1989 05 22 CSC Minutes Special Meeting e e COMMUNITY SERVICES COMMISSION MINUTES MAY 22, 1989 Special meeting of the Community Services Commission was called to order at the hour of 7:04 P.M. followed by the Pledge of Allegiance. PRESENT: Commissioners Beck, Jaffy, Ladner, Mendoza, Pina, Chairman Rothschild ABSENT: Commissioner Molina 1. REVIEW AND RECOMMENDATION OF APPLICATIONS FOR COMMUNITY SERVICE GRANTS. DESERT STRING QUARTET Mr. Edwin Benachowski, 45-455 Blackfoot Way, Indian Wells, Director of the Desert Symphony, advised that there is a desperate need for cultural growth within the Valley, therefore, they would like to present a summer series of the Desert String Quartet which would allow children to feel the instruments, to feel the music, and ask any questions they may have. In answer to Mrs. Jaffy, Mr. Benachowski advised that the performance given at the school was underwritten by the American Federation of Musicians and by the Desert Symphony Guild. FAMILY YMCA & YOUTH CENTER Mr. Gerry Hundt, P. O. Box 313, Palm Desert, General Director of the YMCA, advised that they received funding in 1985 and 1986 for a summer day camp in La Quinta and in 1987 and 1988 they were unable to provide the program because there were no facilities available. The Desert Sands Unified School District is allowing them to use the campus at Truman School, therefore, they are seeking assistance to help underwrite some of the costs of operating the program. Their projections for enrollment this year, based on the statistics of their child care program, will be 100 children. The half day program will cost $25.00 a week and the full day program from 7 a.m. to 6 p.m. will cost $55.00 a week. The YMCA will be able to generate approximately 50 to 70 percent of the funds needed to operate the program from the fees collected and from the fund raisers throughout the year. The funds needed to be subsidized will depend on the income of the families enrolling in the program. Volunteer programs are provided for the youth of the community for junior high and high school students serving as junior counselors. Progressively, they can move up to an employment program filling the position of a counselor and receive a salary. Mr. Hundt reviewed their summer activities designed as an enrichment program and an extended day care program. In answer to Mrs. Jaffy, Mr. Hundt advised that in order to serve the lower income families in this community for the summer, the YMCA will need to provide between $5,000 and $7,000. LA QUINTA HISTORICAL SOCIETY Fred Rice, 48-780 Eisenhower Dr., President of this organization, addressed the Commission requesting a grant for $12,750 to write and produce their book, Historyof La Quinta, which in the beginning started out to be a brochure. Mr. Rice noted that the books will be made available to the public for $10.00, furnished at cost to all responsible service groups, freely distributed to the City of La Quinta and Desert Sands School District, and used as a fund raiser to help acquire a state-of-the art historical educational facility. .' RIVERSIDE COUNTY COALITION FOR ALTERNATIVES TO DOMESTIC VIOLENCE Mary Ann Stalder, 3732 Beechwood Place, Riverside, Executive Director of the RCCADV, advised that they are the only agency in Riverside County serving victims of domestic violence and their children. She explained what type of services they offer and further advised that they responded this past year to 8,500 crisis line calls averaging one hour spent on each call, 928 victims through the outreach program, sheltered 240 battered woman and their children, and conducted 121 community education programs. She advised that domestic violence is a crime and law enforcement is required to report these calls and refer them to resources such as they. Their request of $2,900 represents less than a half of one percent of the agencies total budget and about two percent of the desert's budget in providing services. Ms. Stalder noted that they appreciate the City's support over the last four years and ask that the City support them once again. Mr. Beck noted that the City of La Quinta was the first City to respond to their request. Ms. Stalder advised that since then they are receiving support from Indio, Indian Wells, Palm Desert, Cathedral City and Desert Hot Springs. f. SHARE Ms. Marilyn Knecht, 52-975 Rubio, Coordinator for Share of the Desert, stated that they are currently operating from the Senior Center on Highway 111, however, they were advised they will need to move to another location at the end of the summer. Ms. Knecht advised that this program began in February, 1988, distributing 37 boxes of food worth $35 each. The applicant is required to pay $1 for transporting the food, $12 to purchase the food, and two hours of community service. The total amount of participants over the last six months have been 484 people, valley wide, which resulted in approximately 7,000 hours of community service. Mrs. Mendoza commented that she is in support of the share program and would like to keep this program in La Quinta. In answer to Mrs. Jaffy, Ms. Knecht advised the Share program services the entire valley, therefore, less than half of the people from La Quinta benefit from this program. Mr. Beck suggested giving similar presentations to our neighboring cities. .' -Community Services ~ Commission Minutes ~ Page 4 e May 22, 1989 Eleanor Newton, 52-615 Eisenhower Dr., commented that she is an active participant and feels that it is an excellent program. g. PACK 320 AGUA CALIENTE DISTRICT CALIFORNIA INLAND EMPIRE COUNCIL BOY SCOUTS OF AMERICA Donna Koziol, 54-275 Martinez, advised that Pack 320 is fairly new and they are requesting this grant of $2,000 to help them increase the number of children and families. Currently they have recruited boys in the first grade through the fifth grade. This organization teaches the children self-confidence, respect for others and offers the boys wholesome activities that are alot of fun. In response to questions by the Commission, Ms. Koziol advised that this club also includes approximately 15% of the boys outside La Quinta. This club also teaches the dangers of drugs and child molestation. Ms. Koziol advised this grant would help them recruit boys whose parents are unable to pay for uniforms, other incidental charges, or send their children to camp. Kiki Haynes, P. O. Box 1140, La Quinta, representing the Boys Scouts, Pack 320, advised they are using the Coachella Valley Park and Recreation facilities and they have a wonderful program planned this year; however, they are in need of support. She advised that they are currently working on a uniform grant for those unable to purchase one. With presentations completed, the Commission then reviewed their individual allocations. After each Commissioner stated their suggested allotments, an average was determined and then rounded off for each applicant. MOTION: It was moved by Mr. Beck, seconded by Mr. Pina that the following allocations be recommended to the City Council: Community Counseling and Consultation $ 1,000 $ 1,700 Desert String Quartet Family YMCA $ 5,800 HOW Foundation $ 500 La Quinta Historical Society $ 5,000 Riverside County Coalition for Alternatives of Domestic Violence $ 2,000 '. .Community Services e Commission Minutes Page 5 e May 22, 1989 Share $ 2,000 Pack 320 Agua Caliente District California Inland Empire Council $ 2,000 TOTAL $20,000 Motion carried unanimously. Mrs. Sybil stated her concern for the number of organizations requesting support and questioned what the criteria was for setting the total amount allocated for these grants. She stated there should be a criteria set by which this amount is determined due to La Quinta's continuing growth in population which generates an increase in tax revenue and redevelopment money. The Commissioners concurred to discuss this at their next meeting on May 30, 1989. There being no further business, the meeting was adjourned at 8:55 p.m. upon motion by Mrs. Jaffy, seconded by Mr. Pina and carried unanimously.
