MINUTES
JUNE 24, 1991
Regular meeting of the Community Services Commission was called to
order at the hour of 7:05 P.M., Vice Chairman Kennedy presiding,
followed by the Pledge of Allegiance.
PRESENT: Commissioners Benedict, Franke, Francis, Kennedy, Nard
ABSENT: Commissioner Merritt (One Vacancy)
MOTION - It was moved by Commissioners Franke/Benedict to excuse
Commissioner Merritt. Motion carried unanimously.
Mrs. Kennedy welcomed Mrs. Francis and Mrs. Nard as new members of
the Commission.
ELECTION OF CHAIRMAN
MOTION - It was moved by Commissioners Franke/Benedict to elect
Commissioner Kennedy as Chairman. Motion carried unanimously.
ELECTION OF VICE CHAIRMAN
MOTION - It was moved by Commissioners Franke/Francis to elect
Commissioner Benedict as Vice Chairman. Motion carried
unanimously.
APPOIN'l'MENT OF COMMITTEE MEMBERS
Commissioners Nard & Francis expressed their desired Committees and
Chairman Kennedy tentatively assigned Commissioner Nard and Francis
to the Culture and Fine Arts Committee.
PUBLIC COMMENT - None
OLD BUSINESS
1. PARKS AND RECREATION
Chairman Kennedy updated the Commission on the Environmental
Conservation Committee and the status of the Hillside
Ordinance.
2. CULTURE AND FINE ARTS
Commissioner Franke updated the Commission on the Art in
Public Places Committee and Commissioner Franke advised the
new Commissioners of art pieces that were purchased at the
1991 Arts Festival and gave background information on the
Committee.
Chairman Kennedy suggested having Meg Robertson or John
Walling give a presentation to the Commission on their
proposed building site at the Civic Center.

3. HUMAN SERVICES
Commissioner Benedict advised the Commission that she received
a letter from Diane Franco of Boy Scout Troop #150.

Commissioner Benedict advised that the La Quinta Senior Center
will make ribbons for Red Ribbon Week in October.

a. Discussion of Riverside County Sheriff's Office regarding
Target Team.
LT. RON DYE, addressed the Commission explaining how the
Target Team was established and their duties. The Team
is a flexible unit that handles case follow-up, search
and arrest warrants, moving surveillance and stake outs.
The Target Team visits the local schools and give
presentations to the Boys and Girls Club and other
organizations. They participate in the Child Safety Day
at the school and the Village Faire. They will conduct
neighborhood watch meetings upon request.
They work graffiti programs by trying to talk to the
responsible kids and their parents making them aware of
what is going on with their child. They try to identify
other "gang members" from other areas that are seen in La
Quinta. They work closely with the Gang Unit of
Riverside County, giving them any information that
develops. The Target Team can operate in other Cities
when necessary. In a six-month period the Target Team has
made 50 arrests and recovered $48,980 worth of stolen
property, $40,000 of which was the statues stolen from
the Arts Festival.
In response to Commissioner Benedict, Lt. Dye advised
that when a person is convicted of burglary, the amount
of time he serves varies on his past record.
In response to Commissioner Franke, Lt. Dye advised that
the Target Team will help set up a Neighborhood Watch
program.
In response to Commissioner Franke, Lt. Dye advised that
the Community Services Commission could encourage
citizens to talk to the Target Team.

council Member Sniff addressed the Commission advising
that the City Council adopted an Urgency Graffiti
Ordinance at their June 18th, 1991 meeting. He added
that if any of the Commissioners see graffiti, they can
report it to the City's Building and Safety Department.

Chairman Kennedy advised Commissioners Nard and Francis
that they will be receiving copies of the City Council
Agenda and Minutes.
b. Selection of La Quinta Beautiful Award for the Month of
June.

Chairman Kennedy advised that the Commission should
review the La Quinta Beautiful Program and asked that it
be placed on the July, 1991 agenda.
APPROVAL OF MINUTES OF MAY 28, 1991
MOTION - It was moved by Commissioners Benedict/Franke to approve
the Minutes of May 28, 1991 as submitted. Motion carried
unanimously.
NEW BUSINESS
Commissioner Benedict passed out copies of a Proclamation for
Nutrition Month and suggested that the Commission present one like
it for Nutrition Month in 1992.

Commissioner Franke advised that she received many compliments from
parents of the Earth Day award winners and suggested a program for
nutrition month.
a. Review and Discussion of Ordinance No. 109 regarding Conmunity
Services commission
Commissioners reviewed Ordinance No. 109.

Commissioners discussed going dark in August and it was asked
that this be placed on the July agenda.

Chairman Kennedy suggested that the City purchase name badges
for the Commissioners at a later date.

MOTION - It was moved by Commissioners Franke/Merritt to excuse
Commissioner Kennedy. Motion carried unanimously.

OLD BUSINESS
1. PARKS AND RECREATION
a. Presentation of Awards to Winners of Environmental
Poster, Art Project and Essay Contests.
Commissioner Molina introduced Council Member Sniff and
Truman School Principal Maureen Mendoza.
Council Member Sniff expressed his pleasure in
participating in the "Earth Month" activities sponsored
by the La Quinta Community Services Commission with the
continuing cooperation from La Quinta Adams/Truman and
Middle School and, of course with the Desert Sands School
District itself!
He felt that in this time of growing concern for the
unique and fragile environment, it is particularly
important to involve our young people in this effort to
understand, protect, and to enhance our "our environment"
and "our quality of life".
Council Member Sniff & Maureen Mendoza presented the
awards and congratulated the recipients.

Commissioners discussed activities for Red Ribbon Weeks
and the following motion was made:
MOTION - It was moved by Commissioners Franke/Merritt to
purchase 400 buttons @ $100 and 25 posters @ $10 from
Californians for Drug Free Youth. Motion carried
unanimously.
b. Selection of La Quinta Beautiful Award for the Month of
May.
MOST BEAUTIFUL - 54-985 Tecate
MOST IMPROVED - 77-175 Durango
c. Discussion of Community Services Grant Criteria.
Motion - It was moved by Commissioners Merritt/Franke to
table the grant criteria until a complete Community
Services Commission is seated, a Community Services Grant
Committee is selected and the Community Service
Commission can meet with City Council at a joint session.
Motion carried unanimously.
APPROVAL OF MINUTES OF APRIL 29, 1991 AND MAY 16, 1991.
Motion - It was moved by Commissioners Franke/Molina to accept the
minutes as presented. Motion carried unanimously.
NEW BUSINESS
Commissioner Merritt advised that she will not be able to attend
the meeting of June 24, 1991.
ADJOURNMENT
Motion - It was moved by Commissioners Merritt/Benedict to adjourn
the meeting. Motion carried unanimously.
