e COMMUNITY SERVICES COMMItION
MINUTES
JULY 29, 1991
Regular meeting of the Community Services Commission was called to
order at the hour of 7:00 P.M., Chairman Kennedy presiding,
followed by the Pledge of Allegiance.
PRESENT: Commissioners Benedict, Best, Franke, Francis, Kennedy,
Merritt and Nard.
ABSENT: None
PUBLIC COMMENT - None
OLD BUSINESS
1. COMMITTEE REPORTS
a. PARKS AND RECREATION
Chairman Kennedy reported on the Environmental Conservation
Committee and gave a brief overview of the Hillside Ordinance.
b. CULTURE AND FINE ARTS
Commissioner Franke passed out a matrix for the Arts in Public
Places Committee showing proposed funding through 1994/95
subject to change.
c. HUMAN SERVICES
a. Review of La Quinta Beautiful Proqram.
Commissioner Benedict gave a brief history overview of the La
Quinta Beautiful program.
Chairman Kennedy advised that the La Quinta Beautiful program
. has been expanded to other areas in La Quinta.
Commissioner Franke advised that the La Quinta Beautiful
program was revised to include the Best Holiday Decorated
Homes for the month of December. There were five winners that
were presented with silver bells.
Commissioner Best suggested giving 2 awards, both called La
Quinta Beautiful with different criteria required.
Chairman Kennedy suggested that each Commissioner call in 2
nominations per month to Debbie DeRenard.
MOTION - It was moved by Commissioners Franke/Benedict to
table discussion of the La Quinta Beautiful Program until
after discussion of Item No. 2 - Committee Appointments.
Motion carried unanimously.

b. Selection of La Quinta Beautiful Award for the Months of July
& August.

2. DISCUSSION OF COMMITTEE APPOINTMENTS.
Chairman Kennedy advised that Commissioner Nard and Francis
were tentatively appointed to the Culture & Fine Arts
Committee and further advised that each Committee should have
two Commissioners.
Commissioner Best advised that he would like to be on the
Parks & Recreations or Human Services Committee.
Commissioner Nard advised that with the help of Commissioner
Benedict she would like to be on the Human Services and
Culture & Fine Arts Committee.
Chairman Kennedy advised that the following Committees consist
of the following Commissioners:
Parks & Recreation
Commissioners Benedict, Best & Kennedy
Culture and Fine Arts
Commissioners Francis, Franke, Merritt and Nard
Human Services
commissioners Benedict, Francis & Nard

MOTION - It was moved by Commissioners Francis/Franke to
select a SubCommittee for development of the La Quinta
Beautiful Award criteria to be presented at the September 30,
1991 Community Services Commission meeting. Motion carried
unanimously.
APPROVAL OF MINUTES OF JUNE 24, 1991
MOTION - It was moved by Commissioners Merritt/Franke to approve
the minutes of June 24 , 1991 as submi t ted . Motion carr ied
unanimously.

NEW BUSINESS
a. Discussion of August Meeting
Commissioners concurred on August being a dark month for the
Community Services Commission.
Motion - It was moved by Commissioners Francis/Benedict that
there be no meetings during the month of August. Motion
carried unanimously.

Commissioner Franke advised that Meg Robertson would be happy
to present the Arts Foundation Building Plans to the
Commission.
Commissioners concurred on extending an invitation to the Arts
Foundation staff to present the building plans to the
Commission.

Commissioner Benedict advised that she spoke with Marilyn
Smith, Senior Center Coordinator at the La Quinta Senior
Center and arranged to meet with the exercise class and talk
about health and food.

ADJOURNMENT
Motion - It was moved by Commissioners Merritt/Franke to adjourn
the meeting. Motion carried unanimously.
