1990 06 25 CSC Minutes e e COMMUNITY SERVICES COMMISSION MINUTES JUNE 25, 1990 , . Regular meeting of the Community Services Commission was called to order at the hour of 7: 10 P.M. followed by the Pledge of Allegiance. PRESENT: Commissioners Benedict, Kennedy, Mendoza, Molina and Chairwoman Ladner ABSENT: Commissioners Beck & Franke MOTION: It was moved by Mrs. Mendoza, seconded by Mrs. Benedict to excuse Mr. Beck and Mrs. Franke. Motion carried unanimously. WRITTEN COMMUNICATION - None PUBLIC COMMENT - None OLD BUSINESS 1. HUMAN SERVICES COMMITTEE a. Community Services Grant Applications Mrs. Ladner announced that the City Council did not accept the recommendations of the Community Services Commission Grant allocations. The City Council returned the Grant Applications to the Commission to re-evaluate the applications to conform to the City Council's criteria. , . Mrs. Ladner stated that if the Commission followed the City Council's guidelines, no money would be allocated. Mr. Molina said he attended the City Council meeting of June 5, 1990. The City Council was set in their decision that the Commission follow the guidelines. He felt that the Commission should stand by their first recommendation. Mrs. Benedict stated she felt that the Commission should follow the guidelines as the Commission is an advisory committee. Mrs. Mendoza stated she strongly would recommend to the City Council that they reconsider the criteria for the Grant applications. Mrs. Benedict suggested the Commission ask Council for clarification of the criteria. e e Community Services Commission , . AYES: OPPOSED: ABSENT: ABSTAIN: , . -2- June 25, 1990 Mr. David Orme of S.H.A.R.E. stated that S.H.A.R.E. is a La Quinta based organization. The official mailing address is P. O. Box 585, La Quinta, CA. Mr. Orme explained the functions of S.H.A.R.E. Mrs. Mendoza explained that the Commission realizes that S.H.A.R.E. is located in La Quinta, but serves other parts of the Valley. There are other organizations that serve La Quinta, but their physical address is not in La Quinta. Mr. Greg Mandinach, of The Humane Society, explained how they serve the City and do not charge for their services. He noted that because of City's zoning regulation they cannot have a shelter in the City limi ts of La Quinta. He asked the Commission to return the grants back to City Council for reconsideration. Mrs. Kennedy stated that the Commission had received three letters in favor of the Humane Society Grant. Mr. Kiedrowski explained to the Commission that they are advisory to the City Council. If the Council wants a different recommendation, its the Commissions obligation to do that. MOTION: It was moved by Mr. Molina, seconded by Mrs. Mendoza to amend prior recommendations, re-allocate the $4,450.00 from Desert String Quartet, Humane Society and SYmphony West and split proportionately among the five remaining qualified applicants. Allow Community Services Commission to help with developing new guidelines to include organizations that serve La Quinta, not necessarily based in La Quinta. Status Report on Child Care Survey Mr. Ronald Kiedrowski, City Manager, advised the Community Services Commission that the City Council placed $10,000.00 in the Budget last year for Child Care. With the funds a survey was given to the La Quinta residents. e e , . Community Services Commission -4- June 25, 1990 Mr. Kiedrowski stated that the results of the survey indicate a need for child care in La Quinta. City Council has asked City staff to proceed with plans. City staff has set up a working committee with David Skeffington, Special Projects Coordinator. Mr. Kiedrowski explained the best alternative is for the City to build a facility and lease it. The YMCA is willing to lease the facility at a nominal fee and possibly a five (5) year agreement. City Council has asked the City Manager to place funds necessary to build a child care facility on the property known as Grove Park. Mr. Kiedrowski advised that the committee will develop a site plan and layout for the Child Care facili ty. A time schedule will be available in the next 30 days. Mr. Jerry Hundt, YMCA Director, explained to the Commission, the age group for YMCA is Toddler thru Kindergarten. The facility that is being considered is licensable for 60 children. The YMCA cannot accommodate infants, but has suggested offering assistance to the community for those who want to have infant in-home care. , . 2. PARKS & RECREATION COMMITTEE REPORT a. Bear Creek Channel Bike and Pedestrian Path Mr. Kiedrowski explained the drawing of Bear Creek Channel Pedestrian & Bike Path to the Commission. Mr. John Curtis explained the high and low paths of the drawing. The path will have an 8 foot wide concrete sidewalk with a 4 foot wide sand path for joggers. Mr. Kiedrowski told the Commission that this years budget has approximately $300,000.00 to $320,000.00 projected for the construction of the Bike/Pedestrian Path facility. Mr. Kiedrowski explained that the path would have several areas that could be made into small "mini parks". Organizations could create small parks in these area. . . Community Services Commission -5- June 25, 1990 Mrs. Kennedy stated that she preferred the high road of the Bear Creek Path as it appears safer. Mr. Kiedrowski said he and Mr. Curtis have walked both paths and they felt that the high path would be safer. Mr. Kiedrowski showed the Commission a drawing of the Fritz's Burns Park. He explained where the different acti vi ties would be located and how the Bear Creek Path would tie into the Park. , . Mr. Kiedrowski stated that the City is currently working on some cost estimates as to what this plan would cost. Mr. Kiedrowski explained there is money in next years budget to go forward with the park plans. Commissioners discussed Bear Creek Channel Bike and Pedestrian Paths. MOTION: It Mrs. Ladner proposed. Commissioners was moved by Mrs. Mendoza, to endorse the Bear Creek Seconded by Channel as concurred unanimously. 3. CULTURE & FINE ARTS COMMITTEE REPORT Mrs. Mendoza commended the City Council on the Art In Public Places Ordinance. The City supported the Art In Public Places with $50,000.00 seed money. APPROVAL OF MINUTES OF MAY 30, 1990. MOTION - It was moved by Mrs. Kennedy, seconded by Mr. Molina, to approve the minutes of May 30, 1990 as submitted. Motion Carried Unanimously. NEW BUSINESS , . Mrs. Mendoza advised that this is her last meeting and thanked the Community Services Commissioners and the City Council. Mrs. Mendoza expressed her enjoYment at serving as a Commissioner. . .
