COMMUNITY SERVICES COMMISSION
MINUTES
MONDAY, MARCH 30, 1992

I. CALL TO ORDER
Regular meeting of the Community Services Commission was called to
order at the hour of 7:00 P.M., at the La Quinta Middle School
Multi-Purpose Room, Chairwoman Kennedy presiding, followed by the
Pledge of Allegiance.
PRESENT: Commissioners Best, Francis, Kennedy, Nard, Seaton and
Thompson
ABSENT: Commissioner Benedict
II. APPROVAL OF MINUTES
MOTION: It was moved by Commissioners Seaton/Thompson to approve
the CSC Minutes of February 24, 1992. Motion carried with the
following correction:
1. ITEM V,A,2, Par. 1 - COMMITTEE ASSIGNMENTS - Available
committees are: 1) Culture and Fine Arts...
III. PUBLIC COMMENT
Chairwoman Kennedy opened the floor for public comment with no
responses.
IV. COMMISSION BUSINESS
A. GENERAL BUSINESS
1. "New Leaf Awards Program" - Chairwoman Kennedy welcomed and
congratulated parents and students who were receiving awards and
explained the criteria for awards to students whose grades are most
improved. The program was then turned over to Councilman/Mayor Pro
Tern Stanley Sniff for the presentation of awards.
Councilman Sniff provided a history and background of the award
program. Sniff provided the original idea and general criteria for
the program in 1989, which the Commission further developed to
provide a strong commitment to the education of La QuintalS youth.
Councilman Sniff emphasized that the awards serve to recognize,
encourage and reward students for grade improvement. Additionally,
he announced that the top two (2) achievers would be recognized for
the first time.
Councilman Sniff then introduced Councilman Dr. William Rushworth
to assist in the distribution of awards. Also introduced were
Maureen Mendoza, Principal of Adams/Truman Elementary and Milt
Jones, Principal of La Quinta Middle School, who announced award
recipients for their respective student bodies. (See attached

2. Mayor's Breakfast - Chairwoman Kennedy reminded Commissioners
to attend the next Mayor I s Breakfast at La Quinta Hotel, on
Thursday, April 2 at 7:00 A.M. and confirmed with Commissioner
Thompson that a table was reserved for the commission.
3. 10th Anniversary Essay/Poster Contest - Chairwoman Kennedy
reviewed with Commissioners a letter from Myra Bohnenberger
reminding that two Commissioners to help judge contest entries will
be needed on Wednesday, April 15 from 10:00 A.M. to 4:00 P.M.
Commissioner Nard volunteered her services. Kennedy then asked
staff to contact Commissioner Benedict regarding this (as second
CSC representative) as this falls under Human Services.
4. Creation of commissioner's Manual - Chairwoman Kennedy said
that she and Commissioners Best and Benedict learned of need for a
Commissioners I Manual at the CPRS conference, advising that they
have copies of manuals from other cities which could be revised to
fit the needs of our City. Kennedy then asked for volunteers to
assist staff in developing one.
Kennedy stated purpose for manual is to provide a basis of
orientation for new commissioners and for public information.
Commissioner Best suggested contacting a speaker from the
conference with the San Bruno Community Services Commission who is
in the process of revising their manual. Commissioner Seaton
suggested obtaining manuals from several different Commissions
rather than working with just one. Commissioner Francis
volunteered to contact other cities.
5. Committee Assignments - Commissioner Kennedy confirmed that
Commissioner Seaton has been assigned to the "Parks and Recreation"
committee and Commissioner Thompson has chosen the "Human Services"
committee.
6. Budget Review - Staff Liaison Clint Bohlen referred to
Memorandum IV,A,6 in the Commissioners I Agenda packet which
requests direction from the Commission on the budget for Fiscal
Year 92-93.
Assistant City Manager Tom Genovese explained the budgetary process
and time-frame for budget review, emphasizing that staff desires to
involve the Commission more in the budgetary process this year.
Genovese said he would like to sit down with Commissioners to
explain some of the revenue sources, such as the Quimby,
Infrastructure and General Fund, which contain funds given to the
Ci ty for park development. Addi tionally, Commissioners would
advise on setting funding levels and discuss what types of
recreation and other programs they would like to see implemented.

Staff would then provide feedback on what kind of funding is
available for those programs. Staff seeks to complete budget
review in the next two weeks, prior to budget hearings coming
before City Manager and City Council.
Commissioner Francis asserted that the CSCls source of funding is
a crucial matter and suggested all Commissioners attend a budget
review meeting.
MOTION:
Commissioners Nard/Thompson moved that the Commission
meet as a whole with staff for budget process and review.
(Fiscal Year 92-93). Staff to set date. Motion carried.
B. CULTURE AND FINE ARTS
1. Art in Public Places - Commissioner Nard provided updates from
the February and March meetings of the Art in Public Places
committee. February meeting highlights included: a presentation
by Planning Director Jerry Herman of an ordinance amendment for
clarification of fee assessment, a revision of the Mission
statement and an evaluation of art for the Civic Center.
March meetings included: Bronze sculptor plans from Transpacific
Development Company for the Walmart shopping center, review with
Gruen Associates architects of blue prints for Civic Center for
types of art and locations, and planning and selection of art for
Civic Center during the Arts Festival.
C. PARKS AND RECREATION
1. Parade/Day in the Park - Commissioner Nard advised committee
has received 18 responses so far for participants in the parade.
They will then proceed with their plan for line-up and organization
of parade.
2. Parks Master Plan Updates
a. Joint PTA/CSC Public Forum on April 2 - Staff Liaison
Clint Bohlen stated that approximately 2500 flyers went out to
parents of both schools announcing the forum. He anticipates
a good turn out.
b. Public Survey - Mr. Bohlen reviewed final draft of
survey with Commissioners, advising it will go to print next
Monday. Noted on Question 1 of the survey there will be a
graphic display of the four parks and recreation areas in La
Quinta.

