1986 11 24 CSC Minutes ~ e e M I NUT E S LA QUINTA COMMUNITY SERVICES COMMISSION A regular meeting of the Community Services Commission held at City Hall, 78-105 Calle Estado, La Quinta, California. November 24, 1986 7:30 p.m. 1. CALL TO ORDER Chairman Moran called the La Quinta Community Services meeting to order at 7:10 p.m. Chairman Moran led the Commission in the flag salute. 2. ROLL CALL Present: Commission Members Beck, Griffith, Jaffy, Pina, Rothschild and Chairman Moran. Absent: Commissioner Barrows. Also Present: Ann Jennings, Deputy City Manager and Michelle Gilstrap, Community Services Specialist. 4. WRITTEN COMMUNICATIONS A. Commissioner Beck asked to report on matters under Written Communications. Chairman Moran explained that it should be addressed during the New Business portion of the Agenda, and asked Mr. Beck to hold his comments until that time. 5. PUBLIC COMMENT A. Report from Diane Funk regarding Faire a la Quinta. Ann Jennings reported that Ms. Funk would present her report at the next regularly scheduled Community Services Commission meeting to allow time for finalization of Faire statistics. 6. COMMISSION/COMMITTEE REPORTS A. City Council Minutes of October 7, October 27 and November 4, 1986. Questions regarding the Council resolution re: mandatory random drug sampling were asked by Commissioner Beck. Commissioner Barrows arrived at the meeting at approximately 7:15, and his arrival was noted for the record. 3. OATH OF OFFICE (Taken out of Agenda order) A. The Deputy City Manager administered the Oath of Office to newly appointed Commissioners Cameron W. Barrows and Paul Rothschild. Both men were welcomed by Chairman Moran and fellow Commissioners. MINUTES - community~rViCes November 24, 1986 Page Two. Commission e 6. COMMISSION/COMMITTEE REPORTS (Continued) B. Commissioner Tom Pina presented a report regarding the La Quinta Awards Program. Mr. Pina explained that he had met with the Chamber of Commerce to outline the idea of an annual awards program which would provide the opportunity to recognize La Quinta persons who have provided outstanding service to the community. Awards discussed were in the areas of public safety, outstanding youth, Community Service Commission awards, City Council award, etc. Mr. Pina said that after discussion with the Chamber, the idea of a dinner/dance was favored. Various ideas were discussed, and methods for awards nominations and balloting. After lengthy discussion, it was moved by Commissioner Rothschild, seconded by Commissioner Pina, that the Community Services Commission deem an awards function an appropriate function. ROLL CALL VOTE: AYES: NOES: None. Commissioners Barrows, Beck, Griffith, Jaffy, Pina, Rothschild and Chairman Moran. None. ABSTAIN: Chairman Moran suggested an alternative, i.e., that the Community Services Commission present commendations to persons in the community for jobs well done. Commissioner Jaffy expanded on the idea and suggested an Awards Certificate signed by the Commission. It was the consensus of the Council to designate Commissioners Jaffy and Pina to work with City staff to devise an appropriate Awards Certificate and return to the Commission for review/ approval. 7. OLD BUSINESS Moved by Commissioner Jaffy, seconded by Commissioner Pina, to approve the Commission minutes of June 23rd and October 10, 1986, as corrected. Unanimously adopted. A. Minutes of 6-23-86 were approved with a correction to Item 2., to reflect that Commissioner Jaffy was present, having arrived at the meeting at approximately 7:45 p.m. B. Minutes of 10-10-86 were approved as submitted. 8. NEW BUSINESS A. It was the consensus of the Commission to continue discussion of Commission structure and assignments to the December meeting. It was the consensus of the Commission that the regularly scheduled Community Services Commission be held Monday, December 15, 1986, due to holiday conflicts later that month. C. Priorities for 1987. It was the consensus of the Commission that discussion of priorities for 1987 be continued to the December 15th Commission meeting. D. Michelle Gilstrap updated the Commission regarding activities at the Community Services Office, including the Grand Opening, food bank, blood pressure checks, plans for Thanksgiving and food for needy people. E. Commissioner Beck commented regarding the Faire a la Quinta, and read a letter he had presented to the City Council on November 18th. Following his reading, Chairman Moran strongly objected to Mr. Beck's comments, and explained that he did not feel as though his comments accurately relfected the Commission's role in staging of this event. Commissioner Beck expressed his displeasure regarding the City's handling of "Red Ribbon Week", a say-no-to drugs type of event which was handled through the Mayor's Office. Mr. Beck stated that this type of event should be handled through the Community Services Commission. Commissioner Beck then asked each Commissioner if they had received an invitation to the Community Services Office Grand Opening. Commissioners presented answered in the affirmative. Mr. Beck then explained that he was afraid the Commission had been by-passed for this event, which was reaffirmed because he was the only Commissioner present at the ceremonies. Mr. Beck further stated that he felt the Commission's communication with the City Council was lacking, and not enough things are being channeled through the Community Services Commission. Chairman Moran disagreed with Commissioner Beck, and explained that as the Commission became more focused, more requests from the Council for input would be sought. Commissioner Beck brought up the matter of a proposed mini-park program. Chairman Moran suggested that this matter be placed on the agenda for the upcoming meeting. Commissioner Jaffy suggested that Commissioner Beck possibly categorize and agenda the items for discussion at the next meeting, due to the lateness of the hour and the fact that she would have to leave at 9:00 p.m. Commissioner Jaffy then moved to adjourn. MINUTES - communit~rvices November 24, 1986 Page Four. Commision e Commissioner Pina explained that he was still waiting to hear a word from newly seated Commissioners Barrows and Rothschild. Commissioner Jaffy apologized, and withdrew her motion for adjournment to allow the new members to speak. F. Commissioner Barrows and Commissioner Rothschild introduced themselves, stated their backgrounds and reasons for wishing to be members of the Community Services Commission. They were welcomed aboard by all present. 9. ADJOURNMENT Moved by Commissioner Jaffy, seconded by Commissioner Griffith, to adjourn to Monday, December 15, 1986. Unanimously adopted. The regular meeting of the La Quinta Community Services Commission was adjourned at 9:00 p.m., Monday, November 24, 1986, at City Hall, 78-105 Calle Estado, La Quinta, California. Prepared by: A.
