An adjourned regular meeting of the La Quinta
Community Services Commission, held at City

1. CALL TO ORDER
Chairman Moran called the La Quinta Community Services
Commission meeting to order at 5:12 p.m. Commissioner Beck
led the salute to the flag.

Also Present:Admin. Services Director Jennings.
Ms. Jennings explained that Ms. Jaffy would be arriving a few

3. PUBLIC COMMENT
Chairman Moran reported that he would take Public Comment out of
Agenda order following Agenda Item 5.
4. WRITTEN COMMUNICATIONS

5. COMMISSION/COMMITTEE REPORTS
A. City Council Minutes of April 21, 1987, were received and
filed without comment.
B. Chairman Moran reported that the Commission had received an
announcement of a joint City Council/Planning Commission
study session to be held Monday, June 1, 1987, to hear a
special presentation regarding the La Quinta Village
Specific Plan. He explained that the Commission was
invited to attend this informational meeting.
4. PUBLIC COMMENT
Chairman Moran announced that all persons in attendance to make
Commission presentations regarding the Community Service Grant
Award Program would be called forward at this time.

Commissioner Jaffy arrived at approximately 5:24 p.m.
A. Community Service Grant Award Program presentations were
heard from the following persons:
1) Andy Vossler, President, La Quinta Chamber of Commerce.
Mr. Vossler presented three letters of support for the
Chamber CSGAP request of $35,170.00. Mr. Vossler
outlined the Chamber program and listed Chamber accom-
plishments for 1986/1987. Mr. Vossler also highlighted
certain aspects of the Chamber budget, including
transferral of payroll expenses to contractual services,
professional audit services, Marketing Committee expendi-
tures and percentage of financial support funding from
the City from 1985 to 1987.
Commissioner Beck requested specific information
regarding salary information and contractual services
for staff. Mr. Vossler indicated that he would furnish the
requested information prior to transmittal of the
Commission recommendation to the City Council.
Commissioner F'ina arrived at 5:35 p.m.
2) Denise Prince, Outreach Counselor with the Riverside County
Coalition for Alternatives to Domestic Violence (RCCADV),
presented their CSGAP request for $4,835, and explained
that these funds help support expanded service which
would include operational costs for a permanent 15 bed
emergency shelter scheduled to open in January, 1988, to
serve the desert communities.
3) Fred Rice, President, La Quinta Historical Society,
presented their CSGAP request for $5,143.00, which would
be used to produce and distribute "A History of La Quinta"
two color brochure. Mr. Rice explained that the brochure
would be an abridged version of the historic events that
have occurred in La Quinta from prehistoric times up to
the present.
4) David Woodard, President, La Quinta PGA West Volunteer
Fire Department, requested a $4,000 grant to provide:
a) $1,500 for a non-recurring program of "blue dot" to
identify the location of fire hydrants in the Tactical
Area of Responsibility of the Company; b) $2,000 for
BLS materials, including a mannequin for monthly basic
life support training for residents, a no-cost training
in "heart saver", a basic method of cardia-pulmonary
resuscitation for all age groups; and c) $500 for purchase
of earthquake and fire-safety materials for a safety walk
through service for residents to include fire and
earthquake safety.

5) Scott Morgan, C.V. Recreation & Park District, presented
the District's request for 511,000 in CSGAP funding:
a) $3,000 for installation of an automatic underground
irrigation system for La Quinta Park; b) $6,000 to replace
existing playground equipment at La Quinta Park; and c)
52,000 to purchase tables and chairs for La Quinta
Community Center. Upon questioning, Mr. Morgan stated
that without CSGAP funding, these projects would not be
undertaken by the District, and were not part of their
1987/88 budget.
Commissioner Jaffy suggested that the District make
an effort to provide budget breakdowns for parks within
the District's sphere for future use.
6) Janeil Esmeralda, Vice-President, Pride of the Desert
Boosters, Inc., presented their CSGAP request for
53,000 for a two-week band camp program for 150 high
school students from Palm Desert and Indio. Ms.
Esmeralda explained their fund raising efforts and programs,
and reliance on volunteer efforts. Ms. Esmeralda further
explained, upon questioning by the Commission, that they
had received some old band equipment from the City of Indio,
but no cash funding. Ms. Esmeralda stated that Indio had,
however, asked them to present this same information to the
Indio Council for consideration. Commissioner Rothschild
suggested that a lesser funding from La Quinta might be
"parlayed" into receipt of funding from other cities.
7) Lois Agnew, Executive Director of the La Quinta Arts
Foundation, presented a request for $11,000 in CSGAP
funds: a) $5,950 to fund Faire A La Quinta; and b) $5,050
to fund the Junior Art Guild.
Commissioner Moran asked the Commission to table discussion regarding
the prior presentations to allow discussion regarding a late
application by the La Quinta Sports & Youth Association. Moved by
Commissioner Rothschild, seconded by Commissioner Jaffy, to table
Item 7.A. Unanimously adopted.
B. John Bund, representing the La Quinta Sports & Youth
Association, explained that the CSGAP application was not
submitted on a timely basis due to internal conflict within
the Association. Mr. Bund stated that the current Board
was interested in coaching baseball, but lacked the
administrative skills necessary to put together a grant
application, and had not been received by him until
Friday, May 15th.

Mr. Bund outlined the Sports & Youth Association programs,
and explained that their request for $8,000 would be used
to: a) replace and repair existing equipment such as
baseball helmets and catching equipment; b) repair and
maintenance of the sports & youth mobile snack bar; and
c) start-up funds necessary for each baseball season,
including application fees for the Pony Association,
insurance, pants, socks and uniforms.
Moved by Commissioner Rothschild, seconded by Commissioner
Jaffy, to include the Sports & Youth Association request for
CSGAP funds in consideration for 1987/88. Unanimously adopted.
Moved by Commissioner Rothschild, seconded by Commissioner
Jaffy, to remove discussion of item 7.A. from the table.
Unanimously adopted.
8. ADJOURNMENT
After discussion, it was moved by Commissioner Jaffy, seconded
by Commissioner Griffiths, to adjourn discussion of Item 7.A.
to Monday, June 1, 1987, at 6:00 p.m., at City Hall.
Unanimously adopted.
The adjourned regular meeting of the La Quinta Community
Services Commission was adjourned at 7:27 p.m., Wednesday,
May 20, 1987, at City Hall, 78-105 Calle Estado, La Quinta,
California.
