COMMUNITY SERVICES COMMISSION
MINUTES
FEBRUARY 27, 1989
Regular meeting of the Community Services Commission was called
to order at the hour of 7:00 P.M. followed by the Pledge of
Allegiance.
PRESENT: Commissioners Beck, Jaffy, Ladner, Mendoza, Molina
(7:05 p.m.), Pina, Chairman Rothschild
ABSENT: None

OLD BUSINESS
A. COMMITTEE REPORTS
1. Human Services Committee
a. Selection of Recipient(s) for "LA QUINTA BEAUTIFUL"
award for the month of February.
Mr. Beck advised that they did not view homes this
month because there was a sufficient number of
forms from the newsletter mailed in to the City
nominating those for the La Quinta Beautiful award.
He advised that Chairman Rothschild and Dr. Molina
have concurred to categorize homes as Improved;
Beautiful; then judge them on a scale from one to
ten and then make a consensus. The nominations are
then turned into Mrs. Saundra Juhola,
Administrative Services Director, for an average
consensus.
MOTION It was moved by Mrs. Jaffy, seconded by
Mrs. Mendoza to nominate as the February recipients
the home at 53-980 Obregon for the "La Quinta
Beautiful" award; the home at 54-711 Eisenhower for
the "Most Improved" award; and the home at 77-350
Arroba for the "Honorable Mention" award. Motion
carried.
Mrs. Saundra Juhola asked for suggestions from the
commission as to what type of an Honorable Mention
award they would like to present. Mr. Beck
suggested giving a brass plate and certificate to
both the Most Beautiful award and the Most Improved

b. Report of Anti-Drug Sub-Committee.
Mrs. Mendoza advised that a meeting was held to
discuss "A Day in the Park". Those in attendance
were Martin Beck, Jan Ryan, Dr. Joe Eusterman,
Saundra Juhola, and Maureen Mendoza. The date and
time recommended by the committee is May 6, 1989,
at 11:00 a.m. to 2:00 p.m. which will be in
conjunction with the City's birthday. A few names
discussed for this event are Clean Living in La
Quinta; Healthy Living in La Quinta and Loving Life
in La Quinta. The committee hopes to get several
organizations involved in this event to explain the
scope of services they offer in addition to fire,
police, code enforcement, etc., that could help
citizens to live a clean life in the City of La
Quinta.
Also, to help encourage good attendance at this
event, it has been suggested to have entertainment
at the park and involvement of support groups such
as the Rotarians and Soroptimist to provide some
type of food, drink, etc. at no charge to make it a
day of entertainment and education.
Mrs. Mendoza advised that the other recommendations
presented to the City Council on December 6, 1988,
are still under consideration.

3. Culture and Fine Arts Committee Report - None.
B. APPROVAL OF MINUTES OF JANUARY 25, 1989.
MOTION It was moved by Mrs. Jaffy, seconded by Dr.
Molina that the Minutes of January 15, 1989, be
approved as submitted. Motion carried unanimously.
NEW BUSINESS
1. Report on League of California cities Community Services
Conference to be held in Monterey April 12-14.
Mrs. Juhola advised that because this year's annual
conference will be held in Monterey, the trip will be much
more expensive. The cost of the trip including air fare
will be approximately $800 a person. Mrs. Juhola noted
that three members of the commission attended an anti-drug
conference in Costa Mesa in October leaving just enough
funds for one commissioner to attend. It has been
suggested that one of the newest members of the commission
be given first choice, and Kay Ladner has indicated a
desire to attend this conference.
MOTION It was moved by Mrs. Jaffy, seconded by Dr.
Molina that Kay Ladner be authorized by the commission to
attend the League of California Cities Community Services
Conference in Monterey on April 12 - 14 if so approved by
the City Council and to bring back a full report. Motion
carried unanimously.

Mr. Kiedrowski presented the views of the City Council
regarding the Fritz Burns Park Advisory Committee. He
advised that it was the intent of the City Council to
organize a 15 person Fritz Burns Park committee, and the
two members on the Park and Recreation Sub-Committee could
attend the meetings if they so desired. This committee
would meet as often as deemed necessary within Council
guidelines. The City Council would like a recommendation
brought to them within 60 days. This recommendation would
first be brought to the Community Services Commission for
consideration and possible modification or changes prior
to going to Council. The meetings will be opened to the
public bound by the same laws and rules which govern all
City meetings. Mr. Kiedrowski advised that reports will
be presented by staff at this Committee meeting so that
all will receive the same information from the very
beginning.

7:25 p.m. to the Fritz Burns Park Advisory Committee meeting.