3. Letter from McIntyre Roofing Re: Ideas for Park Master Plan -
Chairwoman Kennedy reviewed with Commission a letter from Mr. Don
Early expressing his ideas for parks and recreation facilities in
La Quinta. Kennedy asked that staff respond to Mr. Early, thanking
him for his interest and suggestions.
4. City Parks Tour - Chairwoman Kennedy suggested that Commission
get together some morning and tour the city, including its parks
and Senior Center. She suggested scheduling this in Mayor later,
after other items are completed.
5. Public Input for Parks Master Plan - Mr. Bohlen sought
Commissions I direction on whether they would like to conduct
additional public forums.
MOTION:
It was moved by Commissioners Nard/Francis to wait until
such time as results from Aprills Public Forum and Public
Survey are in before determining to conduct further
public forums. Determination to be made at April
meeting. Motion Carried.
D. HUMAN SERVICES
1. Landscape for Ecology - Award for the month of March:
Winner: 54-960 Avenida Diaz
2. Nutrition Month Update - In Commissioner Benedictls absence,
staff secretary advised Commissioners that final entries are
scheduled to be judged by Commissioners Benedict and Seaton, with
award presentations at the CSCls regular meeting in April.
V. CORRESPONDENCE AND WRITTEN MATERIALS
A. APRILIS READING PACKET - Staff Liaison Clint Bohlen presented
a collection of magazine articles and publications on related
topics as optional reading materials for Commissioners to review.
B. Desert Sun Article on Child Care - Chairwoman Kennedy included
this "FYI" article on childcare for Commissioners (see March 30
Agenda Packet, ITEM V,B). Kennedy also discussed information on
the Hewlitt-Packard Company which constructed a child care center
for children of employees at one of their plant sites, which proved
to be of mutual benefit.
C. COMPREHENSIVE PARK AND RECREATION PLAN - Mr. Bohlen presented
a study guide for parks and recreation planning for the
Commissioners I review.

D. CAPRCBM TRAINING ACADEMY - Mr. Bohlen discussed letter he
recently received encouraging the Commission to get together with
other Valley commissions to arrange a training seminar.
Commissioner Best expressed a desire to pursue this idea.
E. LETTERS RECEIVED FOR PARKS MASTER PLAN
1. Mr. Bohlen noted that letters were received from 21 kids who
want an area to skate.
2. Mr. Bohlen reviewed a letter from Doris Mechanick of the
Riverside County Child Care Consortium, encouraging La Quinta to
include child care areas as part of the master plan for the City.
VI. STAFF REPORTS
A. LCC CONFERENCE - APRIL 22-24, 1992 - Commissioner Seaton will
be attending the LCC I S Community Service Commissioners I Conference.
Clint Bohlen said that if anyone else would like to attend, they
will need to let him know as soon as possible for last minute
reservations.
VII. NEXT MEETING DATE, TIME AND TOPICS
A. THE JOINT PTA/CSC PUBLIC FORUM FOR PARKS MASTER PLAN will be
held Thursday, April 2 at 7:30 p.m. Commissioners to arrive 6:45
p.m.
B. BUDGET REVIEW MEETING - Staff to set date and time and notify
Commissioners. April 8th was suggested as possible date.
C. REGULAR COMMUNITY SERVICES COMMISSION MEETING on April 27 will
include: Budget for Fiscal Year 1992-93 determinations, review of
public forum/public survey results, grant applications and awards
for "Nutrition Month" contest winners.
D. C. V. PUBLIC EDUCATION FOUNDATION APPRECIATION CEREMONY
Chairwoman Kennedy reviewed an invitation she received from Janeil
Esmarelda of the C.V. Public Education Foundation to Council and
Commissioners to recognize them for their grant assistance during
Fiscal year 91-92. Forum to be held May 20 at 8:15 a.m. at the La
Quinta Middle School multi-purpose room. Commissioners to respond
to secretary Charlette Jeansonne if attending.
E. COMMUNITY SERVICE GRANT APPLICATIONS - Clint Bohlen advised
that applications will be mailed next week to previous recipients
of grant money. Chairwoman Kennedy and Commissioners Best and
Thompson will screen applications when received.

F. DISCUSSION OF BI-MONTHLY CSC MEETINGS - Chairwoman Kennedy
advised Commissioners of a suggestion from City Council that the
Commission consider meeting twice a month, instead of once a month,
on a regular basis. Kennedy said she personally would like to
complete the Parks Master Plan before initiating this.
Commissioner Best pointed out that the Ordinance would have to be
revised in order to formally consider a second meeting each month.
Chairwoman Kennedy asked that this item be placed on the May
agenda.
VIII. ADJOURNMENT
MOTION:
There being no further business to discuss, it was moved
by Commissioners Francis/Nard to adjourn the meeting.
Motion carried. Adjournment 8:30 p.m.
