Samples were taken of all suspect asbestos containing building materials at the request of the client named above. The removed samples were examined using a Nikon Labophot-2 polarized light microscope and a Swift stereo microscope to estimate the percentage of asbestos by volume and determine the type(s) present. Scott Morrison & 'Associates determines percentages and.type of asbestos by using EPA approved method 600/M4-82-020, the principles of polarized light microscopy and dispersion staining. Asbestos is quantified by using the visual arena estimation technique and can only determine the approximate percentage of asbestos present. After a thorough search is conducted and no asbestos is detected "none detected" will be noted in the report. The essence of polarized light microscopy is not to emphatically determine that no asbestos is present, merely that none was detected or, if it was, it was likely to be less than 1.0% of the sample. When findings reveal less than 1.0% asbestos contained in sample, further analysis may be called for on additional samples to confirm or denounce the initial findings. The South Coast Air Quality Management District (SCAQMD) recommends three or more samples from a homogeneous area be analyzed before any building material is determined to be non -hazardous. The samples listed and described below were taken from reasonably accessible areas of the building. Any materials located in areas of the building that are inaccessible were not tested. Such areas include, but are not limited to, narrow crawl spaces and unstable/dangerous roof or floor areas. ' 1.2 Purpose and Scope of Work The purpose of this ESA was to evaluate. the potential for the presence of soil or groundwater contamination that may be present because of past use, handling, storage, or disposal of hazardous materials or petroleum products on or near the property. The scope of work for this evaluation is based on ASTM Standard E-1527-97, Standard Practice for Environmental Site Assessments, and consisted of the tasks listed below. Site Reconnaissance: This involved (A) a visual reconnaissance of the site, noting physical evidence of potential contamination or possible sources of contamination; (B) interviews with persons familiar with the site (if possible) regarding present and past site usage; and (C) observation of adjacent properties to identify visual evidence of possible ' impacts to the subject site. Significant on-site conditions were photographed to document current conditions. Selected site photographs are presented in Appendix B. ' Site History Investigation: The history of the site was investigated regarding past land use at and near the site, specifically as it relates to the storage, production, use, or disposal of hazardous materials. The sources of information for this evaluation are listed ' in the references section of this report, and included the following categories of information: ' • Aerial photographs • Topographic maps • Munger Oil maps • Personnel Interviews Due to the age of the building, Building Department records were not reviewed for historical information Regulatory Agency Record Review: Many regulatory agencies compile information concerning sites •that generate, store, use, and/or release hazardous materials. This information can be accessed by reviewing lists published by the regulatory agencies. A ' report listing known sites that generate, store, use, and/or have released hazardous materials was obtained from Vista Information Solutions, Inc., a firm that specializes in maintaining a database of this type of information. A copy of the Vista report is tpresented in Appendic C, and is discussed in Section 4. In addition, selected government agencies were contacted for information they may have regarding environmental conditions at or near the site. Report Preparation: This report was prepared to present our findings, conclusions, and recommendations. A qualifications statement regarding the personnel who performed this evaluation is presented in Appendix D. Exclusions: Testing the air, groundwater, soil, or building materials for the presence of hazardous constituents was beyond the scope of this evaluation. As stated in the proposal, land title information would only be reviewed if furnished by the Client. Land title information was not provided to ESCSW, and therefore was not reviewed. 