COMMUNITY SERVICES COMMISSION
MINUTES
SEPTEMBER 25, 1989
Regular meeting of the Community Services Commission was called
to order at the hour of 7:00 P.M. followed by the Pledge of
Allegiance.
Chairwoman Ladner advised that Mrs. Mendoza and Mrs. Kennedy
will be unable to attend tonight's meeting and asked that they
be excused.
PRESENT: Commissioners Beck, Benedict, Molina and Chairwoman
Ladner
ABSENT: Commissioners Kennedy, Mendoza and Pina
REORGANIZATION OF COMMITTEE MEMBERSHIP
After discussing each committee members desires, Chairwoman
Ladner appointed Mr. Molina to the Culture & Fine Arts
Committee; Mrs. Benedict to the Human Services Committee; and
Mrs. Kennedy to the Parks & Recreation Committee.
The Commissioners concurred on these appointments unanimously.

OLD BUSINESS
A. COMMITTEE REPORTS
1. Human Services Committee
a. Selection of Recipient(s) for "LA QUINTA BEAUTIFUL"
award for the month of September.
Chairwoman Ladner stated her concern regarding the
"Honorable Mention" award which seems to be causing
hard feelings among a few recipients and suggested
that the runner-up be included with those nominated
for the next month's "La Quinta Beautiful" award
and to discontinue the Honorable Mention award.
After discussing this matter, the Commissioners
felt that selecting homes in this category should
be continued.

The Commissioners concurred to select, as the
September recipient for the "Most Improved" award,
the home at 53-042 Avenida Alvarado.
MOTION - It was moved by Mr. Molina that the number
of nominees in each category be restricted to six
homes each month.
Motion died for lack of a second.
The following homes were nominated for the "Most
Beautiful" award:
Mr. Beck nominated the home at 51-265 Calle Quinto;
Mrs. Benedict nominated the home at 51-075 Calle
Paloma; Mr. Molina and Chairwoman Ladner nominated
the home at 78-710 Calle Tampico for the "Most
Beautiful" award.
Receiving the majority of the votes, the home at
78-710 Calle Tampico was selected as the September
recipient for the "Most Beautiful" award.
The Commissioners concurred to select, as the
September recipient for the "Honorable Mention"
award, the home at 51-075 Calle Paloma.
b. Discussion of Academic Award Program.

c. Discussion of Red Ribbon Week.

2. Parks & Recreation Committee Report.
a. Discussion of Bike Lanes and Master Plan for Parks
and Recreation.
Chairwoman Ladner advised that she and Mrs. Kennedy
met with the City Manager, Mr. Kiedrowski. She
advised that the City does not have anything
defined for parks and recreation. Mr. Kiedrowski
advised that it has been required from several
developers to donate property within their
development towards park and recreation in order
for each tract to have their own park. He also
advised, by sharing the park land acquisition and
maintenance with the schools helps lower the cost
for the City.

At the request of Chairwoman Ladner, Mr. Genovese,
Assistant City Manager, briefly reported on the
progress of the Fritz Burns Park. He advised that
four of the tennis courts should be in operation by
October 2, 1989 and work should begin on the other
four courts promptly; wind screens will be in soon;
temporary fencing will be placed around a portion
of the site; and placement of picnic tables on the
grounds for an interim park facility.
Mr. Genovese further advised that the Heritage Club
has offered their services regarding site design
and management will be meeting with them to discuss
this matter.
The Coachella Park & Recreation District has
reserved approximately six hours a week at the
tennis courts for the youth in La Quinta.

NEW BUSINESS
Mr. Beck spoke about an article regarding a new law
approved by the Public Utilities Commission giving a break
to low income households. He feels it is the Commissions
responsibility to pass this information on to the citizens
of La Quinta.
There being no further business, the meeting was adjourned at
8:20 p.m. upon motion by Mr. Molina, seconded by Mr. Beck and
carried.
