HomeMy WebLinkAbout1991 04 29 CSC Minutes '. -~ , e e COMMUNITY SERVICES COMMISSION MINUTES APRIL 29, 1991 Regular meeting of the Community Services Commission was called to order at the hour of 6:30 P.M. by Vice Chairman Kennedy. PRESENT: Commissioners Benedict, Franke, Kennedy, Merritt and Chairman Molina (7:15) ABSENT: None PRESENTATIONS - None WRITTEN COMMUNICATION - None PUBLIC COMMENT JOHNPENA, 51910 Avenida Navarro, addressed the Commission and urged them to adopt some guidelines and advised that there were recommendations by City Council to adopt guidelines and establish criteria. OLD BUSINESS In response to Commissioner Kennedy, Mrs. Juhola advised that nine applications have been received for the Community Services Commission. COMMITTEE REPORTS 1. PARKS & RECREATION COMMITTEE REPORT a. Review of Job Description of Parks & Recreation Manager with Report to City Council. Commissioner Kennedy advised that she concurs with City Council in that the position of Parks & Recreation Manager is def ini tely needed with the Community expanding and further advised that the City Council has asked the Commission to review the job description and report back. MOTION - It was moved by Commissioners Kennedy/Merritt that after reviewing the job description of Parks & Recreation Manager, the Community Services Commission has found it to be complete and adequate. In response to Commissioner Kennedy, Mr. Genovese advised that the advertising for this position will begin in the middle of May with a final application deadline approximately July 15 - 30. e Community Services Commission Minutes 2 e April 29, 1991 In response to Commissioner Benedict, Mr. Genovese advised that the type of services that this position will offer will be long range planning of the parks and recreation needs as they relate to the population and in time this position will implement youth programs. The time limitation will depend on funding and the current needs of the Community. Motion carried. b. Review of Policies & User Fees for La Quinta Parks. In response to Mrs. Franke, Mr. Genovese advised that if the draft rules are implemented, signs will be posted for all types of prohibited activities. In response to Mrs. Merritt, Mr. Genovese advised that the City will monitor the Concession stand on a consistent basis and work concurrently with the Health Department. Mr. Genovese advised that the Policies and User Fees is a draft that will be implemented and as the City grows, the policies will be changed accordingly. MOTION - It was moved by Commissioners Kennedy/Benedict that the Community Services Commission report to City Council after reviewing the Park Policies and User Fees, they were found to be complete and satisfactory. Motion carried. ******************** Commissioner Kennedy updated the Commission on the Environmental Art Project, Poster and Essay Contest in conjunction with Keep America Beautiful Month. The art projects and posters will be prejudged at the School site with final judging to take place on May 6th by the Art in Public Places Committee. The essays will be judged at the school site. The ribbons will be awarded at the May Community Services Commission meeting to be held at the La Quinta Middle School multi-purpose room. Commissioner Merritt felt that the Commissioners should have had a role in the jUdging. 3. CULTURE & FINE ARTS COMMITTEE REPORT Commissioner Franke advised that the Art in Public Places Committee meeting was held on April 1, 1991. The art purchased at the La Quinta Arts Festival and development of an art plan to be implemented was discussed. Commissioner Franke advised that future meetings of the Art in Public Places Committee are scheduled for the first Monday of e e Community Services Commission Minutes 3 April 29, 1991 every month at 4:00 P.M. and anyone interested is encouraged to attend. 2. HUMAN SERVICES COMMITTEE b. Selection of La Quinta Beautiful for April, 1991. Most Beautiful, 53-235 Bermudas Most Improved, 54-273 Bermudas APPROVAL OF MINUTES OF MARCH 25, 1991. It was moved by Commissioners Franke/Merritt that the minutes of March 25, 1991 be approved as submitted. Motion carried. NEW BUSINESS Mrs. Juhola advised that discussion of the Target Team and the report by Ed Locker - Truman School Student Council will be rescheduled. ******************** Commission recessed for 10 Minutes 2. HUMAN SERVICES COMMITTEE - CONTINUED a. Consideration of Applications for Community Services Grants Commissioner Benedict advised of the changes in the Grant application instructions. Commission Kennedy advised that 19 applications were received and City Council has authorized an amount not to exceed $25,000 for the Grant funding. The requests received total $107,296. " e