Arts Assoc., said last July the Symphony West Arts
Assoc. performed their first concert. He explained
that each concert cost $9,700.00 per performance and
the Grant money requested would help with arrangements
for future performances.

g. HUMANE SOCIETY
Requested $5,000.00
Mr. Gregg Mandinach, President of the Humane Society
explained that the Humane Society is an alternative to
the County Dog Pound. He said an animal is never
destroyed at the Humane Society. Mr. Mandinach said
animals are turned away due to limited space. He said
that 360 pets were taken in from La Quinta in the last
fiscal year. The Humane Societie' s lost and found
program united owners and pets in 80 cases in the La
Quinta area. The Humane Society also sends out Paw
Prints to 2300 residents in the City of La Quinta.

Mr. Mandinach explained the Humane Society answered
260 calls from La Quinta on the 320-PETS, 24 Hour
message center. The Humane Society has programs for
all ages, and has made presentations at Truman School.
Mr. Mandinach said the Humane Society has applied for
Grants from the other Cities in the Coachella Valley.
Mr. Mandinach said the Grant funds received will be
used to purchase Cat Mobile Kennels, Chain-link Canine
Condos and Puppy Play Pens.
h. LA QUINTA SPORTS AND YOUTH
Requested $5,000.00
Mr. Nino Morales, President of the La Quinta Sports
and Youth, said the La Quinta Sports and Youth is
requesting $5,000.00.
Mr. Morales said the Grant Funds would be used as a
scholarship for under-privileged children and to
purchase equipment and uniforms.
With presentations completed, the Commission reviewed their
individual allocations. After each Commissioner stated their
suggested allotments, an average was determined and then rounded
off for each applicant.
MOTION: It was moved by Mr. Molina, seconded by Mrs. Benedict
that the following allocations be recommended to the City
Council:

Motion Carried Unanimously.
Mrs. Mendoza stated she would like to make a
suggestion to the City Council that the Community
Services Commission be able to make some decisions on
how the Grant Money be used.
Mr. Beck stated that in the instructions received from
the City Council, there are several things that are in
question such as the funding criteria.
Mrs. Benedict stated that since the Commission is
bound by these directions, the Commission should abide
by the criteria.

Mrs. Kennedy stated that her interpretation of Item 5C
is after this year, applicants can only apply once for
Grants.
Commissioners concurred.
Mr. Beck stated that the Grant criteria in the
instructions should be stricken or reworded. Instead
of based in the La Quinta, the wording could be
changed to "as long as they serve La Quinta".
Mrs. Mendoza suggested the Grant funding criteria be
put on the next agenda for possible suggestions to
City Council.

PARKS & RECREATION COMMITTEE REPORT - None
CULTURE & FINE ART COMMITTEE REPORT
Mrs. Mendoza announced that on June 5, 1990 the City
Council will review the Art In Public Places
Ordinance. Mrs. Mendoza urged other Commissioners to
take part at the Study Session and the City Council
Meeting.
NEW BUSINESS
Commissioners discussed the New Leaf Award Winners.

It was decided to notify the students who have won the
award, and present the awards at the September meeting.

Mrs. Kennedy announced formally, that the Sun Bus
Stops are nicely done, but the bus stop on Washington
Street near Avenue 50 advertises an alcoholic
beverage. This represents poor taste for La Quinta.

Mrs. Kennedy suggested the Community Services
Commission follow the schedule of the City Council and
have August as a dark month.
MOTION - It was moved by Mrs. Kennedy and seconded by
Mr. Molina, that the Community Service Commission not
meet in August.

APPROVAL OF MINUTES OF MARCH 26, 1990 AND APRIL 30, 1990
MOTION - It was moved by Mrs. Franke, seconded by Mrs.
Kennedy, to approve the minutes of March 26, 1990 and April
30, 1990 as submitted.
Motion Carried Unanimously.
There being no further business, the meeting was adjourned upon
motion by Mrs. Kennedy, seconded by Mr. Molina.
