1992 11 23 CSC Minutes /uc It Reports & Informationa~em: b COMMUNITY SERVICES COMMISSION MEETING MINUTES NOVEMBER 23, 1992 CALL TO ORDER A regular meeting of the Community Services Commission was called to order at 7:00 p.m. in the City Council Chambers. Chairwoman Kennedy presiding, followed by the Pledge of Allegiance. Present: Commissioner Lawrence Best (Vice Chairman) Commissioner Aldine Dickens Commissioner Susan Francis Commissioner Sharon Kennedy (Chairwoman) Commissioner Nancy Nard Absent: Commissioner B.J. Seaton Staff Present: Clint Bohlen, Park and Recreation Manager Cynthia Hernandez, Department Secretary It was moved by Commissioner Francis/Best to EXCUSE Commissioner B.J. Seaton from the meeting as she is attending a conference out of town. Motion carried. 1. APPROVAL OF MINUTES - NOVEMBER 9, 1992 After discussion, it was moved by Commissioner Dickens/Nard to APPROVE the minutes as amended. Motion carried. 2. AGENDA CONFIRMATION After discussion, it was moved by Commissioner Francis/Best to AMEND the agenda adding to Section V, 1. Report on Commission Interview, Section VI C 3. Report on Council action on Fritz Burns Park and deleting Section D 2. Motion carried. 3. FINE CRAFTS WINE AND ALL THAT JAZZ, NOVEMBER 27 & 28, 1992 Chairwoman Kennedy stated that Commissioner Susan Francis, Director of the La Quinta Arts Foundation, has given two (2) complimentary passes for each Commissioner to the Fine Crafts Wine and All That Jazz, being held in La Quinta on November 27th and 28th, 1992. Chairwoman Kennedy expressed the Commission's thanks and appreciation to the La Quinta Arts Foundation for their generosity. 4. CORRESPONDENCE AND WRITTEN MATERIALS Staff Liaison Bohlen indicated there is no correspondence or written materials. . II Community Services Commission Meeting - November 23, 1992 Minutes - Page 2 5. REPORT ON COMMISSION INTERVIEW OF ANDREA SPIRTOS Chairwoman Kennedy requested an update on the progress of the applications to fill the vacancy on the Community Services Commission. She stated Andrea Spirtos has submitted her application and requested to know the status. Staff Liaison Bohlen reported the Mayor has requested this matter be delayed until the new city council is seated and maybe until after the first of the year. Commissioner Francis commented she felt January would be a good time for an appointment as the holiday schedules might get a little difficult. Vice Chairman Best stated he does not feel anything would happen until January anyway. Chairwoman Kennedy suggested then, that Andrea Spirtos be contacted and made aware of this as she has been inquiring on the status of this subject as well. Staff Liaison Bohlen indicated Staff would contact Andrea Spirtos and let her know this. 6. PRESENTATION BY JANIEL ESMERALDA, VICE PRESIDENT OF THE COACHELLA VALLEY PUBLIC EDUCATION FOUNDATION Chairwoman Kennedy introduced Janiel Esmeralda, Vice President, of the Coachella Valley Public Education Foundation. Ms. Esmeralda has been invited to our meeting to update the Commission on the grant they received on behalf of the City of La Quinta. Janiel Esmeralda, who resides at 51-377 Avenida Carranza, La Quinta, is Vice President of the Coachella Valley Public Education Foundation. She indicated this is a La Quinta based organization. She stated their organization submitted a grant application for $2,450 of which they received $1,500. She stated they have expended the miscellaneous funds and obtained a membership in the organization NAER. She commented on a list of activities they have participated and are involved in and gave a brief summary on each to include SAT testing at elementary schools, Youth to Youth Conference, National Federation of Parents, CV 2000, RAVE Article of the Desert Sun, YUMP, King Courts Flyers, Red Ribbon Activities, After School Sports Program, and Spooktacular. Ms. Esmeralda distributed several newspaper clippings, articles and some pictures on the organizations participation in some other local activities. - . Community Services Commission Meeting - November 23, 1992 Minutes - Page 3 Commissioner Dickens suggested Ms. Esmeralda contact an organization known as Music Kids that ranges between the ages of 9 to 14 years old. This is a music performance put on by these children and is a very good one. Commissioner Dickens also suggested forming a committee so that the organization would have control over what is submitted to the media and/or published as far as information or pictures. Ms. Esmeralda indicated her organization would be supporting the grant application. staff Liaison Bohlen suggested she submit it to the City sometime before Wednesday, November 25, 1992. Chairwoman Kennedy thanked Ms. Esmeralda for her very informative presentation. She indicated the Commission admires all of the hard work Janiel is doing for the City on behalf of the organization. 