COMMUNITY SERVICES COMMISSION
MINUTES
OCTOBER 28, 1991
Regular meeting of the Community Services Commission was called to
order at the hour of 7:00 P.M., Chairwoman Kennedy presiding,
followed by the Pledge of Allegiance. .
PRESENT: Commissioners Benedict, Best, Franke, Francis, Kennedy
and Nard
ABSENT: Commissioner Merritt
MOTION - It was moved by Commissioners Franke/Best to excuse
Commissioner Merritt. Motion carried unanimously.
PRESENTATION
Chairwoman Kennedy introduced Clint Bohlen, Parks & Recreation
Director and Ray Lopez, the original Architect for the Bear Creek
Bike Path.
PUBLIC COMMENT
OLD BUSINESS
1. COMMITTEE REPORTS
a. CULTURE AND FINE ARTS
Commissioner Franke advised that there was not a quorum
for the Art in Public Places meeting.
a. Presentation by Meg Robertson, La Quinta Arts
Foundation.
Continued until November 25, 1991.

Commissioner Nard advised that the Tenth
Anniversary Committee has invited the Community
Services Commissioners to help out with projects.
Interested Commissioners should attend the November
7th, 4:00 P.M. meeting being held at the Council
Chambers.
Commissioner Nard advised that she is serving on
the Decorating Subcommittee for the Dinner/Dance.
This Dance will be held in January to honor past
and present Council Members. More information will
be available at a later date.

b. PARKS AND RECREATION
a. Report Regarding Bear Creek Channel Trail Stop.
Ray Lopez, Landscape Architect for the Bear Creek
Channel Bike path rest stop, displayed and
explained the preliminary plan for the rest stop to
be located at the corner of Calle Tampico at the
Dunes Course. Mr. Lopez explained that the effect
he wants is to create a shaded-seating area without
blocking the view of the mountains. The plants in
the area will be drought-tolerant and low to the
ground to keep it a safe area at night. A budget
of $25,000 was set for this project.
Commissioners discussed the various types of plants
and the cost of the turf versus rocks.
Mr. Lopez advised that the idea for the turf was to
bring the golf course onto the rest stop and
further advised that he would rework the area and
extend the plants into the slope area.
b. Status Report on Request for Proposals on Fritz
Burns Park.
Chairwoman Kennedy advised that 13 proposals have
been received and Commissioner Best has volunteered
to help in the screening process. Mr. Bohlen has
provided.an evaluation sheet. Chairwoman Kennedy
further advised that she would assist in the
interviewing process on November 8, 1991.
c. City Park Master Plan Update.
Chairwoman Kennedy advised that Clint Bohlen will
include the Community Services Commission in the
development of a City Park Master Plan for review,
approval and recommendations.

d. Status Report on Youth/Child Care Center.
Chairwoman Kennedy advised that the opening for the
Youth/Child Care Center will be after the first of
the year and Mr. Bohlen has suggested that the
Center also be used for after-hour Community use to
make better use of the facility.
Mrs. Juhola advised that the dedication date for
the Youth/Child Care Center has been set far
December 5, 1991 at 11:00 am. The La Quinta Hotel
has generously donated hors d'oeuvres. There will
be an Open House for working parents from 3:00 PM
to 7:00 PM.
e. Community Park North Update.
Chairwoman Kennedy advised that City staff is
attempting to draft an in-house City Park Master
Plan before proceeding with specific site master
plans. This will be coordinated with the Parks &
Recreation Committee.
c. HUMAN SERVICES
a. Selection of' La Quinta Beautiful Awards for the
Month of October.
La Quinta Beautiful - 46-175 Jefferson
Most Improved - 54-295 Diaz
b. Report on Red Ribbon Week.
Commissioner Benedict advised that red ribbons and
buttons were distributed at the Post Office,
Chamber of Commerce and La Quinta Library. Posters
were distributed to the merchants at La Quinta
Plaza.

Chairwoman Kennedy advised that the Mayor of
Bystrice will be visiting La Quinta during the week
of the Village Faire. Volunteers are needed for
the booth that will display the arts and crafts
from Czechoslovakia.

APPROVAL OF MINUTES OF SEPTEMBER 30, 1991.
MOTION - It was moved by Commissioners Nard/Franke to approve the
minutes of September 30, 1991 as submitted. Motion carried
unanimously.
NEW BUSINESS
Commissioner Benedict reminded the commission that March is
National Nutrition Month.
ADJOURNMENT
MOTION - It was moved by Commissioners Franke/Nard to adjourn.
