COMMUNITY SERVICES COMMISSION
MINUTES
MARCH 26, 1990
Regular meeting of the Community Services Commission was called
to order at the hour of 7:00 P.M. followed by the Pledge of
Allegiance.
PRESENT: Commissioners Beck, Benedict, Kennedy, Mendoza and
Chairwoman Ladner
ABSENT: Commissioner Molina

MOTION - It was moved by Mrs. Ladner, seconded by Mrs. Kennedy
to excuse Mr. Molina due to a death in his family.
WRITTEN COMMUNICATION - None
PUBLIC COMMENT - None
Mrs. Ladner appointed Elaine Franke to the Human Services
Committee. Mrs. Franke accepted.

1. PARKS AND RECREATION COMMITTEE REPORT
Mrs. Ladner introduced Mrs. Lucy Swain, General
Manager of Coachella Valley Recreation District.
Mrs. Swain presented flyers to be distributed at City
Hall. Mrs. Swain stated the District is growing, and
is in the process of annexing Thousand Palms into its
District. Mrs. Swain reported on activities the Parks
& Recreation District is organizing for the Spring &
Summer Months.

Mrs. Swain explained what the District will be doing
with state grant funds for La Quinta. Mrs. Swain said
the programs are going fine through the District.
Mrs. Ladner asked Mrs. Swain how the Park &
Recreation District is supported. Mrs. Swain
explained it is Incorporated by the State as a Special
District. The District gets 1/3 of 1 percent of the
assessed valuation. The assessed valuation is 7
Billion Dollars. The District also applies for CDBG
Grants.

Mrs. Ladner asked Mrs. Swain what the children of La
Quinta needed most. Mrs. Swain responded with a
swimming pool. Mrs. Swain explained the procedure for
building, upkeep and caretaking of a pool.
Community Services Commissioners questioned Mrs. Swain
as to the activities available for teenagers in the La
Quinta Area.
Mrs. Swain explained that the programs offered to
teenagers are somewhat limited.
Mr. Jacque Abels, Representative of the Coachella
Valley Parks & Recreation District addressed the
Communi ty Services Commission about the need for a
pool in the La Quinta area.

Mrs. Kennedy asked the Commissioners if they would be
present at the dedication of the Mini Park. She said
Soroptimist would be donating a California Pepper Tree.
Mrs. Mendoza sends her regrets to the City Council.
She will be in a meeting that day and cannot attend.
2. CULTURE & FINE ARTS COMMITTEE REPORT
Presentation by Mr. John Kennedy
Mr. Kennedy presented a drawings of the sculpture he
would like to donate for the Civic Center.
The City would pay foundry costs which are estimated
at $20,000.00.
Mr. Kennedy stated it would take an estimated 6 months
to make.
The Community Services Commissioners questioned the
design of the new Civic Center.
Ron Kiedrowski, City Manager, said the current design
for the Civic Center has a court yard area that would
accommodate a center piece. Mr. Kiedrowski said that
this fountain could be designed into the courtyard.

MOTION: It was moved by Mrs. Kennedy, seconded by
Mrs. Franke that the City Council consider this
proposal by John Kennedy for the donation of a
sculpture for the Civic Center. The Community
Services Commission heartily supports the donation.

HUMAN SERVICES COMMITTEE
b. Selection of Recipients for "La Quinta Beautiful" for
the month of March.
Commissioners concurred on the following awards:
MOST BEAUTIFUL - 54-275 Avenida Obregon
MOST IMPROVED - 52-690 Avenida Mendoza
APPROVAL OF MINUTES OF FEBRUARY 26, 1990
MOTION -It was moved by Mrs. Kennedy, seconded by Mrs.
Benedict to approve the minutes of February 26, 1990 as
submitted.
Motion carried unanimously.
NEW BUSINESS
Mrs. Juhola told the Commissioners the City of La Quinta
had passed a proclamation for Earth Day.

Mrs. Kennedy said the Soroptimist and the Boy Scouts
organized an all-valley clean up on March 31, 1990 .
********************
Mrs. Kennedy said an item for next months agenda:
educating the Community as to the needs of the Special Fire
Tax.
There being no further business, the meeting was adjourned upon
motion by Mrs. Mendoza, seconded by Mrs. Kennedy.