7. PUBLIC ACCESS CHANNEL/CABLE ADVISORY COMMISSION APPOINTMENT Staff Liaison Bohlen reported Vice Chairman Best was appointed to the Cable Advisory Commission by the City Council. The Cable Advisory Commission is forming a Public Access Channel Committee on which they would like representation from each City. The City Council is requesting that one of the Commissioners be appointed as an alternate to the Channel Advisory Commission and as the primary representative for the City on the Public Access Channel Committee. Chairwoman Kennedy stated she could serve as an alternate for Vice Chairman Best, however, she could not volunteer for another committee. Commissioner Dickens conditionally volunteered for the position on the Public Access Channel Committee. Staff Liaison Bohlen indicated he would obtain more information on the meeting times and dates and would let Commissioner Dickens know. 8. REPORT ON ARTS IN PUBLIC PLACES COMMITTEE Commissioner Nard commented the Committee has not had a meeting, therefore, there is no report. 9. RECEIVE/FILE PALM ROYALE PARK LETTER AND REQUEST FOR PROPOSAL PACKET DUE ON DECEMBER 14, 1992 lO. DESIGNATION OF PALM ROYALE PARK INTERVIEW PANELISTS Staff Liaison Bohlen referred to the Request for Proposal(RFP) sent out on Palm Royale Park. He indicated Staff anticipates three to five firms being invited to interview. These interviews will take place on Friday, January l5 during the morning hours. . - Community Services Commission Meeting - November 23, 1992 Minutes - Page 4 Staff requests the Commission decide which Commissioners w~ll be able and willing to sit on the interview panel for the select )n of the design firm. Chairwoman Kennedy volunteered to be an interviewer. She indicated that perhaps when Commissioner Seaton returns she maymt to participate as an interviewer as well. Vice Chairman Best requested a legal interpretation from the City Attorney regarding his participation in the Palm Royale project as he lives in the vicinity of this project. Otherwise, he indicated he would be willing to serve as interviewer. Staff Liaison Bohlen stated he would inquire of the City Attorney regarding Vice Chairman Best's relationship to this project and would report back to him. Commissioner Nard stated in the event Vice Chairman Best cannot participate on the interview panel she would volunteer her services. 11. REPORT ON CITY COUNCIL ACTION REGARDING FRITZ BURNS PARK Chairwoman Kennedy reported on the City Council's action regarding Fritz Burns Park. Tim Maloney, the architect on the project, made his presentation. She indicated the Council applauded the Commission for their efforts on this project. There were some questions as to the proposed financing method. At this time, however, the Council liked the plan and this project will be taken through the planning process. l2. REPORT ON COUNCIL ACTION REGARDING BOY SCOUT TROOP 150 Vice Chairman Best reported the Council did not take any action on this matter. The subject was discussed and it was felt by the Council that the City should not punish the children and decided to give them one more chance to comply with the City's requirements. Staff Liaison Bohlen commented Staff had been directed to write a letter on behalf of the Commission and the Mayor letting them know they had two more weeks to do something about complying with the City's requests. This matter, however, will not be before the Council for another two weeks. This will allow another letter, on behalf of the Mayor, to be sent to the Boy Scout Troop restating the Commission's previous intents. staff will keep the Commission updated on the Council's action. ~ . . COMMUNITY SERVICES GRANT APPLICATION AND INSTRUCTIONS 1992-93 Chairwoman Kennedy stated this item would be postponed to the Commission's second meeting in January under general business. 14. LANDSCAPE FOR ECOLOGY AWARD The winner of the Landscape for Ecology Award for the month of November, 1992 is: 5l-405 Avenida Rubio 15.
