1991 09 30 CSC Minutes , e e .t COMMUNITY SERVICES COMMISSION MINUTES SEPTEMBER 30, 1991 Regular meeting of the Community Services Commission was called to order at the hour of 7:00 P.M., Chairwoman Kennedy presiding, followed by the Pledge of Allegiance. PRESENT: Commissioners Best, Franke, Francis, Kennedy and Nard. ABSENT: Commissioners Benedict and Merritt MOTION - It was moved by Commissioners Franke/Francis to excuse Commissioner Benedict. Chairwoman Kennedy introduced Mr. Clint Bohlen, Parks & Recreation Manager for the City of La Quinta. PRESENTATIONS Chairwoman Kennedy introduced Council Member Sniff Council Member Sniff welcomed everyone to the meeting and spoke of the wonderful cooperation and spirit between the City and the School District. He advised that the New Leaf Program was developed by the Community Services Commission to reward students who make a significant and determined effort to improve their academic performance and raising their grade point averages from quarter to quarter and to show strong support for our young students. He congratulated them all. Council Member Sniff introduced Council Member Kristy Franklin. Council Member Franklin congratulated all the "New Leaf Award" recipients, adding that the City of La Quinta is extremely proud of them. COMMITTEE REPORTS a. HUMAN SERVICES a. Presentation by Linda Murray, Vice President, Adams-Truman PTA Linda Murray addressed the commission advising that a committee is in the process of being formed to develop a Community Resources Guide that will provide students and parents with services that are available in the area. The resource guide would provide information for possible field trips, films and slides. Volunteers are needed for this Committee and asked if 1 or 2 community Services Commissioners would be willing to serve on this Committee. There are 1,300 children at Adams/Truman School that would, benefit from this Guide. Chairwoman Kennedy advised that ideas & suggestions for inclusion in the guide could be solici ted through the La Quinta Newsletter. In response to Commissioner Francis, Ms. Murray advised that the Guide would have information from all of the Coachella Valley. . e e Community Services Commission Minutes 4 September 30, 1991 Commissioner Franke suggested that the Guide be composed by grade levels. Commissioner Nard concurred that the Guide is an excellent idea. Ms. Murray advised that the Committee would be comprised of. Community Services commissioners, Teachers and Administrators of the School. Commissioner Franke volunteered to be on the Committee. Ms. Murray advised that she would keep in contact with the Community Services Commission. Chairwoman Kennedy advised that she would like Commissioner Benedict to read the minutes of this meeting and possibly volunteer for the Committee. b. Presentation by Ed Locker, History Teacher. Mr. Locker addressed the Commission advising that he is in charge of the Student Council for Adams/Truman School. The Council is in the process of electing a President, Vice President and Treasurer. He advised that he would like to have the Student Council active in Community projects. He would also like to see them sit in on a Council meeting. Mrs. Juhola advised that the fall clean-up will take place on October 19th and the dedication of the bike path will be held on October 5th. Volunteers are always needed at these events. c. Selection of La Quinta Beautiful Awards for the Month of September. La Quinta Beautiful - 54-020 Villa Most Improved - 54-840 Obregon d. Discussion of La Quinta Beautiful Award Criteria. Chairwoman Kennedy advised that she liked the changing of themes for the different months. . e e t, Community Services Commission Minutes 5 September 30, 1991 The Commissioners reviewed and discussed the report of the sub-committee and generally concurred that changes are needed in order to stimulate interest in the program. Following discussion, the Commissioners concurred on awarding five awards during December for the most beautiful holiday decorated homes. Commissioners also concurred that there is a need to recognize home-owners who put in water efficient landscaping. Therefore, they concurred that for one year, beginning January 1992, that one award be given each month for the most beautifully landscaped home with water efficient landscaping. It was pointed out that there could be two awards in any given month, if a business is also nominated and selected. Discussion also ensued regarding publicity of the program, with a suggestion being made that a flyer be made for distribution to the school children to take home and that pUblic service announcements on radio be made. MOTION - It was moved by Commissioners Franke/Nard that the La Quinta Beautiful/Most Improved programs remain until December 1991 with modifications beginning January 1992, rename the program "Landscape for Ecology", with 1 award given. Commissioner Francis suggested that we advertise on the radio and through the schools and the La Quinta Newsletter. Chairwoman Kennedy advised that the Commission could give out more than 1 award. Motion carried unanimously. e. Report of Red Ribbon Week Activities. Chairwoman Kennedy advised that Commissioner Benedict has arranged for red ribbons to be made by the Senior Center. The ribbons, buttons and posters will be distributed at the Chamber of Commerce, Post Office, Senior Center and City Hall. b. CULTURE AND FINE ARTS Commissioner Nard advised that she attended the Art in Public Places meeting. APPROVAL OF MINUTES OF JULY 29, 1991 MOTION - It was moved by Commissioners Nard/Francis to approve the minutes of July 29, 1991 as submitted. Motion carried unanimously. NEW BUSINESS Chairwoman Kennedy advised that Meg Robertson of the La Quinta Arts Foundation will be asked to attend the October 28th Community Services Commission Meeting. Chairwoman Kennedy advised that the Commission will pursue March as Nutrition Month. ADJOURNMENT It was moved by Commissioners Nard/Francis to adjourn. carried unanimously.
