1988 02 29 CSC Minutes e . ~ \ COMMUNITY SERVICES COMMISSION MINUTES FEBRUARY 29, 1988 Regular meeting of the Community Services Commission was called to order at the hour of 7:00 P.M. by Chairman Rothschild, followed by the Pledge of Allegiance. PRESENT: Commissioners Beck, Jaffy, Mendoza, Pina Chairman Rothschild ABSENT: Commissioners Griffith, and Moran Chairman Rothschild advised that Commissioner Moran has been excused. WRITTEN COMMUNICATIONS - None PUBLIC COMMENT - None OLD BUSINESS - None COMMITTEE REPORTS 1. HUMAN SERVICES COMMITTEE No Report. 2. PARKS AND RECREATION COMMITTEE Mr. Pina presented a map depicting the layout for the Jazz Festival noting the potential the park has. He submitted the plan for filing. He also noted that the C. V. Recreation and Park District granted a variance to their policy by granting beer and wine to be sold during both the Jazz Festival and the Arts Festival. Mr. Beck referred to the up-coming neighborhood meeting on the proposed mini-park to be held in the Council Chamber on March 3rd. 3. CULTURE & FINE ARTS COMMITTEE Mrs. Mendoza advised that she presented a report to the City Council on the Library Advisory Committee and the status of the library and the establishment of "Friends of the Library". The City Council each contributed $3.00 to purchase a membership in the "Friends of the Desert". She asked that anyone who is interested in joining the "Friends of the Library" to let her know. COMMUNITY SERVICES GRANT PROCEDURE SUBCOMMITTEE It was noted that the City Council accepted the recommendations of the Commission to limit grant requests to organizations who show a demonstrable impact on the City of La Quinta. Also, the Chamber of Commerce and Arts Foundation were deleted from the grant process and will be contracted with. APPROVAL OF MINUTES OF JANUARY 25, 1988. MOTION It was moved by Commissioner Mendoza, seconded by Commissioner Beck that the minutes of January 25, 1988 be approved as submitted. Motion carried unanimously. NEW BUSINESS I. Consideration of Attendance at League of California Cities Community Services Conference in San Diego April 20-22. Mrs. Juhola advised that the League's Annual Community Services Conference will be held in San Diego April 20-22. Commissioners Rothschild, Beck and Jaffy indicated their intentions to attend. OTHER BUSINESS Commissioner Pina referred to the latest edition of the Newsletter regarding garage sale signs and asked if there are any penalities other than having their signs removed and Mrs. Juhola advised that that is the extent of the City's enforcement. ********** Commissioner Pina questioned whether or not there is a role this Commission can play in earthquake preparedness training. Mrs. Juhola advised that the City, through the Community Safety Department conducts monthly earthquake prepared training sessions in the Council Chambers. . . A general discussion ensued with regard to the City having a mixed population (ethnically) and is fortunate that there are no problems.
