Classic Party Rentals will deliver and pick up all rented materials on Friday, October 31 St in the afternoon and set-up for the event will begin. e. Saturday, November 1, 2008 - 11 am to 6pm. 4. Event Parking a. Three professional BBQ vendors will arrive Friday, October 31St to begin set up and cooking. As BBQ preparation requires 18 hours of cooking time these vendors have self-contained vending rigs, trailers and motor homes. For this event, for one night, October 31, 2008 we request waiver of LQMC 11.04.030, 12.28.130, 12.28.040 pertaining to "overnight parking." b. Community Partners and other vendors including the Police and Fire Departments who are participating will set up on the parameter of the baseball field on Saturday morning by 9 am. c. Public parking is available on Avenida Montezuma circling the park, as well as the City Public Parking Lot on Avenida Bermudas, and throughout the village. Permission has been granted from Roxie Yessayian, the owner of the stabilized parcels of land on the SW corner of Avenida Mendoza and Montezuma for overflow and vendor parking. 5. Traffic Control (Exhibit C) A traffic control plan professionally prepared by Tops and Barricades details proposed traffic patterns and associated directional signage. 6. Event Signage (See Sign Permit) Directional Signs We are requesting the use of 75 yard signs to be used for directional signage to the event as we believe there may be confusion among consumers as to exactly where La Quinta Community Park is located. 2 We are also concerned that our signs will be more difficult to notice due to the influx of political signage at this time of a national election. A sample of this sign is also included in Exhibit D. Promotional Signs — All promotional signs and banner will be located' inside the fenced area of the event and will not be installed until the day of the event. ' They will be removed after the event ends. 7. Entertainment & Public Address: Amplified music will be provided from the music stage located at home plate of the baseball field at La Quinta Community Park. Three live bands (largest 5 members) are scheduled to play all public hours of the event. Announcements will be made from this location as well. 8. Food Service: Food and beverage service will be provided to the public from outside professional purveyors who will prepare food and beverages in accordance with Riverside County Health Department standards. Each vendor will obtain all necessary and required permits and inspections. 9. Alcoholic Beverages: Beer obtained from Heimark Distributing will be sold by La Quinta Rotary Club. LQAF and/or La Quinta Rotary will obtain the necessary liquor license from the State Department of Alcohol Beverage Control. The event will feature a Responsible Drinking Program including: - Verifying identification and banding eligible consumers • Training program for alcohol servers • Monitoring and controlling exit gates, providing self -testers for blood alcohol content • Promoting a "Designated Driver" program with O'Douls sponsorship • Providing a "Free Ride Home" program 10. First Aid Station: A first response aid station will be located in the Community Center of the park, manned by private duty certified personnel through JFK Memorial Hospital. Ambulance access will be maintained with emergency procedures communicated to all security and volunteer personnel. 11. Fire Protection: All cooking is required to be containerized in BBQ such as Weber Kettle or grill using coals or wood. Fire extinguishers will be installed in each food area, and as required -by current regulation. LQAF will comply with regulations determined by City of La Quinta Fire Systems Inspector. 12. Sanitation Facilities: In addition to the permanent restroom facilities available in La Quinta Community Park, twenty portable restrooms from Burrtec Waste Services will be conveniently located near to the permanent facilities. Self contained hand washing stations will be located at key food consumption areas and near portable restrooms. 13. Solid Waste Disposal: Trash and recycling containers provided by Burrtec will be, located throughout the event area, and will be monitored by our private Grounds Crew. One additional dumpster will be located near the existing dumpster enclosure. 14. Site Inspection: A site inspection will be scheduled with City staff, Fire Marshall, and Riverside County Health Department for the morning of Saturday, November 1, 2008 to insure compliance with all project conditions. • 15. Community Notification of Event: Notification of this public event will occur via posting in the La Quinta Gem, La Quinta Sun, Desert Entertainer and other publications a minimum of two weeks prior to November 1, 2008. 16. Proof of Liability Insurance: Proof of Liability Insurance naming City of La Quinta as additional insured attached. 17. City Business License S California Seller's Permit: All participating vendors are required to obtain a City of La Quinta Business License prior to start of the event. In addition, all vendors are required to designate La Quinta as the point of sale for transactions occurring at Blues, Brews, & BBQ with their California Seller's Permit. All vendors have been notified of these requirements and have been provided with contact information for the City Business License application and Board of Equalization form. 18. Building Permit Application (See Building Permit Application): No temporary structures over 200 sq. ft. are planned. However generators provided by Brudvik Electric will be utilized for music sound system, and vendors requiring power. La Quinta Arts Foundation was delighted at the positive feedback to this inaugural event last year. We have taken our "Lessons Learned" and used them to improve the event for 2008.
