1988 11 30 CSC Minutes 'J.. .t e . t' COMMUNITY SERVICES COMMISSION MINUTES NOVEMBER 30, 1988 Regular meeting of the Community Services Commission was called to order at the hour of 7:00 P.M. by Vice Chairman Mendoza, followed by the Pledge of Allegiance. PRESENT: Commissioners Beck, Jaffy, Mendoza, Molina, Pina (7:37 P.M.) ABSENT: Commissioners Ladner and Rothschild Mrs. Mendoza advised that Chairman Rothschild was unable to attend. WRITTEN COMMUNICATIONS a. Letter from Riverside County Historical Commission. Mrs. Mendoza read this letter in which we are advised that there will be only one "Historian of the Year" Award and that will be given to the organizations and individuals involved in the restoration of the Mission Inn. However, the City's application nominating Fred Rice will be retained for consideration next year. Mrs. Mendoza showed the Commissioners a plaque which she will be presenting to Fred Rice at the Mayor's Breakfast the following morning recognizing him for his contribution in the area of preserving our local history. PUBLIC COMMENT - None OLD BUSINESS A. COMMITTEE REPORTS 1. Human Services Committee a. Report of Anti-Drug Task Force. Mr. Beck reported on a meeting he had recently with Indio's Chief of Police who commended him for the work La Quinta is doing with the anti-drug program. He also reported on a telephone conversation he had with Lt. Dye regarding the beer parties. Mrs. Mendoza suggested that this issue be placed on the Anti-Drug Task Force Agenda. '\ .. COMMUNITY SERVICE~ COMMISSION MINUTES Page 2 ~vember 30, 1988 In response to Dr. Molina, Mrs. Mendoza advised that these parties take place generally, in some one's home or a piece of vacant property. Someone will purchase the beer and people who attend (usually high school kids) either pay an admission or buy the beer by the glass. She believed that sometimes, they are profit-making parties. Dr. Molina wished to know if the 36 drug incidents in La Quinta that Lt. Dye referred to include alcohol or not. Mrs. Mendoza advised that she will talk to Lt. Dye and find out if these parties are taking place in La Quinta and about the 36 drug incidents Commissioner Pina joined the meeting at this time. b. Consideration of "Good Citizen Award" Program. Mrs. Mendoza advised that the City Council would like to see this Commission undertake an award program wherein individuals who have done an outstanding job of property maintenance will be rewarded. A name for the award needs to be determined. Mrs. Juhola advised that this program is a part of the over-all "cove clean-up campaign" the Council initiated a couple of months ago. She suggested that a committee of the Commission be formed to make the selection. The Mayor would then present the award, preferably at a Council meeting. MOTION It was moved by Dr. Molina that as part of the cove clean-up campaign that a program be established in which an award will be made called the "Pride of La Quinta" award. Discussion ensued regard the possibility of other names. The following names were suggested: Pride in Ownership; Aesthetic Award; Beautification Award; La Quinta Beautiful; Home Beautification Award; The La Quinta Beautification Award; A Lovelier La Quinta Award. Dr. Molina amended his motion to replace "Pride of La Quinta" award to "La Quinta Beautiful" award. Motion was seconded by Mr. Pina and carried unanimously. Mr. Pina suggested that the criteria include improvement and maintenance of landscaping and/or exterior appearance and/or property improvement. Motion carried unanimously. ELIGIBILITY Dr. Molina suggested that all homeowners, renters and businesses in La Quinta be eligible. He had a philosophical problem with an award program aimed at only one section of the City and excludes other sections. Mrs. Mendoza noted that the purpose of the program is for "Cove" beautification, but agreed that there are homes in the northern section that should be considered. She suggested that the Commission suggest to the City Council that the program be expanded to include the entire City. She noted however, that most of the awards will be given in the Cove as that is where the majority of homes are. Mrs. Jaffy suggested a statement to the effect that this program will initially focus within the Cove, but we are recommending that the La Quinta Beautiful award include all homes, businesses and structures in La Quinta. Commissioners concurred, noting statement would eliminate the need modify the program at a later date. MOTION It was moved by Dr. Molina, seconded by Mr. Pina that all homes, businesses and all other structures be eligible for the La Quinta Beautiful award. He suggested that Mr. Rothschild and/or Kay Ladner join him and advised that he would call them. They will take pictures of about nine homes and submit three to the Commission to decide the one to receive the award. Commissioners concurred that in the future, nominations from residents should be encouraged. Mrs. Mendoza suggested December 28th to make recipient. a Commission meeting on the decision on the first DISCUSSION OF AWARD Commissioner's concurred that a certificate and a brass plate that could be mounted on or near the door should be awarded. Mrs. Jaffy suggested something that could hang on the house for a month, that could be a perpetual type of award. Commission concurred that this award should be made monthly. 2. Parks and Recreation Committee - No Report 3. Culture and Fine Arts. Mrs. Mendoza advised Quinta Friends of the evening. that the first meeting of the La Library will be held tomorrow B. APPROVAL OF MINUTES OF SEPTEMBER 26, AND OCTOBER 31, 1988. MOTION It was moved by Dr. Molina, seconded Jaffy that the Minutes of September 26th and 31st be approved as submitted.
