COMMUNITY SERVICE COMMISSION
MINUTES
May 16, 1991
Special meeting of the Community Services Commission was called to
order at the hour of 7:15 P.M., Chairman Molina presiding, followed
by the Pledge of Allegiance.
PRESENT: Commissioners Benedict, Kennedy, Merritt and Chairman
Molina.
ABSENT: Commissioner Franke, 2 Vacancies
SAUNDRA JUHOLA, Administrative Services Director addressed the
Commission advising that after the meeting on April 29th, a
majority of the Commissioners expressed concern about the decisions
made regarding allocation of Community Services Grants.
The first item of business needed is to make a motion for
reconsideration of the grant funds. A letter was written to all
grant applicants aSking them to submit their nonprofit status.
Responses were received from all applicants, with the exception of
Boy Scout Troop #150. Desert String Quartet has advised that they
are not incorporated as a nonprofit organization, however their
sister organization, The Symphony West is nonprofit. The Community
Action Agency advised that they are not a nonprofit organization,
they are a branch of Riverside County and the funds that they have
requested would be used for the National Guard Armory to provide
for the homeless during the winter season. Dave Lutes with the
Desert Sands School District Educational Foundation has advised
that they are in the process of applying for their nonprofit
status, but currently don't have it. C. V. Community Concert is
not incorporated as a nonprofit organization. They have been
operating under a nonprofit status of their national organization,
Community Concerts, Inc. and they have asked that they continue to
be considered for funding, conditioned upon obtaining their exempt
status from the Internal Revenue Service. The Humane Society was
unable to be reached regarding their status.
Mrs. Juhola advised that the Council does feel strongly about the
Commission adopting some kind of criteria for the Grant Funds.

1. RECONSIDERATION OF APPLICATIONS FOR COMMUNITY SERVICES GRANTS.
Commissioner Molina requested comments/recommendations from
the Commissioners on the criteria/grant funds.
Commissioner Benedict advised that there are important things
that need to be attended to. One of the problem areas is the
young people and more support should be given in this area.
Foundations don't need the help as they can go to private
parties and ask for funds.
Commissioner Merritt advised that her biggest concern is the
youth in the area and seniors.
Commissioner Kennedy advised that the funding criteria, even
though it was revised this year to suit more needs, is too
broad. It should be narrowed to more specific things. At one
time the criteria did read that the organizations be La Quinta
based and agreed that organizations that provide a service to
the youth and seniors be considered.
Commissioner Molina advised that he does not agree with trying
to isolate people who are serving all the Coachella Valley.
A lot of these organizations deserve support. The criteria
should be revised and the grants reviewed.
Commissioner Molina read aloud the "Instructions for Funding
Criteria".
Commissioner Benedict advised that she is happy with the
funding criteria as it was presented to the Commission, adding
the criteria was reviewed at the meeting and feels it could be
simplified so that it is easier to understand.
In response to Commissioner Molina, Commissioner Benedict
stated that it's too "wordy" and not in chronological order.
Commissioner Merritt advised that she agrees with the funding
criteria, but would like to encourage new types of programs.
In response to Commissioner Benedict, Mrs. Juhola advised that
when applicants called for appropriate amounts, they were
advised as to how much Council allocated for this program and
they were informed of what kind of grants were awarded in the
past under this program.

Commissioner Kennedy stated that she does not feel the funding
criteria is too "wordy". Her feelings are to see the criteria
tightened up by going back to last years funding criteria,
which stated that the "Application for funding be strictly La
Quinta Based Organizations" and the funding should be allotted
to the youth and seniors of La Quinta.
Commissioner Molina stated that at the Council Meeting of
2/5/91, the Council previously stated that "all grants were to
be given to La Quinta based Organizations providing a direct
benefit to the citizens of La Quinta". Council had also
discussed the possibility of limiting awards to anyone
organization, to one year funding only with the intent of the
funding being seed money rather than funding ongoing
operations.
Commissioner Kennedy advised that the Commissioners
established and changed the criteria this year.
In response to Commissioner Benedict, Commissioner Kennedy
advised that she would like to change the wording in criteria
5A - Applications for funding will be accepted only from non-
profit organization which are La Quinta based organizations,
5B - remain the same and add 5C - Organizations that provide
a service to the youth/seniors of La Quinta.
Commissioner Merritt advised that she has a concern with the
one year funding as there are certain organizations that are
based in La Quinta that provide new programs.
Commissioner Kennedy advised that the criteria established
will be for this year only as it can always be revised.
Motion - It was moved by Commissioners Kennedy/Benedict to
change the funding criteria for the applications for Community
Service Grants for the year 1991 as follows:
5a Applications for funding will be accepted from nonprofit
organizations which are La Quinta based.
5b Funding will be based on program enhancement which is not
measurable as opposed to operational costs.
5c Organizations that provide a service to the youth/seniors
of La Quinta.
Commissioner Merritt used the Humane Society as an example,
stating that they cannot legally be based in La Quinta.
Commissioners discussed the motion and concluded to leave the
motion as is.

Motion carried with Commissioner Merritt voting NO.
Commissioners discussed the grant applications based on the
revised grant criteria and made the following motion:
MOTION - It was moved by Commissioners MOlina/Kennedy to
recommend the following grant allocations to City Council:
Boy Scout Troop #150
Boys & Girls Club of C.V.
C.V. Public Ed. Found.Spooktacular
Friends of the L.Q. Library
L.Q. Historical Society
L.Q. Sports and Youth
S.H.A.R.E.
Y.M.C.A.

Commissioner Benedict suggested that the Commissioners bring
comments on the grant funding/criteria to the next meeting.
ADJOURNMENT
It was moved by Commissioners Kennedy/Benedict to adjourn the
meeting. Motion carried unanimously.
