1989 04 24 CSC Minutes e e COMMUNITY SERVICES COMMISSION MINUTES APRIL 24, 1989 Regular meeting of the Community Services Commission was called to order at the hour of 7:00 P.M. followed by the Pledge of Allegiance. PRESENT: Commissioners Beck (7:09), Jaffy (7:02),Ladner, Mendoza, Molina (7:04), Pina, Chairman Rothschild ABSENT: None WRITTEN COMMUNICATIONS a. Letter from Eve Bowlin regarding La Quinta Beautiful. Noted and filed. PUBLIC COMMENT OLD BUSINESS A. COMMITTEE REPORTS 1. Human Services Committee a. Selection of Recipient(s) for "LA QUINTA BEAUTIFUL" award for the month of April. Chairman Rothschild advised that there has been five nominations for this award, however, due to the fact that there are no pictures of these homes available at this time, he suggested that each committee member drive by the homes to rate them then call him toward the end of the week with their nominations. 2. Parks & Recreation Committee Report. a. Report and Recommendation of Fritz Burns Park Sub-Committee. Mrs. Ladner briefly reviewed the memorandum from Mr. Tom Genovese, Assistant City Manager, regarding the actions the sub-committee has currently taken. She advised that proposals have been received from the YMCA, the La Quinta Boys' and Girls' Club, and the Coachella Valley Parks and Recreation District. . co~uni ty Services e Commission Minutes Page 2 ~ April 24, 1989 In answer to Chairman Rothschild, Mrs. Ladner advised that the asbestos must be removed prior to domolition of the buildings. Mrs. Ladner advised that on behalf of the Fritz Burns Advisory Sub-committee they would like this Commission to approve and recommend the current motions as stated in the memorandum to the City Council and to include the recommendations from the Fritz Burns Advisory Committee meetings of April 19, 20, & 26, 1989 at the next scheduled meeting of the Community Services Commission. Chairman Rothschild suggested adjourning this meeting to Thursday evening at 7:30 p.m. to discuss the proposals and recommendations of the sub-committee and to also select the recipients for the La Quinta Beautiful award. Mr. Pena noted that the main purpose of the sub-committee is to give the Council a general idea and consensus of what the local people would like developed on the park site. He feels it is not the responsibility of the sub-committee to give dollar figures, locations or sizes because the members do not have the expertise to deal with these issues considering the time element the Council has given them. He further advised another important issue which needs to be clarified is management of the swim and tennis center. In answer to Mrs. Jaffy with respect to the importance of adjourning this meeting to decide on the proposals submitted, Mr. Pena advised that the the City Council has given a time period which they will soon be reaching and this is the reason why the sub-committee is striving to get as much information as possible so the Council will be able to make their decision. Mrs. Ladner recommended that this issue be reviewed Thursday evening so a recommendation can be submitted to the City Council. Mrs. Jaffy questioned if there is any dove tailing involved between the money which was set aside from Landmark and the expenses entailed in this report. Mrs. Ladner advised that dove tailing is involved and the funds Landmark donated were specifically for parks and recreation projects in La Quinta. She advised that Landmark has already donated the total amount of money which is currently earning interest. Community servicese Commission Minutes Page 3 ~ April 24, 1989 MOTION - It was moved by Mrs. Ladner, seconded by Mrs. Mendoza that the Community Services Commission approve the motions currently recommended by the Fritz Burns Advisory Committee and submit them to City Council for consideration. Motion carried unanimously. b. Report Regarding Cove Mini-Park. Chairman Rothschild advised that the report submitted by the City Engineer regarding the completion of the mini-park was delayed due to other projects which required time and precedence over the mini-park. Mrs. Mendoza thanked the City for responding to their request and is happy to see this project out to bid. She noted that Mayor Pena advised that the City was trying to save money by having City employees work on the project during their down time which is never available with a growing City as La Quinta. ************************** At this time Mrs. Ladner introduced to the Commissioners a few of the committee members on the Fritz Burns Park Advisory Committee, Virginia David, Louis Campagna, Ron Russell and Howard Nelson. Mr. Campagna commented that he feels it would be worth it to the City to allow Cal Poly to submit a master plan of the Fritz Burns Park because of the fact there is no charge is involved. Mrs. Jaffy concurred doctoral projects have large savings in money. with Mr. Campagna stating that good been developed with an end result of a 3. Culture & Fine Arts Committee Mrs. Mendoza advised that the Arts Foundation opened a gallery at the La Quinta Hotel. MOTION It was moved by Mrs. Jaffy, seconded by Mr. Pina that Mrs. Jaffy draft a letter of welcome to the director of the Arts Foundation. Motion carried unanimously. Mrs. Jaffy stated her concern about lack of community involvement in the La Quinta Arts Festival. She commented that the Arts Festival has assumed national prominence and has been enormously successful but it was the citizens of La Quinta who started this event which gave it a wonderful community feeling. Chairman Rothschild suggested urging the new director to get as much community involvement as possible. Communi ty Services e Commission Minutes Page 4 ~ April 24, 1989 B. APPROVAL OF MINUTES OF MARCH 27, 1989. MOTION - It was moved by Mrs. Mendoza, seconded by Dr. Molina that the minutes of March 27, 1989, be approved as submitted. Motion carried unanimously. NEW BUSINESS Mr. Beck and Mrs. Ladner commented on the League of California Cities seminar they attended. Mrs. Ladner felt the most important information she received was how some cities are starting to plan ahead for the year 2000. She advised some cities hired consultants and other cities formed committees. She feels importance should be placed on establishing more park lands in the City. In answer to Dr. Molina, Mr. City does have a general recreational element over designates various park land City does not have a full Plan. Genovese advised that the plan and an open space and the general plan which areas to be developed but the comprehensive Park's Master Mrs. Jaffy questioned the number of people attending this seminar as the vote was to send Kay Ladner. She commented that the commission does have a budget they must adhere to. She stated that she will consider how she wishes to state this and put it in the form of a motion at the next regularly scheduled Community Services Commission meeting. INFORMATION ITEMS a. At 8:00 p.m. the meeting was adjourned to Thursday, April 27, 1989, at 7:30 p.m. upon motion by Mrs. Jaffy, seconded by Mr. Pina and carried.