e Community Services Commission Minutes 4 April 29, 1991 The applicants were advised that there is a two-minute limit. Alternative to Domestic Violence Requested $2,542.00 American Red Cross Requested $7,566 John Duncan, Chairman of the Emergency Services for the American Red Cross for the Coachella Valley advised that the grant funds will be used for hand held and portable radios to help with the communications needed to assist La Quinta residents in damage assessment in the event of a major disaster. Arthritis Foundation Requested $5,000 Alan Semen, Arthritis Foundation and Mayor ProTem of the City of Rancho Mirage advised of programs available through the Arthritis Foundation and further advised that the grant funds will be used toward programs to help La Quinta residents afflicted with arthritis. In response to Commissioner Kennedy, Mrs. Green advised that the grant will be used for a land-exercise program called "joint effort" and an education series for children and adults with arthritis. (Chairman Molina joined the meeting at this time). Bob Hope Cultural Center Requested $8,000 Nancy Trapnell, Director of Development, advised that Grant funds would be used to partially fund the Student Performances Program. This program enables school children to attend morning performances at the McCallum Theater at no charge. Commissioner Merritt advised that with budget cuts at the School District, the transportation to and from extra activities might be deleted. Ms. Trapnell advised that the Chamber Opera Society works in conjunction with the SunBus and has been working to arrange busing for the children. e Community Services Commission Minutes 5 e April 29, 1991 In response to Commissioner Franke, Ms. Trapnell advised that there are two other Cities in the Valley that are helping with the program. Boy Scout Troop #150 Requested $3,000 Boys & Girls Club of Coachella Valley Requested $4,426 Lucia Moran, P. O. Box 1305, Board Member for the Boys & Girls Club of Coachella Valley and Sponsor of Cub Pack 320 addressed the Commission asking them to take into consideration the organizations that impact La Quinta residents. Jim Ducatte, Executive Director of the Boys & Girls Club, advised that the Boys & Girls Club has been in existence in La Quinta for one year. Between May and December of 1990, 278 children participated in programs. Many of the children participating were between the ages of 7 and 13. What the Boys & Girls Club is proposing to do is begin a group club titled "The Keystone Club" which will provide programs for children between the ages of 14 and 18. This program has been successful in Indio and it will provide a Community service organization that will remove graffiti from walls and buildings and clean up streets in the City. The grant funds will be used for children to attend the National Keystone Conference in March of 1992 in Denver. Commissioner Kennedy advised that an interest and concern has been expressed that there are not enough programs directed at teeJ;l-agers. C. V. Community Concert Requested $5,200 Martin Langer, 49994 El Circulo, President, advised that a permanent commitment and home for the concerts has been established at the La Quinta Hotel. The grant funds will be used to keep admission cost affordable for budget-minded families. In response to Commissioner Kennedy, Mr. Langer advised that the concerts will be held at the La Quinta Hotel, the office location will remain the same. e Community Services Commission Minutes 6 e April 29, 1991 Friends of the La Quinta Library Requested $2,500 Sherry Pena, 51-910 Avenida Navarro, advised that the Friends of the Library are asking for help to increase the junior and senior book section and add a FAX machine. The FAX machine would allow the Librarian to order books and have them within 24 hours. C. V. Public Education Foundation Spooktacular, Inc. Requested $4,250 Janeil Esmeralda, 51377 Avenida Carranza, advised that this organization seeks resources available for the three school districts. The grant funds will be used for a monthly newsletter and awareness education. Community Action Agency Requested $1,032 Cub Scout Pack 320 Requested $500 Mark Moran, 78-635 Bottlebrush, addressed the Commission advising he is removing his grant application. Desert Sands School District Education Foundation Requested $5,000 David Lutes, 52-835 Avenida Martinez, advised that the grant funds will be used to send 50 La Quinta Middle School students to the Pathfinder Ranch camp, who could not attend without the funding. In response to Commissioner Franke, Mr. Lutes advised that Milt Jones, Principal at La Quinta Middle School, has indicated that there are 50 to 70 students, who could use help in attending the