1.3 Limitations This report has been prepared for the exclusive use of the City of La Quinta Redevelopment Agency. The conclusions and recommendations rendered in this report are opinions based on. readily available information obtained to date within the scope of the work authorized by the client. The scope of work for this project was developed to address the needs of the client as part . of a property transaction (buy,; sell, refinance, etc.) and may not meet the needs of other users. Other parties participating in the development for which this project was conducted may also use - the information presented in this report, provided said parties agree that ESCSW shall have no additional liability arising from such use than described in the contract under which this project was conducted (a copy of that contract will be provided upon request). Any other use of or - reliance on the information and opinions contained in this report without the written authorization of ESCSW is at the sole risk of the user. It should be noted that any level of assessment -cannot as that a property is completely free of chemical. or toxic substances. We believe the scope of work performed has been appropriate to allow the client to make an informed business decision. The results contained in this report are based upon the information acquired during the assessment, including information obtained.from third parties. ESCSW makes no claim as to the accuracy of the information obtained from others. In addition, it is possible that variations exist beyond or between points explored during the course of the investigation, and that changes..in conditions can occur in the future due to the works of man, contaminant migration; variations in rainfall, temperature, and/or other factors not apparent at the time of the field investigation. EARTH SYSTEMS CONSULTANTS SOUTHWEST ' March 21, 2000 -3- File No. 7626-01. . 00-03-722 ' 2.0 SITE INFORMATION 2.1 Site Development and Location The subject site consists of an approximately 10,000 square foot lot containing an approximately ' 900 square foot building currently housing the La Quinta historical museum. The site is located within the northeast 1/a of the southeast 1/a of Section 1, Township 6 South, Range 6 East, San Bernardino baseline and meridian (see Figure 1 in Appendix A). The property is relatively flat, square in shape, and approximately 100 feet on a side. The elevation of the site is about 50 feet above mean sea level. ' The site boundaries are generally defined as Avenida Montezuma to the north, Avenida Mendoza to the west, a narrow alley to the south, and a chain link fence separating the subject site from an adjacent veterinarian's office to the east. 2.2. Current Site Condition ' The site was visited by ESCSW personnel on February 23, 2000 to observe current site conditions and adjacent land use. The following is a summary of our findings: • The majority of the site consists of paved and unpaved -parking areas, and a small landscaped area. No evidence of significant staining or hazardous material spillage was observed in or near these areas. • The small museum building is .a wood and stucco Spanish style structure with a red brick . ' roof and tile floors. It consists of four small rooms, a small restroom, and an entryway under a domed ceiling. The four rooms contain historical photos, paper documents, small displays of Indian and other historical artifacts, and office space. No evidence of ' hazardous material storage or handling was observed inside or around the building. _ 2.3 Site Vicinity The site vicinity consists of a veterinarian's office to the east and a residential area to the south. Across Avenida Montezuma to the north is a city park consisting of landscaped open space and a few small structures. The adjacent property to the west is an undeveloped vacant lot. Activities in the site vicinity did not appear to pose a threat to contaminate the subject site. 2.4 Geologic Settin7 The site is located in the Coachella Valley of Southern California. ' The Coachella Valley is part of'the tectonically active Salton Trough, which is a closed, internally draining basin bounded by the San Jacinto and Santa Rosa Mountains to the southwest, the San Bernardino Mountains to the northwest, and the Little San Bernardino and Orocopia Mountains to the northeast and east. These mountain ranges, and the basement rock underlying the Coachella Valley, are primarily composed _of granitic and metamorphic rock. Within the Coachella Valley, the basement complex is overlain by a series of unconsolidated and semi -consolidated continental clastic EARTH SYSTEMS CONSULTANTS SOUTHWEST 1 March 21, 2000 -4- File No. 7626-01- 00-03-722 sediments eroded from the surrounding mountain ranges, lacustrine deposits of ancient Lake Cahuilla, and wind-blown sand deposited in. the active blow -sand area of Riverside- County (DWR, 1964). The site is located near the boundary between the lacustrine deposits of ancient Lake Cahuilla, and alluvial deposits from the Santa Rosa Mountains to the south. The northwest trending San Andreas Fault zone is the major geologic feature of the Coachella Valley., The Banning, Mission Creek, and Garnet Hill faults, which are part of the San Andreas Fault system, divide the Coachella Valley into four distinct hydrogeologic subbasins. Each subbasin is further divided into subareas, based on either the type of water-bearingformation, water quality, areas of confined groundwater, forebay areas, groundwater divides, or surface water divides. The site is located within