COMMUNITY SERVICES COMMISSION MINUTES FEBRUARY 25, 1991 Regular meeting of the Community Services commission was called to order at the hour of 7:00 P.M. by Vice Chairwoman Kennedy, followed by the Pledge of Allegiance. PRESENT: Commissioners Benedict, Franke, Kennedy, Llewellyn and Molina ABSENT: (Two Vacancies) ELECTION OF CHAIRMAN MOTION: It was moved by Commissioners Kennedy/Llewellyn Felix Molina be elected as Chairman. Motion carried unanimously. PUBLIC COMMENT - None OLD BUSINESS - None COMMITTEE REPORTS 1. Parks & Recreation Committee Report (Commissioner Kennedy) Commissioner Kennedy advised the Commission that City Council approved a sponsorship for the Living Desert Reserve. ******************** Commissioner Kennedy updated the Commission on the Mini Parks and advised that the City Council supports the idea of parks along the Bear Creek Bike Path. Commissioner Kennedy advised as Chairwoman of the Environment Committee for Soroptimist, she is working closely with David Skeffington, Special Projects Coordinator with the City of La Quinta and has planned a field trip upon completion of the Bike Path. ******************** . e community Services Commission Minutes 2 e February 25, 1991 ~ 2. Culture & Fine Arts Committee (Commissioner Molina, Llewellyn & Franke) (See Minutes of 3-25-91) Commissioner Franke advised that as the Commission's representative on the Art in Public Places committee, it has been decided that the Art Foundation will pick out 20 pieces of art work at the Arts Festival and the Art in Public Places Committee will vote on the selected pieces. ******************** Chairman Molina updated the Commission on the Soap Box Derby and indicated that there were only 3 responses received out of 20 questionaires that were mailed and further added that cancellation of the derby might be in order, but advised that he will consult with Mayor Pena and report back next meeting. ******************** Chairman Molina advised that the Commission needs to take advantage of the invitation from Living Desert Reserve to tour the facility. Commissioners decided to wait until the tile with the city seal is on display. 3. Human Services Committee (Commissioner Benedict) a. Discussion of criteria for community Services Grant Program with report to City Council. Chairman Molina advised the Commission of past problems with the grant program. After discussion on the grant criteria it was decided to change the Instruction page to read as follows: Item No. 5 - Funding Criteria Item A - Applications for funding will be accepted only from Non Profit Organizations which serve the residents of La Quinta. Item C - Deleted. e e Community Services Commission Minutes 3 February 25, 1991 Add - Item No. 12 - Organizations which are in need of annual funding or an amount which exceeds the amount of monies available in this program are encouraged to negotiate with the City Council. MOTION ,.. It was moved by Commissioners Benedict/ Kennedy to approve the funding criteria changing Item No. 5A to read - Applications for funding will be accepted only from Non Profit Organizations which serve the residents of La Quinta. Item No. 5B to remain the same. omit Item No. 5C. Motion carried unanimously. MOTION - Add Item No. 12 - Organizations in need of annual support are encouraged to submit application to the City Council. Motion carried unanimously. MOTION - It was moved by Commissioners Llewellyn/ Franke to keep the present grant application format. Motion carried unanimously. b. Selection of La Quinta Beautiful for January & February, 1991. JANUARY MOST BEAUTIFUL - 78-620 Avenida Tujunga MOST IMPROVED - 52-180 Avenida Herrera FEBRUARY MOST BEAUTIFUL - 77-550 Monterey MOST IMPROVED - 77-451 Calle Madrid ******************** Commissioners discussed the Best Decorated Holiday Homes program and possible changes for 1991. ******************** Commissioner Kennedy advised of the home on Eisenhower that has a decoration for each holiday. After discussion the Commissioner's decided on a Community Spirit Award for Bartlett/Henderson home that always seem to have their home decorated to coincide with the season or event. MOTION - It was moved by Commissioners Llewellyn/Kennedy to present a one-time special "Community Spirit Award" to Ray Bartlett and Terry Henderson for their Community Spirit, to be presented jointly by the CSC and City Council on March 19th. Motion carried unanimously. . e e Community Services Commission Minutes 4 February 25, 1991 APPROVAL OF MINUTES OF NOVEMBER 28, 1990. MOTION - It was moved by Commissioners Llewellyn/Kennedy to approve the minutes of November 28, 1990 as submitted. Motion carried unanimously. NEW BUSINESS 1. Discussion of merits of Community Services commission operating as a 5 - member Commission versus a 7 - member Commission with report to City Council. Commissioners considered the idea of converting to a 5-member Commission instead of the current 7 -members. Each member expressed their opinion and it was unanimously decided to keep the 7-member Commission. MOTION - It was moved by Commissioners Franke/Benedict to keep a 7-member Commission. Motion carried unanimously. Commissioner Llewellyn stated that a description of the Communi ty Services Commission should be placed in the La Quinta Newsletter. ******************** Mrs. Juhola advised of the Annual Community Services Commission Conference to be held in Monterey in April. More information will be provided at the meeting of March 25, 1991. ******************** Mrs. Juhola advised that the Community Services Commissioners are now required to file a Form 730, Statement of Economic Interest. ******************** Commissioner Llewellyn asked that discussion of the La Quinta Target Team be placed on the Agenda for March 25, 1991. . e .
