COMMUNITY SERVICES COMMISSION MINUTES MAY 31, 1988 Regular meeting of the Community Services Commission was called to order at the hour of 6:00 P.M. by Chairman Rothschild, followed by the Pledge of Allegiance. PRESENT: Commissioners Beck, Mendoza, Pina (7:03 P.M.), Jaffy, Moran, Chairman Rothschild ABSENT: (One Vacancy) WRITTEN COMMUNICATIONS - None PUBLIC COMMENT - None The Commission concurred on taking "New Business" prior to "Old Business". The Chairman advised the applicants present that there is approximately $20,000 allocated to this program. Mrs. Juhola noted that in previous years, the La Quinta Chamber of Commerce and La Quinta Arts Foundation were a part of this program and this year they have been removed from it and will be negotiated with on a contract basis, which is the reason for the reduction in the amount of funds allocated to this program. 1. REVIEW OF APPLICATIONS FOR COMMUNITY SERVICES GRANTS WITH RECOMMENDATIONS TO THE CITY COUNCIL. a. CHEMICAL EDUCATION AND SUPPRESSION EFFORT Mike Jimenez, 46-760 Yorktown, Indio, addressed the Commission and presented an over-view of the program CEASE which is a program sponsored by Desert Sands Unified School District. They are applying for a grant from the Office of Criminal Justice Planning which is a 60/40 grant with the local agency picking up the 40%. Desert Sands School District has agreed to pay 30%, so they are now looking for alternative sources for the remaining 10%, which amounts to $6,449. Their request is for $3,000. In response to questions by the Commission, Mr. Jimenez advised that they have received $300 from Burger King; and $200 from Ames Real Estate. They have not approached any other cities for contributions; however, he advised that the City of Indio makes a significant in-lieu contribution. They only have until June 30th to come up with the matching COMMUNITY SERVICE~ COMMISSION MINUTES Page 2 e May 31, 1988 funds so there is not time to approach Indian Wells and Palm Desert. He added that students attending the La Quinta schools as well as the ones attending Palm Desert High School next year will be served by this program. This will be the second year for the program and there is no way to measure the impact it had in the first year, except to note that there has been a reduction in the number of students suspended from school for the use of drugs and alcohol. b. COACHELLA VALLEY COUNSELING. Dr. Jerry Meints, Director and Vic Scott, Coordinator with C. V. Counseling presented an over-view of their program, which is a senior outreach program. In response to questions by the Commission, Mr. Meints advised that a fee is charged on a case by case basis. If an individual is unable to pay a fee, then one is not charged. During the past year, they have served 24 La Quinta residents. They are a medical provider, so an individual can use insurance to cover the cost of any medical services provided. They have been working with Ms. Gilstrap from the Senior Center to locate the individuals in need they also receive leads from within the group and from neighbors. He added that they have actually saved lives one instance was finding a person in a motel in a near comotose stage. Their request is for $2,500. c. COACHELLA VALLEY RECREATION & PARK DISTRICT. Jack Abels, Director, presented a status report of the District's Master Plan advising that it is nearing completion. He expressed appreciation for the grant last year to help improve the park. Approximately 150,000 people use the park each year and about 55,000 people use the Community Center each year. They would like to install an electronic scoreboard on the ballfield. The ballfield has been improved to accommodate championship games. They're request was for $3,500 for the scoreboard and $4,500 for playground equipment. Their priority is the scoreboard. The Commissioners commented on the improvement in the park in recent years. COMMUNITY SERVICES e COMMISSION MINUTES Page 3 e May 31, 1988 d. DESERT AREA MEALS ON WHEELS. Herbert Lazenby, advised that when the La Quinta program began in February, they were serving 158 meals and this month they served 332 meals. There is one hot and one cold meal each day. The cost is $3.25 per day. This program is more than provision of meals, it also includes outreach - oftentimes, the deliverer of these meals is the only contact these persons have. The drivers are all volunteers. Their request is for $3,453.45 to pay for a coordinator for the La Quinta program as it's difficult to get a volunteer coordinator to work five days per week. The Commission expressed concern that this should more appropriately be included in the City's budget under the Senior Center. Mrs. Juhola noted that the budget is generally complete and doubted that it could be included at this point in time. The Commission recognized that this is a critical program. e. HARVEST OF WELLNESS FOUNDATION. There was no one present to review their application. Their request was for $1,000 for their "Sexual Assault Services" program. f. LA QUINTA FIRE BELLES. Edy Swain, 53-601 Avenida Villa, reviewed their request for $1,650.12 advising that $850.12 is for four tables and 12 chairs and $800 is for a heavy duty sewing machine. These items will assist them with