the Thermal subarea of the Indio subbasin. This subarea consists of the confined portion of the Indio subbasin, where water from the up -gradient Palm Springs subarea moves into the interbedded sands, silts and clays underlying the central portion of the valley. Groundwater in this subarea generally flows in a southeasterly direction toward the Salton Sea. The water bearing materials in this area have been divided into four units: a semi - perched zone at the ground surface and extending.to a depth of up -to 100 feet; an upper aquifer which is 150 to 300 feet thick; a lower aquifer in excess of 500 feet thick; and an aquitard .between these two aquifers which is 100 to 200 feet thick. The semi -perched zone may be the. uppermost water -bearing zone under the site. Water quality within this zone is generally poor. The deeper and upper aquifers are typically used for water supply. • Throughout the Thermal subarea, the horizontal permeability is several times the' vertical permeability resulting in a predominantly lateral flow of groundwater (DWR, 1964).- The depth to groundwater at the site was evaluated -by contacting the Coachella Valley Water District (CVWD, 2000). The CVWD reports the depth to groundwater at the subject site is about 142 to 153 feet,*based on data from two well locations located approximately'/4 mile to- the northwest and '/4 mile to the southwest. Groundwater flow under .the site is anticipated to be toward the northeast due to the location of the nearby mountains. 3.0 HISTORICAL INFORMATION Information regarding the history of the site was obtained by review of historical aerial photographs, topographic maps, and Munger Oil maps, and discussions with people familiar with the site. The results of this research are summarized below. 3.1 Aerial Photoeraphs Aerial photographs from ESCSW archives were reviewed to evaluate the history of the site and vicinity, with particular attention to indications of the potential use, storage, or disposal of hazardous materials. Five sets of photographs from the years 1939, 1973, 1984, 1988, and 1998 were reviewed (see references). Our interpretations of these photographs are presented below in chronological order. • In 1939, a small structure was visible on the site: A larger structure was visible a short distance to the cast. The city park north of the site was laid out in an approximate diamond shape (consistent with the current layout) bounded by roads and bisected by an EAR"rH SYSTEMS CONSULTANTS SOUTHwES'r s" ' March 21, 2000 -5 J { File No. 7626-01 00-03-722 unpaved road P running 'through the ark. This road was adjacent to and west of the ZD structure at the subject site. The park appeared to be undeveloped with no landscaping or other visible features. -The general site vicinity was undeveloped with very few structures visible, although dirt roads were present. ' • In 1973, the 'site was essentially unchanged. . The adjacent properties remained undeveloped except for the pre-existing structure to the east: The nearby site vicinity was still only sparsely developed. The parr contained a medium sized structure but remained ' primarily desert land. Streets within the La Quinta Cove were paved, and residences were scattered throughout. Agricultural properties were visible to the north and east. A lightly developed residential area existed to the east. • In 1984, the site remained unchanged. The site vicinity was increasingly. developed. The park appeared landscaped, with a single structure present. • In 1988, the site and the nearby structure to the east continued to be the only buildings .. t along the southern edge of the park. The road bisecting the park was no longer present. The general site vicinity appeared fairly well developed. The former agricultural areas to the east were being replaced by golf course developments. ' • In 1998, the site remained the same. The site vicinity was increasingly developed, though the subject building and the nearby building to the east remained as the only ' developments along the southern edge of the park. The park contained five small structures. The agricultural areas to the north and east were fully redeveloped as golf 1 course communities. Review of historical aerial photographs showed no evidence of storage or disposal operations on the site or in the site vicinity. 