1990 09 24 CSC Minutes e e COMMUNITY SERVICES COMMISSION MINUTES SEPTEMBER 24, 1990 Regular meeting of the Community Services Commission was called to order at the hour of 7:00 P.M. by Chairwoman Ladner, followed by the Pledge of Allegiance. PRESENT: Commissioners Franke, Kennedy, Llewellyn, Molina and Chairwoman Ladner ABSENT: Commissioners Beck and Benedict MOTION: It was moved by Mrs. Franke, seconded by Mrs. Kennedy to excuse Mr. Beck due to his illness. Motion Carried Unanimously. WRITTEN COMMUNICATION - None PUBLIC COMMENT - None OLD BUSINESS - Cove Committee to be placed on the agenda for October meeting. A. COMMITTEE REPORTS 1. Human Services Commission a. Presentation of "New Leaf Awards" Mrs. Ladner introduced Council Member Stan Sniff, Mayor John Pena, Maureen Mendoza and Milt Jones who presented the New Leaf Awards. Selection of Recipients for "La Quinta Beautiful" for the month of September. MOST BEAUTIFUL - 54-780 Avenida Obregon MOST IMPROVED - 53-360 Avenida Diaz Commissioners discussed the criteria for the La Quinta Beautiful Award. MOTION: It was moved by Mr. Molina, seconded by Ms. Llewellyn to extend the program to all homes within the City of La Quinta with the exception of gated areas. Motion Carried Unanimously. MOTION: It was moved by Mrs. Kennedy, seconded by Ms. Llewellyn to include in the next La Quinta Newsletter, that nominations for Most Improved include a before & after picture when possible. Motion Carried Unanimously. MOTION: It was moved by Mrs. Ladner, seconded by Mrs. Franke that all pictures submitted remain in nomination for a period not to exceed 3 months. Motion Carried Unanimously. e e Community Services Commission Page 4 September 24, 1990 c. Discussion of Red Ribbon Week Commissioners decided to have a poster contest for Red Ribbon Week. Mrs. Franke & Mrs. Llewellyn will contact La Quinta Schools. MOTION: It was moved by Mrs. Kennedy, seconded by Mrs. Ladner to have Mrs. Benedict contact the La Quinta Senior Center in regards to making "Say No To Drugs" Ribbons. Motion Carried Unanimously. 2. Parks & Recreation Committee Report a. Report on La Quinta Middle School Dedication Ceremonies. Saundra Juhola reviewed the program for the Dedication Ceremonies. b. Report on Soap Box Derby. Commissioners discussed having a Soap Box Rally during Easter Week in 1991. Commissioners decided to form a Sub Committee. MOTION - It was moved by Mr. Molina, seconded by Ms. Llewellyn that a subcommittee be appointed to initiate and set up a Sports Rally. Motion Carried Unanimously. Commissioners selected John Pena and Felix Molina to serve on the Sports Rally Subcommittee. 3. Culture & Fine Arts Committee Report Kay Ladner nominated Elaine Franke as the Community Services Commission representative for Art in Public Place Committee. Felix Molina & Robin Llewellyn were selected as 1st & 2nd Alternates. ******************** Kay Ladner announced she will attend the CVAG Local Government conference on Art in Public Places September 28th at Double Tree Hotel. ******************** .. e . " . .. Community Services Commission Page 5 September 24, 1990 Mrs. Kennedy stated for the record that she is opposed to the design of the Civic Center. Mrs. Ladner stated for the record that she was unhappy with current design of the Civic Center and felt the City Council should take a second look at the design, which should resemble the La Quinta Hotel. ******************** Mrs. Ladner advised the Commissioners that she sent a letter to the La Quinta City Council commending Mr. Michael Freedman of Freedman, Tung & Bottomley for his presentation at the City Council Meeting September 18, 1990. APPROVAL OF MINUTES OF JULY 30, 1990. MOTION: It was moved by Mrs. Kennedy, seconded by Mrs. Ladner to approve the Minutes of July 30,1990 as submitted. Motion Carried Unanimously. REORGANIZATION OF COMMITTEE MEMBERSHIP MOTION: It was moved by Mrs. Kennedy, seconded by Ms. Llewellyn to elect Kay Ladner as Chairperson. Motion Carried Unanimously. MOTION: It was moved by Mrs. Ladner, seconded by Ms. Llewellyn to elect Sharon Kennedy as Vice Chairperson. Motion Carried Unanimously. ******************** There being no further business, the meeting was adjourned at 9:00 p.m. upon motion by Mrs. Franke, seconded by Mrs. Kennedy and carried.