camp. Desert String Quartet Requested $2,500 Edwin R. Benachowski, Promoter & Stager, advised that grant funds will be used to visit the schools and conduct concerts. The grant funds received last year were used to perform at the La Quinta Arts Festival. e Community Services Commission Minutes 7 e April 29, 1991 Desert Symphony Requesting $10,000 Edwin R. Benachowski, Executive Director, advised that the grant funds will be used to help fund a concert for the children in November at the La Quinta Hotel. Humane Society Requested $1,800 Gregg Mandinach, President, advised that the grant funds will be used to visit the La Quinta Schools and educate the children on pet care and the aiding of services to La Quinta residents for lost, homeless and injured pets. La Quinta Historical Society Requested $14,980 Fred Rice, 48-780 Eisenhower Drive, advised that the funds will be used to record and preserve the history of La Quinta and educate school children. The funds will also be used to help in obtaining a site for a future museum in La Quinta. La Quinta Sports & Youth Requested $20,000 Louis Perez, 52090 Avenida Carranza, advised that funds will be used for youth who are unable to pay the registration fee and provide jobs for 35 children between the ages of 15 to 18. S.H.A.R.E. Requested $2,000 David Orme, 78510 Singing Palms Drive, advised that the grant funds will be used to help in transporting the food from the Beaumont warehouse to the Indio site for distribution. The food is distributed to low income families. The cost is $14 for food that is valued at $40. Y.M.C.A. Requested $7,000 Pam Maloof, Sports Coordinator, advised that the grant funds will be used to provide children of La Quinta with a summer day camp. The program will operate for 11 weeks and provides children with a variety of activities. . , '. e Community Services Commission Minutes 8 e April 29, 1991 Commissioner Merritt suggested meeting at a later date to decide on the grant applications. Mrs. Juhola advised that Council would like the grant recommendations as soon as possible due to budget proceedings taking place. Commissioner Benedict stated her feelings on the grants and advised that the following is her suggestions for distribution of the funds: Friends of the La Quinta Library - $2,500; Alternatives to Domestic Violence - $1,000; Cub Scout Pack 320 - $500, Community Action Agency - $1,500; S.H.A.R.E - $1,500; Desert Sands Unified School District - $2,500; Boys & Girls Club of Coachella Valley - $2,000; Boy Scout Troop #150 - $3,000; La Quinta Sports & Youth - $1,355; Family Y.M.C.A. - $3,200; C.V. Community Concert - $1,000; Desert Symphony - $1,000; Desert String Quartet $2,000, and La Quinta Historical Society - $1,945. Commissioner Molina gave his suggested distribution of the funds as follows: Alternative to Domestic Violence - $500; American Red Cross - $2,000; Arthritis Foundation - $2,500; Bob Hope Cultural Center - $1,000; Boy Scout Troop #150 - $1,500; Boys & Girls Club of Coachella Valley - $2,500; C. V. Community Concert - $1,500; C. v. Public Education Foundation Spooktacular, Inc. - $500; Community Action Agency - $500; Cub Scout Pack 320 - $500; Desert Sands School District - $2,000; Desert String Quartet - $1,000; Desert Symphony - $1,000; Friends of the La Quinta Library - $1,500; Humane Society - $1,000; La Quinta Historical Society - $2,500; La Quinta Sports & Youth - $1,000; S.H.A.R.E. - $1,000, and Y.M.C.A. - $1,000. Commissioner Molina obligated to give to the majority of the grant. advised that the Commission was not all the grant applicants, but added that applicants warranted a portion of their In response to Commissioner Benedict, Commissioner Molina advised that all the applicants were covered by his distribution and that the grants totaled $25,000. MOTION - It was moved by Commissioners Benedict/Kennedy to accept Commissioner Molina's distribution of the grant funds. Commissioner Franke advised that her distribution of grant funds agrees somewhat with Commissioner Molina's distribution and she will go along with his. Commissioner Kennedy advised that the Soroptimist had asked Boy Scout Troop #150 for help with the La Quinta Clean-up Day to earn their annual donation and only 1 Boy Scout showed up. " " ." Community serVice~commission Minutes 9 'ril 29, 1991 Commissioners concurred on cutting the Boy Scout Troop #150 funding down to $500 and adding the $1,000 to the Y.M.C.A. and cutting the Arthritis Foundation to $2,000 and adding the $500 to the Friends of the La Quinta Library. Motion carried as amended. NEW BUSINESS 1. Consideration of Meeting date in May. Commissioners concurred on the meeting date for May being May 28, 1991, with an alternate date of May 21, 1991.