3.2 Topographic Maps Topographic maps produced by the U.S.G.S. were reviewed for information concerning -the development history of the site. The 7.5 -minute La Quinta, California Quadrangle (dated 1959 and photo -revised in 1980) was reviewed (see Figure 1). • The 1959 U.S.G.S. topographical map indicates the presence of one structure at the site ' and one structure a short distance to the east. The general site vicinity -is depicted as scattered small residential buildings. • The 1980 photo -revised edition shows the site as unchanged and the site vicinity as moderately developed. t3.3 Munger Oil Maps The Munger Oil map book was reviewed for information regarding historic oil -well drilling. activities in the vicinity of the site. No oil wells have been drilled in.the site vicinity. ' EARTH SYSTEMS CONSULTANTS SOUTHWEST' IMarch 21, 2000 t e -6- File No. 7626-01 00-03-722 3.4 Interviews I Mrs. Louise Neeley, a longtime resident of La Quinta, was interviewed regarding the history of the site. Mrs. Neeley indicated that the building was originally constructed in 1936 as an office for the Carmelita Water District. From the late 1940's until 1994, the building housed a local real estate office. Mrs. Neeley knew of. no historical incidents or use of the site related to the possible presence of hazardous materials. Museum personnel indicated that the subject site has been used as a museum since February 1994. Museum personnel and display information records indicated the adjacent building to the east was constructed at about the same time as the onsite building, and was originally operated as a lumber mill and supply store. It -was reported to have been vacant for most of its history.'and relatively recently became a veterinarian's office. 4.0 AGENCY INFORMATION 4.1 Vista Report t A report summarizing the information available from regulatory agencies regarding sites- which generate, store, use, and/or have released hazardous materials was obtained from Vista Information Solutions, Inc., a firm that specializes in maintaining a database of this .type of information. The publications referenced by Vista are listed in the Vista report, which is presented in Appendix C. The search radii used for each list was in accordance with ASTM guidelines. The information obtained during this review is summarized below. • The site is not listed in the Vista report. • Eleven sites are listed on the vista report within the search radii. Of these eleven, six are duplicate listings, leaving only five actual sites. Three are listed because of the presence of an underground storage tank with no problems reported, and the remaining two are. listed under the state leaking underground storage tank database (LUST). Both of the LUST sites are located a significant distance from the subject site, and are listed as case closed/action completed. • Three sites are listed as unmapped due to vague addresses or the, inability of the automated search system to correctly identify the location of the listed site. Review of these sites did not identify them to be within the search radius of the subject site. 4.2 Other Sources of Information A review of the City of La Quinta Building Department records revealed structural safety inspection records and general electrical upgrading permits. No permits for underground storage tanks or other hazardous material use was discovered. No records of sewer permits were observed. Therefore, the building is probably serviced by an onsite septic system. EARTH SYSTEMS CONSULTANTS SOUTHWEST IMarch 21, 2000 J Ms. Linda Shurlow with the Riverside County Department of Environmental Health was contacted regarding known releases in the site vicinity. Ms. Shurlow indicated that the closest release she was aware of was at a convenience st/a ore located on Calle Tampico, about ' mile north of the site. She indicated that the problem at that site appeared to be relatively minor. That release is not considered an issue for the subject site because of the distance it is located from the site, and the generally minor nature of the problem. ' 5.0 SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS This report presents the findings of the Phase I Environmental Site Assessment (ESA) conducted 1 by Earth Systems Consultants Southwest (ESCSW) for the site located at 77-885 Avenida Montezuma in La Quinta, California. The purpose of this assessment was to evaluate the potential for the presence of soil or groundwater contamination as a result of past use, handling, storage, or disposal of hazardous materials or petroleum products on or near the subject property. The scope of work for this evaluation included a reconnaissance of the site and vicinity, a review of the history of _ the site, and a review of information obtainable from regulatory agencies regarding the use, storage, generation, or -release of hazardous materials on the site or in the site ' vicinity. Based on this review, ESCSW presents, the following summary and conclusions:'- 1. onclusions:- 1. The site is predominantly a parking lot with a small historical museum located in the northwest corner of the property. The site has been used as office space since 1936, and as a museum since 1994. The site and immediate vicinity have remained .relatively unchanged since it was originally developed in 1936. 2. The site was not listed in the government agency information, and sites in the site vicinity did not appear to pose a threat to contaminate the site. 3. Indication that the site has been adversely affected by hazardous materials from onsite or offsite sources was not encountered during this project. 4.
