1. CALL TO ORDER
The meeting was called to order at 7:10 p.m.

5. COMMITTEE REPORTS
A. Chairman Moran introduced Fred Hawkins, from the Palm Springs
Community Services Commission. Mr. Hawkins described
budgeting priorities. He described relations among the
City Council, the Commission and the staff. He discussed
the development of credibility. He described the divisions
as: human services, recreation and programs, and parks,
golf courses and public facilities. He reviewed the use
of neighborhood meetings for needs assessment. Mr. Hawkins
discussed the use of infrastructure fees to provide needed
facilities.
B. Commissioner DeGasperin reported regarding plans for
a symposium regarding latch-key children. Saturday,
March 15, 1986 was selected as the date for the
symposium.
6. OLD BUSINESS
7. NEW BUSINESS
A. The commission discussed the up-coming public hearing
regarding the use of Community Development Block Grant
funds. Chairman Moran stated that the staff had not
adequately identified areas of low income persons.
Moved by Commissioner Jaffy, seconded by Commissioner
Beck that the Commission support the application for
block grant funds, and that the funds be used for
senior services and after-school child care services.
Unanimously adopted, with Chairman Moran abstaining.

B. Commissioner Beck raised an issue regarding communications
with Desert Sands Unified School District regarding
bus driving practices.

Chairman Moran declared the meeting adjourned at 9:00 p.m.
