1990 01 29 CSC Minutes , . i COMMUNITY SERVICES COMMISSION MINUTES JANUARY 29, 1990 Regular meeting of the Community Services Commission was called to order at the hour of 7:00 P.M. followed by the Pledge of Allegiance. PRESENT: Commissioners Beck, Benedict, Franke, Kennedy, Mendoza, Molina, and Chairwoman Ladner ABSENT: None ANNOUNCEMENTS: Mrs. Ladner introduced Marie Franke as the new Community Services Commissioner. WRITTEN COMMUNICATION: None PUBLIC COMMENT: OLD BUSINESS: 1. PARKS AND RECREATION COMMITTEE REPORT Mrs. Ladner advised that the Mini Park should be open in mid February. ******************** Mrs. Kennedy advised the Commission that as President of Soroptimist this year her emphasis is on Parks & Recreation and the environment of La Quinta. She said Soroptimist has money to spend in these areas. After discussion of this matter, it was suggested the money be put on hold and used for the Civic Center. ******************** Mrs. Ladner asked the commission if they wanted to reschedule the meeting with Lucy Swain Manager of C. V. Recreation & Parks District. Mr. Beck suggested a meeting with Ms. Swain, Scott Morgan and Jacque Abels, the area representative. , . Community Services Commission Page 2 January 29, 1990 2. CULTURE & FINE ARTS COMMITTEE REPORT a. Discussion of "Art in Public Places". Mrs. Mendoza advised that the Sub-Committee for Art in Public Places has had two meetings. At the meeting of January 22nd it was decided to assign job responsibilities. Those present at the meetings were Joan Foster and Kay Wolff from the La Quinta Arts Foundation, Mrs. Mendoza, from the Commission, Jerry Herman and Stan Sawa from Planning and Saundra Juhola from Administration. Mrs. Mendoza said she would like to present this to City Council in March. Mrs. Mendoza advised that the next sub-committee meeting for "Art in Public Places" would meet on February 7, 1990 at 12:00 p.m. ******************* Mr. Beck suggested that Community Service Commission members attend the upcoming League of California Cities conference coming up in April. HUMAN SERVICES COMMITTEE Mrs. Benedict said she received a letter from Colleen Roberts who is the Coordinator of The Community Services Department at College of the Desert. She informed that they were not having a Spring Conference on Day Care, but they are planning a conference in the fall. ******************** , , .. Community Services Commission Page 3 January 29, 1990 Mr. Beck stated that the City Council took action and approved a $15,000. allocation to the YMCA for Child Care Operation. Mr. Beck said he wants to state to the Commission and state for the record that the City Council has once again bypassed the Commission without asking or suggesting that the Commission give any input as to how some of the money should be spent for Child Care. Mr. Beck said he has said it before and he wants to state it again, the City Council has on various occasions passed over on matters that fall within their realm of activities. Child care is something that the Commission should be very much involved in. Mr. Beck stated the City Council gave the YMCA $15,000.00 which is $5,000 more than they originally scheduled to give any organization. At the beginning of the year they allotted $10,000.00, and now have given $15,000.00 for a study. Mrs. Mendoza asked Saundra Juhola to explain the background of the $10,000.00. Mrs. Juhola responded that at the last minute $10,000.00 was put into the budget for child care, leaving the decision as to how to spend it at a later time. Mrs. Juhola stated that the $15,000.00 was allocated to the YMCA with the specific goal that a Child Care facility would be open for the next school year. Mrs. Mendoza stated that child care comes under the category of Human Services and it should have been directed to the Commission. Mrs. Mendoza suggested a note be sent to City Council, stating that if an issue like this comes up again, the Community Services Commission would like to be a part of it. It was discussed that when the Study comes in from the YMCA, this study should be passed on to the Commission for review. MOTION - It was moved by Mrs. Benedict, seconded by Mr. Beck, that the Community Services Commission send a letter to City Council requesting that Community Services Commission be included in discussions of all subjects which are properly in their domain; Child Care, Human Services and Fine Arts and Recreation. Motion carried unanimously. ., , . Community Services Commission Page 4 January 29, 1990 Mr. Beck advised he had received a letter and posters from Maldef. Mr. Beck explained to the Commission that Maldef is a Mexican-American hispanic organization for general hispanic well being. He said the hispanic community has been very lacked in counting themselves in previous census'. The purpose of the posters are to help make hispanics aware of the Census. Mr. Beck presented posters to Mrs. Juhola for posting at the Library, Post Office and various public places. ******************** Mrs. Benedict updated the Commission about National Nutri tion Month in March. She shared this years National Nutrition poster and booklets on nutrition that she will be distributing at the school sites in La Quinta. LA QUINTA BEAUTIFUL AWARDS a. MOST BEAUTIFUL - 51-265 Calle Quinto MOST IMPROVED - 52-975 Obregon HONORABLE MENTION - 52-545 Avenida Juarez APPROVAL OF MINUTES OF DECEMBER 18, 1989 MOTION - It was moved by Mrs Kennedy, seconded by Mr. Molina to approve the minutes of December 18, 1989 as submitted. Motion carried unanimously. NEW BUSINESS Mrs. Juhola reminded the Commission that the annual Community Services Conference is going to be held in Newport Beach, April 18th thru the 20th. She said since there is no airfare involved, the City should have enough money budgeted to send as many of the Commissioners that want to attend. ******************** Mrs. Mendoza commented to Mrs. Juhola that she appreciated the notes she sent recapping of the different items. ******************** , , . Community Services Commission Page 5 January 29, 1990 Mrs. Mendoza stated that the City Council passed the "New Leaf Program". She also said projects that have been brought before the City Council have been well received. Mrs. Ladner thanked Mr. Stan Sniff for getting the Commission moving on this item. ******************** Mrs. Mendoza advised the Commission that she and Sharon Kennedy are on the Hillside Development Committee, and on February 6, they will be presenting their findings on behalf of their committee to the City Council. ******************** There being no further business, the meeting was adjourned upon Ladner, seconded by Mr. Beck.
