COMMUNITY SERVICES COMMISSION
MINUTES
DECEMBER 18, 1989
Regular meeting of the Community Services Commission was called
to order at the hour of 7:00 P.M. followed by the Pledge of
Allegiance.
PRESENT: Commissioners Beck, Benedict, Kennedy, Mendoza
and Chairwoman Ladner
ABSENT: Commissioner Molina
MOTION - It was moved by Mrs. Kennedy, seconded by Mr. Beck to
excuse Mr. Molina due to illness.
Motion carried unanimously.

PUBLIC COMMENT - None
OLD BUSINESS
1. PARKS AND RECREATION COMMITTEE REPORT
Held over until meeting of January 29, 1990
Saundra Juho1a stated there has been tentative
discussion about a joint study session at the next
Commission meeting to discuss goals and objectives.
2. CULTURE & FINE ARTS COMMITTEE REPORT
Mrs. Mendoza advised that the Sub Committee on "Arts
in Public Places" met last week. The meeting centered
around two topics; 1) An Annual Art Purchase for the
Civic Center and 2) Art in Public Places program.
The sub committee's recommendation to the Commission
was to go ahead with the Annual Art purchase of
$5,000.00 with the Arts Foundation being accepted as
the judging committee for the Art purchase. The Sub
Committee also suggested there be a City
representative who sits with the Arts Foundation in
judging. Secondly, Art in Public Places was
discussed. The Sub Committee's suggestion to the
Commission is to continue as a sub committee of the
Community Services Commission to look into other Art
in Public Places programs.
Mr. Beck stated that he felt the Community Services
Commission should have a representative on the
Committee to select Art for the Civic Center. He felt
the City Council sometimes neglects to include the
Commission on projects that the Commission initiates.

Mrs. Mendoza advised that the next Sub Committee
meeting will be held on January 3, 1990 at 4:00.
MOTION - It was moved by Mrs. Mendoza, seconded by
Mrs. Kennedy, that the Community Services Commission
recommend to the City Council that they authorize
$5,000.00 for the purchase of Art for the Civic Center
with that purchase being coordinated through the La
Quinta Arts Foundation with one member of either the
City Councilor City Staff joining that Committee; and
further that this be an on-going, annual program.
Motion carried unanimously.
Mrs. Mendoza stated she was going to attend the City
Council meeting on December 19, 1989 to present this
recommendation.
3. HUMAN SERVICES COMMITTEE
a. Selection of Recipients for "La Quinta Beautiful"
for the month of December.
Commissioners concurred on the following awards:
MOST BEAUTIFUL - 53-743 Bermudas
MOST IMPROVED - 51-295 Eisenhower
HONORABLE MENTION - 52-220 Rubio
b. Discussion of Academic Award Program.
Mrs. Mendoza stated she had talked with both
Principals and they felt that one (1) grade point
should be the selection criteria. The Principals
did not know how many children this would
include. It was suggested by one of the
Principals, Mr. Jones that these awards could work
in with the awards program that already exists at
the school. He also suggested if the Commission
decided to have a plaque, the student with the
best improvement in grade point average, could
have their name on the plaque.
MOTION It was moved by Mrs. Mendoza, seconded
by Mrs. Kennedy that the Community Services
Commission recommend to the City Council that they
establish a "New Leaf Program" based on the
criteria being established by the School
Principals and authorizing a perpetual plaque for
each school with the program beginning in
February, 1990.
Motion carried unanimously.

APPROVAL OF MINUTES OF NOVEMBER 27, 1989
MOTION - It was moved by Mrs. Benedict, seconded by Mrs.
Mendoza to approve the minutes of November 27, 1989 as
submitted.
Motion carried unanimously.
NEW BUSINESS
Mr. Beck stated he wanted to bring up the $10,000.00 for
Child Care. Mr. Beck shared an article from the newspaper,
dated December 2, 1989, regarding what Indian Wells is
doing about Child Care. He has arranged a meeting with one
of the council persons who has ideas about this issue.
Mrs. Benedict stated she heard a talk by Anita Richardson,
who is on the Rancho Mirage City Council, and she reported
that Riverside County, is also spearheading a drive for
child care. Its facility will be 24 hours a day. It's
being explored at Eisenhower Hospital among other places.
There will be a meeting at College of the Desert in the
spring. It will be a good meeting to attend, as it deals
with women problems and there will be a lot of child care
experts attending. Mrs. Benedict said she will volunteer
and report back to the Commission.

Mrs. Mendoza stated she had a couple of elderly people talk
to her about the Senior Center. They were concerned about
the size of the Senior Center for the number of people it
services. She reviewed the minutes of the Council meeting
and they recommended another 24 months of leasing the store
frontage. Mrs. Mendoza suggested that the Human Services
Committee could look into the number of people the Senior
Center serves and whether or not it is the appropriate
size.
Mrs. Juhola stated there is no other place for the Senior
Center. She said the City has explored other alternatives.
The Senior Center has been at the present location for 2
years rent free. The City has only paid common area
maintenance fees. The leasing agent called the City and
notified that the store fronts were filling up quickly and
the City may be evicted by the spring. The City was
offered the space at half of what is normally charged. She
said last years enrollment was compared with the present
enrollment. The only Senior Center function that has
enlarged tremendously was the exercise class, and that has
been moved into another building.

Mrs. Benedict stated that March is traditionally National
Nutrition Month. She said she would bring literature on
the program.
There being no further business, the meeting was adjourned
motion by Mrs. Benedict, seconded by Mrs. Mendoza.