fund raisers of which the bulk of their funds go to the Fire Company. g. LA QUINTA HISTORICAL SOCIETY. Fred Rice, President, presented posters depicting all of the tours the Society has taken this past year and briefly reviewed the history of the area and the importance in preserving and/or documenting that history. Last year they received $3,991 in grant funds for a brochure. They are now requesting $6,435 to complete the project. COMMUNITY SERVICES e COMMISSION MINUTES Page 4 e May 31, 1988 h. LA QUINTA PGA WEST VOLUNTEER FIRE COMPANY. Their application for $30,000 was withdrawn. WALTER BRANDES, representing the PGA West Volunteer Fire Company advised that they are requesting $2,128.96 for (2) Transceivers; (2) Desk Chargers; (2) Mobile Charges; and (2) Transceiver Cases. Their priority was for the (2) transceivers. He commented that oftentimes, it's necessary to be away from the unit and communication is essential. They currently have two '70 models that are not reliable. The Commission believed that this is another item that should be included in the City's operating budget. i. LA QUINTA SPORTS AND YOUTH ASSOCIATION. Jeff Redding, 52-830 Avenida Vallejo, addressed the Commission and advised that they currently have about 350 kids in their group and have not had a pitching machine which cost about $2,300 complete. They are asking for funds for a batting cage; framework/chains; balls/extension cords; and security for the machines. In answer to questions by the Commission, Mr. Redding advised that Palm Desert and Indio both have pitching machines. Their priority is the pitching machine and cage for a cost of $3,500. Regarding accountability of last years funds, Mr. Redding advised that he has discussed this matter with Mr. Kiedrowski and has been worked out. j. LA QUINTA VOLUNTEER FIRE DEPARTMENT. David Downing, 52-510 Avenida Diaz, advised that they are requesting $4,932 for (4) transceivers and 15 pairs of leather boots. Their priority is for at least (2) transceivers and half the number of pairs of boots. In answer to questions that they will have radio well as the County. by Commission, Mr. Downing advised communication with the City as k. RIVERSIDE COUNTY COALITION FOR ALTERNATIVES TO DOMESTIC VIOLENCE. Beverly Montgomery, P.O. Box 120, La Quinta, volunteer for RCCADV introduced Judy Campbell, Chairman of the Desert Advisory Committee who presented their report. She advised that their organization provides direct and comprehensive COMMUNITY SERVICES COMMISSION MINUTES e Page 5 e May 31, 1988 services to battered women and their children and referral services to batterers. It is the only organization in Riverside County that provides these services including a shelter program. During 1987, (95) women from La Quinta phoned the Sheriff's Department for assistance in domestic violence. There are 34 volunteers in the Coachella Valley and 6 of them are in La Quinta. She then outlined the services provided. In response to questions by the Commission, Mary Ann Stalder, Executive Director, advised that the City of Coachella has committed $11,000 from Community Development Block Grant Funds and the City of Palm Desert has committed $8,900. She advised that they have abandoned their plans to establish a desert shelter this year as their third attempt has fallen through. Their request for $4,935 included the City's proportionate share of that shelter. Their request would now be $2,900. With presentations completed, the Commission then reviewed their individual allocations and then proceeded to make compromises to come up with the following motion: MOTION - It was moved by Mrs. Jaffy, seconded by Mr. Beck that the following allocations be recommended to the City Council and that it include a statement that requests like the Desert Area Meals On Wheels; L. Q. PGA West Volunteer Fire Co.; and L. Q. Volunteer Fire Department should be funded through the City's operating budget: Desert Sands School District Project CEASE C. V. Counseling C. V. OLD BUSINESS A. COMMITTEE REPORTS 1. Human Services Committee In regards to the request made at the last meeting for an investigation to be made into the possibility of a public golf course for La Quinta residents, Mr. Beck advised that he has found out that Indian Springs Golf Course is open to the public. Annual memberships are available to residents and others may play for $19.00 for 18 holes. He is planning a meeting with Mr. Reeder, the owner, to talk about making it a "civic" golf course. He also commented that 9 holes of play is not available. He would like to see 9 holes made available for $9.00 and 18 holes for $15.00. Mr. Moran advised that Mr. Reeder has the course for sale for $12 million dollars. 2. Parks and Recreation Committee No report. 3. Culture and Fine Arts Committee Mrs. Mendoza advised that the first meeting of the Friends of the Library was held, but she will wait and report on it at the next meeting. Mr. Moran advised that the next Jazz Festival will be held March 18th at the Community Park. COMMUNITY SERVICES e COMMISSION MINUTES Page 7 e May 31, 1988 B. APPROVAL OF MINUTES OF APRIL 25, 1988. MOTION It was moved by Mrs. Jaffy, seconded by Mr. Pina that the minutes be approved as submitted. Motion carried unanimously.
